Project Description
The goal of the five-year, USAID-funded Integrated Child and Youth Development (ICYD) Activity is for Ugandan children and youth, especially the most vulnerable, to receive the support and services necessary to lead resilient, healthy, and productive lives. The ICYD Activity is expected to achieve the following:
Children and youth have improved learning outcomes;
Children and youth are safe and healthy in their community and learning environments; and
Youth practice positive behaviors and are able to make informed decisions about their lives and relationships.
Working in partnership with Ministry of Education and Sports (MoES) and Ministry of Gender, Labor and Social Development (MGLSD), district and zonal officials, and other Ugandan government and civil society partners, ICYD will comprise a series of activities to: support improved basic education for Ugandan children; address school-related and gender-based violence; facilitate enhanced child protection and support for vulnerable youth; provide support to HIV-affected orphans and vulnerable children (OVC) and their caregivers/families; and support HIV care and treatment outcomes in close collaboration with clinical and community structures. ICYD will also contribute to improved systems within the MoES and MGLSD to promote Early Grade Reading (EGR) and child protection.
Job Description
Reporting to the Youth Development Specialist, the Youth Outreach Coordinator will provide technical support supervision and monitoring of youth interventions implemented by grantee organizations, transitional activities implemented through partnerships with the private sector, and other crosscutting interventions implemented by ICYD. This includes collaboration and support as needed to youth activities implemented by other ICYD teams, including activities related to school-related gender-based violence prevention and early grade reading that benefit at-risk out-of-school vulnerable children and youth in zonal areas of ICYD’s focus.
As a member of the ICYD Activity team at the zonal level, the Youth Outreach Coordinator will contribute to ICYD’s youth work by:
Grantee Management (as appropriate for the zone)
• Through grants to local organizations, planning and overseeing the implementation of an accelerated education (AE) program aimed at preparing at-risk out-of-school vulnerable children and youth to return to school through accelerated catch-up programs at zonal level in Cohort 1, 2 and 3 districts.
• Through grants to local organizations, planning and overseeing implementation of workforce readiness and soft skills interventions aimed at preparing at-risk out-of-school children and youth,OVC, youth transitioning out of pediatric HIV care, and HIV+ young parents and caregivers, in alignment with USAID/Uganda’s youth strategy and ICYD project objectives in Cohort 1, 2 and 3 districts.
Transitional Activities
• Identify youth and livelihood/economic empowerment knowledge gaps and training needs, support zonal team in delivery of private partnership activities by inclusion of activities in zonal workplans for execution.
• Together with the private sector engagement (PSE) team, support planning, mobilizing and implementation of youth transitional activities in designated zonal areas in order to link youth to trainings and work-based learning under partnerships signed with the private sector and help coordinate delivery of targeted trainings in the assigned zone.
• Conduct ongoing monitoring, follow-up, support and problem-solving with youth (as individuals or in groups) who participate in transitional trainings or work-based learning to facilitate transition to employment or additional education or training.
General
• Liaising closely with the Youth Development Specialist, ICYD Grants Manager at the national level and Senior Zonal Manager to provide technical guidance and support to youth-serving organizations (YSOs) implementing activities under Tasks 1 and 2.
• Participate in regular monitoring of ICYD out-of-school youth activities, including those implemented through YSO grantees, as part of private sector partnerships, and/or implemented directly under basic education in support of AE implementation.
• Collaborate with other ICYD technical teams to ensure synergies and integrated learning across youth activities, including the Private Sector Engagement (PSE), OVC, and Basic Education/Early Grade Reading teams.
• Coordinate with ICYD’s monitoring, evaluation and learning team to monitor relevant project indicators, as needed.
• Participate in surveys and impact assessments related to children and youth returning to school and/or work readiness preparation.
• Conduct monthly, quarterly, and yearly work planning, including integrated zonal level ICYD monthly, quarterly and annual activity work planning as well as planning with YSO grantees.
• Review progress against the work plan on a monthly and quarterly basis with national and zonal project teams.
• Document success stories and best practices; take and collect project-related activity photos.
• Prepare written reports on project activities and results on a weekly, monthly and quarterly basis.
• Document and share achievements and best practices to improve programming.
• In collaboration with M&E, other technical teams and grantees, track youth outcomes post-training.
• Conduct these and other tasks as required in support of ICYD Activity goals and objectives.
Qualifications
The candidate for the position of Youth Outreach Coordinator shall have at a minimum the following qualifications:
Education
• Secondary education and 4 to 5 years of directly relevant experience required; additional technical or collegiate education desirable, including project planning and management and/or monitoring and evaluation.
Skills and Experience
• A minimum of four years’ experience in education, accelerated education, OVC, work readiness training, entrepreneurship, financial literacy/VSLAs, youth livelihoods, youth development and/or private sector engagement activities.
• Experience building technical capacity of local youth-serving organizations (YSOs) through coaching and supportive supervision.
• Experience conducting training for YSOs and other stakeholders.
• Experience collaborating with private sector partners to mobilize, train and support youth in support of transition to employment.
• Understanding of the Ugandan education, youth livelihoods, and out-of-school youth context.
• Understanding of best practices in positive youth development.
• Demonstrated experience monitoring project activities and managing for outcomes.
• Ability to work independently and as part of a team, prioritizing multiple tasks.
• Ability to work in a multi-cultural setting while promoting diversity and inclusiveness.
• Ability to verbally communicate in an engaging manner and write clearly and concisely.
• Ability to build effective relationships with all clients, peers, and stakeholders.
• Ability to work within a cross-cultural setting with tolerance and respect and negotiate diplomatically.
• Knowledge of/experience with USAID-funded projects preferred.
Language
• Fluency in English is required. Knowledge of Runyakore-Rukiga is strongly preferred.
