Job Description

The IRC began programming in northern Uganda in 1998 in response to mass displacement and devastation wrought by rebel group, the Lord’s Resistance Army. In 2002, the IRC expanded to the remote, conflict-affected region of Karamoja and in 2011, began working with refugees in Kampala and Kiryandongo settlement. Monitoring the influx of South Sudanese refugees at the end of 2015, the IRC began scaling up its response to refugees arriving in the West Nile region. By promoting durable solutions that deliver on the interdependent aims of saving lives, strengthening institutions, and supporting social cohesion, the IRC in Uganda is laying the building blocks for long-term stability and development – bringing people from harm to home. The IRC currently works in the districts of Kitgum, Lamwo, Arua, Yumbe, Kyegegwa, Kiryandongo, Kyaka and Kampala including 7 districts in Karamoja region.
Scope of Work
Under the supervision of Senior Community Health Officer, the Health Assistant will be responsible for hygiene and sanitation at the Health Unit and community. He/she will be expected to work within the heath facility, health posts and community in the IRC supported health facilities’ catchment population and collaborate with the integrated community health program to implement health activities. She/he will spend approximately 80% of his/her time in the field both at the health facility, health posts and in the community. The main purpose is to prevent and control the spread of diseases in the community

Duties and Responsibilities
• Knowledge of public health interventions including EPI, HIV/AIDS, WASH, nutrition, family planning and outbreak prevention and response.
• Knowledge of behavior change methods.
• Skilled in developing relationships to strengthen social support networks and using behavior change strategies to mobilize community members to take ownership of healthcare needs.
• Implement community Based Environmental Health Activities.
• Account for allocated resources.
• Compile and submit relevant basic health data to the Health Inspector and Senior Community Health officer.
• Carry out research activities.
• Compile quarterly sanitation data coverage for the catchment area.
• Conduct daily supervision of hygiene and sanitation for the catchment area.
• Compile and submit monthly community CBHIS.
• Supervise VHT activities within the Catchment area.
• Conduct biweekly meetings with the VHTs.
• Conduct health education and health promotion both at health facility level, reception center and Community.
• Communication/Reporting
• Provide regular feedback on community activities.
• Assist in preparation of donor reports.
• Participate in the development and implementation of program work plans.

Qualifications
• Must have a Certificate in Environmental Health Science or its equivalent from a recognized institution.
• At least 2 years of work experience, with field experience in a health and nutrition project implementation.
• Must be registered and licensed with the relevant professional council.
• A diploma is an added advantage.
• Ability to ride a motorcycle with a valid driving permit class A is a must.

VMMC Health Education Officer
Job Summary

While working within the confines of the district structures, the VMMC Health Educator will support VMMC related community engagements including demand creation and follow up. The jobholder will also provide technical camp leadership in the areas of VMMC service provision, quality assurance, and quality improvement for better clinical outcomes.

Overall Responsibilities

• Lead VMMC community demand creation activities.
• Ensure documentation of all surgical and follow-up procedures
• Ensure that circumcisions are carried out safely in accordance with agreed policies.
• Establish and implement a system to ensure technical quality of VMMC project activities
• Provide mentoring and capacity building to facility and cluster staff in specific areas of expertise in VMMC and quality assurance
• Support the formulation of innovative approaches for scale up of targeted in VMMC services emphasizing pivot age uptake of VMMC.
• Work with health care providers, local authorities, community members and project team members to identify service delivery issues that impede access to care and uptake of VMMC services
• Identify and implement appropriate facility- and community-based strategies to address VMMC service delivery gaps
• Identify training needs for clinical and community healthcare providers and assist in the design and implementation of measures to address those needs
• Work with M&E staff to design, implement a plan to track data/results related to VMMC to inform adjustments in project implementation
• Document successes, lessons learned and challenges in implementation as well as reports of VMMC project activities and results to the project and donor, including routine quarterly and annual reports and other reporting requirements as requested
• Document and maintain an inventory of successful tools and approaches for VMMC including QI projects

Required Qualification, Experience and Competencies:

Counselors

Duties and Responsibilities:
• Take lead in HIV case identification through HIV risk assessment, APN/Index Client Testing, Social Network Strategy (SNS), HIV Self Testing and any other HIV testing approaches at all service delivery points.
• Closely work with the Community Health Workers and other facility teams to ensure that all identified HIV positive clients are linked to care through same day ART initiation interventions and follow up for those not yet linked to care.
• Provide quality and comprehensive counselling services to clients, their partners and other family members (Pre-test, Post-test, Adherence support).
• Support virological monitoring of clients’ response to ART and provide intensive adherence counseling to all that are not suppressing.
• Provide technical support to health facility teams and Community Health Workers (RCT Volunteers, Case Managers, Mentor mothers) to support community/facility - based HIV/TB interventions (i.e., HIV and TB case identification, linkage to treatment, tracking second visit, patient adherence, retention/back to care efforts, self-management, counselling, psychosocial support, and other services).
• Work with the health facility teams, Data Assistants and health information officers to conduct site specific weekly data reviews meetings, utilize and jointly update audit tools (Adult, Ped and adolescent, PMTCT/EID) and other HMIS tools/registers, and tailor site level activities to bridge identified performance gaps.
• Compile and submit weekly, monthly, and quarterly reports on site level HIV/TB indicator progress as per set timelines.
• Support Community Health Workers to complete timesheets and reports as well as coordinating timely submission to LPHSKaramoja office.
• Document best practices and success stories to enable replication and improvement of LPHS – Karamoja project.
• Prepare and submit paperwork for completed site-specific LPHS-Karamoja approved activities in accordance with LPHSKaramoja (ANECCA) SOPs.
• Participate in other activities as will be assigned by the immediate supervisor.

Required Education Qualifications& Trainings
• Bachelor’s Degree or a Diploma in any of the following fields Social Sciences, Education, SWSA, Development Studies,
• Community & Adult Education, Community Psychology, Guidance & Counselling, BSc Nursing or any related field.
• Necessary additional Training; HIV Counselling Certificate, Child & Adolescent Counselling certificate or Training of trainers

Experience, other relevant key skills & personality attributes.
• At least one (1) year of practical work experience in HIV Counseling with a PEPFAR funded project.
