Background
The Bantwana Initiative of World Education, Inc. is a recognized leader in delivering integrated comprehensive interventions to improve HIV outcomes and the quality of life for orphans and vulnerable children (OVC) and families affected by HIV and poverty. WEI/Bantwana builds the capacity of communities, civil society and governments to coordinate and deliver integrated comprehensive services for vulnerable children and families while strengthening structures and service delivery across the HIV continuum of care.

The USAID Integrated Child and Youth Development Activity (USAID ICYD Activity) aims to improve learning outcomes, close pediatric HIV gaps, and ensure that children and youth have the opportunity to lead resilient, healthy and productive lives. As the OVC lead, WEI/Bantwana delivers targeted technical assistance to local partners, enabling them to deliver a tailored package of services to improve HIV and child protection outcomes to enrolled children and families within a clinic-community referral network and case management approach. This requires continuous adaptation to Uganda’s evolving COVID 19 context.

Job Summary
With the OVC Senior Advisor and senior technical team, the HIV Advisor will lead and support the OVC technical team and our local partners to improve HIV and social protection outcomes aimed to build family resilience towards graduation from the OVC program. ICYD programming also aims to close pediatric epidemic control gaps includes addressing non adherence and non-suppression in children and adolescents living with HIV; mitigating HIV transmission and ensuring healthy starts for HIV exposed infants (HEI) and young mothers living with HIV; and, tailoring services to meet the unique needs of children of female sex workers, and other ICYD OVC priority sub sets enrolled on the OVC program. This includes access to post rape healthcare and psychosocial support for survivors of sexual abuse.

The Advisor position is a high level, senior position that sits at the nexus of integrated HIV and OVC programming. The Advisor will drive and support the OVC program technical leads and zonal teams to deliver high quality technical assistance to local partners to tailor HIV and social protection packages to improve HIV outcomes and sufficiently strengthen family resilience to graduate from the OVC program. The position requires senior level management experience and deep technical expertise in treatment, care and support for C/ALHIV under PEPFAR programming, and experience building strong, coordinated clinic-community partnerships that leverage the rich and needed experience of both the HIV and OVC/social welfare programs. This senior person brings a sophisticated understanding and experience with PEPFAR/USAID donor relations, understands how to present and use data to tailor programming to individual care plans, has demonstrated experience in guiding work plan processes to completion, cross sector team building, supervising, coaching, and mentoring downstream teams from community to national level, is known and valued by USAID and the Ministry of Health at national and district levels, and cares deeply about quality service provision. An HIV Advisor with knowledge of social work framework and principles, PEPFAR graduation-based case management and/or and social work training is highly desired. This position will have the following responsibilities:

Key Result Areas:
Specific Responsibilities and Duties:
● Oversee technical support, training, mentorship of USAID ICYD Activity technical team and partners to close critical gaps across the pediatric HIV cascade
● Support and strengthen partner capacity to build strong, functional partnership with clinic partners across the ICYD OVC Activity zones
● Support and co design strategies to strengthen the knowledge, skillsets of the social welfare workforce to support treatment outcomes and better articulate the value of the social welfare skill set in supporting HIV outcomes and resilience.
● Deepen use of HIV data by technical and partners’ teams to analyze gaps in adherence, viral load suppression to tailor intervention strategies and rapid course corrections.
● Lead and facilitate Annual and Quarterly work planning processes.
● Support training and mentorship of USAID ICYD Activity technical teams and partners on effective approaches to integrate HIV- and GBV- skills and strategies to improve treatment outcomes and resilience.
● Support development of structured and coordinated coaching and mentoring supervision by technical leads for local partner OVC teams and downstream structures
● Support scale up of caregivers engagement model layered on Peer Support Groups for C/ALHIVs
● Represent ICYD in national level meetings with MOH and other relevant ministries related to policy and programming for C/ALHIV and support ICYD multi-sectoral coordination efforts at national level to operationalize the National Child Policy, particularly around the integration of child survival and health
● Support quarterly and annual report writing and other strategic documentation

Qualifications
● Advanced Degree in: health, social work and social administration
● At least ten years of experience working with children/adolescents living with HIV in clinic and community settings
● Demonstrated high level experience working with USAID and MOH on HIV related policy and programming
● Demonstrated experience delivering targeted technical support coaching and mentoring to technical staff
● Demonstrated understanding of MOH HIV policies and programming for HEI/C/ALHIV
● Excellent data analysis and presentation skills
● Excellent writing skills
● Excellent communication skills and ability to communicate in the local and national languages.
● Excellent computer skills with expertise in PowerPoint, Word, Excel.
