Activities
At all times the job holder will:
• Compilation of Project Monthly Management Reports, internal and external.
• Compilation of Project Quarterly Management Reports for Partners and Authorities.
• Compilation of Adhoc Reporting as requested by Paris HQ Office.
• Provide reporting support to the Package technical teams, thus requiring an understanding project management principles.
• Develop ad-hoc project presentations of differing complexity and/or reporting assignments in support of technical teams, as required by operational demands.
• Work independently on routine tasks, exercising discretion within established guidelines.
• Support Project Controls team to monitor the different KPIs.
• Input to future Management of Project Data Filing and Storage Systems.
• Be a proactive source of and delivery of key information.
• Develop and maintain effective & productive relationships with both Project Team members & Affilliate to ensure all parties are informed & involved with reporting matters as appropriate
Qualifications And Required Experience
Qualification:
• Qualified to a HND level in a relevant Technical/Business discipline
Experience:
• Minimum of 3 years’ experience gained within a technical, engineering or data management environment, preferably within the oil and gas industry, extractive industry or similar industrial
• Excellent written and oral communication.
• Good writing skills and ability to edit technical reports and presentations as required
• Good interpersonal skills are required along with a good common-sense approach.
• Strong prioritization, time management and organizational skills.
• Must be able to work on own initiative and with minimal supervision.
• Competency in the use of a wide variety of software packages such as Microsoft Office applications (Word, Excel, Powerpoint).
• Good knowledge of website applications.

JOB DETAILS:Job purpose:
• To direct refinery technology, engineering, and project developments.
Essential Duties
• Review and provide input in all key FEED documents for the refinery project.
• Assure HSE compliance during design, Engineering, Procurement and Construction (EPC) and operations.
• Ensure compliance with the company’s engineering codes and standards – international and local.
• Participate in the negotiation of key refinery agreements including but not limited to the Implementation Agreement, Crude Oil Supply Agreement, Product Offtake Agreements, Shareholder Agreements and EPC Agreements.
• Implement UNOC’s National Content plan in project execution.
• Define and monitor Key Performance Indicators for Refinery and Engineering operations.
• Direct facility budgeting, revenue, and cost reporting, as well as audits.
• Identify, develop, and implement business process systems, including project execution procedures
• Prepare and maintain the risk management framework for the Refinery operations.
• Ensure regulatory approval of all facilities and operations, as appropriate.
• Manage Stakeholder engagements – local communities, cultural institutions, GoU Ministries, Department and Agencies, International Oil Companies, Investors, the public.
• Identify business development and investment opportunities for URHC - Petrochemicals, industrial gases, and fertilizers.
• Ensure proper interface management with EACOP, multiproduct pipeline, Upstream, EACOP, Kampala Storage Terminal (KST), Airport, Petrochemicals and Industrial Gases, Fertilizers, among others.
• Provide leadership and mentorship to the refinery and engineering team.
• Any other duties as may be assigned.
Qualifications, Experience & Attributes
• Master’s degree in Engineering, or Business Administration or other relevant Master’s degree.
• An honours Bachelor’s degree in Chemical, Civil, Electrical or Mechanical Engineering, Applied Science or other relevant Bachelor’s degree.
• A post graduate qualification in project management would be an added advantage.
• A minimum of 10 years’ experience in (a) oil and gas corporate entity(ies) of high repute, at least five years of which should be at a mid-level leadership position.
• A minimum of five (5) years’ experience in the context of refinery operations or refinery EPC is mandatory.
• Possess excellent leadership and team building skills.
• Exceptionally strong analytical skills, having the ability to analyse, refine, summarize, and clearly present data and information. h) Ability to design suitable business processes to assure sustainable operations.
• Possession of excellent judgement and integrity.
• Strategic and tactical thinker.
• High degree of professionalism and maintenance of confidentiality.
• Be commercially astute and possess sound negotiation skills.
• Stakeholder management and institutional building skills will be vital in working with leaders in government, investors, and partners.

Reporting To Shift Supervisor, The Successful Candidate Will;
Key Result Areas:
• Preventive maintenance of production machines,
• Operate production machines efficiently.
• Control wastage of materials.
• Ensuring that the products produced are of good quality.
• Adhere to health and safety practices.
• To oversee housekeeping around the machine area.
• Check the materials provided to ensure rightful amounts and materials are provided.
• Inspect the machines regularly to ensure they are in good and operational condition.
• Detect and report any faults to the Plant Maintenance Electrician/Mechanic.

Educational Qualifications And Experience
• Uganda Advanced Certificate of Education with a bias in science subjects.
