The Supply Chain Officer shall support the regional office in the in the provision of Supply chain management, ensuring that this is done through timely service delivery to the field programmes in line with SCI policies, procedures and guidelines. The Officer may be called upon as and when necessary to support the wider emergency team in cases of humanitarian crisis. Performance of tasks shall be executed in a manner that promotes value for money in accordance to SCI standards.

To be a strong supporter and advocate for children in this role you will need to have:
• A minimum of a bachelor’s degree in Procurement, Finance, Administration.
• At least 2 years’ relevant working experience, preferably with International NGOs, and good understanding of major donor’s financial requirements, conditions and government budgets and tax policies.
• Self-motivated with demonstrated ability to generate financial reports and meet set deadlines and with good integrity.
• Team player with good interpersonal/ communication, documentation and facilitation skills and the ability to work under minimum supervision in a team.
• Computer literary, fluency in English and excellent documentation skills are a MUST.

Procurement Officer-Innovation and Digitalization.

Key Duties and Responsibilities (but not limited to)
Innovation and Digitalization
• Conduct e-market analysis on prices for goods, services to work and ensure value for money for Watoto procurements.
• Research on procurement solutions to foster creativity and innovation.
• Prepare, maintain, and update the e-annual master procurement plan for Watoto Ministries.
• Update the procurement plan based on any changes as approved by the Church council.
• Maintain an authentic list of prequalified suppliers of goods, services, and work Coordinate with Administrators on tactical procurements.

Procurement Operations
• Support the e-procurement system.
• Update and support the management of the procurement portal to obtain optimal functionality and efficiency.
• Contribute to the development of procurement work plans.
• Ensure that all procurement operations are carried out in accordance with the Annual master procurement plan as approved by the Church Council.
• Ensure compliance to the procurement and disposal policy and standard operating procedures.
• Undertakes sourcing for cost effective supplies, services and works.

Driver , Strengthening systems and public accountability program

Position Summary:
The Driver will be responsible for safe and effective transport for SSPA staff and consultants. This position will be based in Kampala with extensive travel within Kampala and to/from Arua and Hoima as well. The Driver will report to SSPA Office Manager with oversight from the Director of Finance and Administration as well.

Responsibilities:
• Drive SSPA 4-wheel drive vehicles on all terrains.
• Transport SSPA staff and consultants.
• Ensure cleanliness of vehicle(s) and verify that the vehicle is in good condition before use on a daily basis.
• Conduct periodic checks on vehicle(s) to determine maintenance needs, report, and address accordingly.
• Drive carefully and ensure safety of the passengers, other drivers, and the assigned vehicle.
• Travel to regions in Uganda on mission trips with possible overnight stays.
• Maintain up to date vehicle mileage log, inform responsible staff of vehicle tags and insurance renewal.
• Record costs of vehicle fuel and services.
• Ensure all vehicle reports are completed and submitted in a timely manner.
• Other duties as assigned in the office by the immediate supervisor when not undertaking travel requests.

Qualifications:
• No formal education required.
• Minimum of five years of driving experience in short and long-distance routes in Uganda is required.
• Valid driver’s license and a clean driving record is required.
• Experience managing short turnaround travel requests is required.
• Ability to undertake travel requests with minimum supervision is required.
• Demonstrated strong interpersonal communications skills is required.
• Experience providing driver services on USAID/USG funded projects is preferred.

Storekeeper (Expendables)

The incumbent is expected to operate independently with daily check ins with the supervisor and occasional guidance on projects, policy, and procedures.

Major Duties and Responsibilities (Include % of time spent for each duty, percentage totals must equal 100%):
Records Management - 50%
• Incumbent maintains a running record of all supplies in the expendable warehouse. Handles all expendable requests for office and maintenance supplies. Is responsible for the movement of supplies in and out of the supplies store ensuring appropriate personnel sign approvals and receipts of goods.
Warehouse management - 30%
• Keeps supplies and the warehouse in a clean, tidy and orderly fashion and is responsible for receiving, packing and storing of new stock. Must have knowledge of the location of all supplies in the warehouse and forward all issuance forms to the General Services Clerk daily.
• Ensures timely responses to all in-coming requests; certifies that all necessary information has been entered on the request form and is responsible for all the necessary documentation needed for the disposal of outdated stock.

Inventory Management - 20%
• Conducts annual inventory to help ensure that all items are stored properly, no missing items and no safety or fire hazards exist. During the inventory period, helps the inventory clerks in counting and reconciliation of stock. Assists in arranging items for sale and disposal.

Knowledge

Post-hire (Organizational)
• Incumbent must have a good working knowledge of Department of State and/or associated Agency supply instructions and procedures which apply to storekeeping.

Education

Specific roles and Responsibilities:
• Participate in the collection, analysis, maintenance and interpretation of data on works and transport Working in collaboration with the supervisor, ensure that the respective sector plans are consistent with the current National Development Plan and that they match with the aspirations of the growing population.
• Participates in technical meetings and activities related to works and transport Analyzes works and transport planning systems, policies and identifies problems and potential solutions
• Working with the departmental and Directorate staff to develop and maintain ensure that an integrated model transport system.
• Gather information on environmental, social, gender and other cross cutting issues affecting the works and transport sector.

• Transport Economics/ Planning, Energy Development, Geographical Information Systems or a closely related but relevant discipline Membership of recognized professional bodies such as Uganda Institution of Professional Engineers, Engineers Registration Board, Institution of Highways and Transportation, etc is essential

Experience and knowledge
