JOB DETAILS:Head of Maintenance & Engineering
Key Responsibilities:
• Provides leadership, overall administration, and general direction to the engineering programs department.
• Directs operational excellence, and oversees the reliability program.
• Trends reliability for the fleet type and provides direction to the fleet team on areas for focus and improvement.
• Directs Uganda Airlines’ engineering & maintenance program.
• Directs Maintenance & Engineering (M&E) technical publications and oversees Airlines Aircraft technical information integration and strategy.
• Ensures engineering support is provided in the form of adequate maintenance procedures required modification and repair instructions, and assistance in the correction of chronic and systemic problems.
• Ensures all related aircraft maintenance program instructions, work documents, and control procedures are developed and administered in accordance with Civil Aviation Authority (UCAA) regulations, EASA, Uganda, Africa, East Africa policy, and industry best practices.
• Sponsors and recommends new preventive maintenance procedures and reliability improvement changes in the interest of safety and cost reduction. Serves as an advisory member of the Reliability Analysis Program (RAP) control board.
• Assists in M&E system assessments by serving as an advisor when attending the following meetings: Data Analysis Group (DAG), Continuous Analysis and Surveillance Working Group (CASWG), Safety Review Board (SRB), and Continuous Analysis & Surveillance (CAS).
• Stays abreast of existing and proposed Uganda and UCAA regulations and forwards recommendations in response to proposed regulation changes.
• Conduct cost-benefit and operational performance research and analysis on Engineering and Maintenance programs
• Assists in the development of new or revised divisional policies and programs as required for the attainment of M&E objectives.
• Supports Safety Management Systems (SMS) within the M&E organization using the SMS policies and procedures as outlined in the SMS Manual of the General Procedures Manual (GPM).
• Ensure completion of the annual appraisals for all engineering staff
• On request of the Accountable Manager, report to the Board regularly on departmental performance and fleet status.
Minimum Qualification and Experience:
• Bachelor’s degree in Engineering with a focus in aerospace, aeronautical or mechanical engineering or two years of relevant training/experience in lieu of this degree.
• At least 10 years of experience in aircraft maintenance, with five of those in a senior managerial role.
• 3 years experience in maintaining the same category and class of aircraft used by the air operator certificate holder including one year in the capacity of returning aircraft to service.
• Knowledge of UCAA regulations and oversight functions (for aircraft and engine operating airworthiness certificates).
• Aircraft Maintenance Engineer’s License with appropriate airframe and power-plant or Avionics ratings.
• Aircraft maintenance and engineering management background and relevant experience in continuous airworthiness management.
• Acceptable to the Ugandan Civil Aviation Authority, as part of AOC conditions.
• Membership in an aviation professional body is an added advantage.
• Excellent communication skills: verbal (both informal working teams and formal executive presentations), and in clear/concise written documents.

Sanitation for Millions combines measures to upgrade sanitation and hygiene infrastructure at public institutions and at community level with complementing skills development, advocacy, behaviour change and integrating hygiene and maintenance measures into institutional frameworks. Together with the Ministry of Water and Environment, responsible local government authorities and other collaborative ministries project activities are implemented under the Town Sanitation Planning (TSP) framework to ensure a functional and sustainable sanitation service chain.

Key Responsibilities
The WASH Community Mobilization Advisor will be in charge of:
• Implementation of sanitation and hygiene software related project activities amongst selected actors including (healthcare centres, schools, other public institutions and communities) in the project selected towns of Amuru and Purongo(within the Anaka cluster near Gulu city) in close cooperation with S4M country coordinator/ programme component manager and in complementarity with other members of the project team.
The WASH Community Mobilization Advisor performs the following tasks:
Specific Tasks
• Support selected public institutions (schools, health care facilities and faith-based institutions, etc), by ensuring that training and other capacity building measures are conducted to responsible personnel and relevant actors in changing hygiene practices and improving the hygiene situation.
• Formulation of best practice concepts building on previous project experiences considering local, regional and international contexts (e.g. in WASH facilities maintenance, inclusiveness, gender mainstreaming, WASH budgeting, monitoring, competitive elements, peer-to-peer learning, trainings, etc).
• Support Capacity building for institutions through O&M trainings (Training-of-trainers for staff of authorities, schools, health centers and service providers e.g. plumbers).
• Routine hygiene promotion and training activities to target groups like health work workers, teachers, pupils, religious leaders and community members.
• Support the integrated community concepts for WASH improvements along the sanitation chain in the towns.
• Facilitate assessment and implementation of menstrual hygiene (MHM)measures to key stakeholders at policy and operational levels (MHM concept) for actors served by S4M in Anaka Cluster.
• Steer the process of Town Sanitation Planning (TSP) and Faecal Sludge Management (FSM) software related activities in the Anaka Cluster.
• Conduct baseline and regular monitoring assessments for tracking progress and/or impact on awareness, attitude and practice change as a result of the sanitation and hygiene activities.
• Facilitate monitoring mechanism by local authority/community to routinely check and enforce best WASH practices.
• Documentation and knowledge management on sanitation hygiene software related topic.
Other Duties/Additional Tasks

Qualifications

Details of experience
• Minimum of 5 years of professional working experience in the water, sanitation and hygiene (WASH) sector in community mobilisation, health promotion and/or health communication at operational level.
• Related experience in Uganda northern region level is an advantage.
• Experience in supportive work to public institutions, utilities, and local governments as well as private service providers in this field.
• Work experience with reputable consulting firms, international development partners/donors/civil society organisations as a community/social worker is an advantage.

• Work closely, as required, with the Facilities Engineering Manager and lead DCC to ensure that the engineering deliverables, in particular the Class 1 from the EPSCC Contractor are reviewed and commented within the contractual timeframe.
• Work closely with the disciplines lead to ensure adequate follow-up of procurement and later coordination of equipment and material integration in the facilities
• Organize the monitoring of the inspection plans for the equipment and material supplied for his/her area and ensure follow-up until such equipment and material can be released and incorporated to the Plant on site
• Make sure with the Contractor that all necessary certifications for the installations means to be used for the installation of the line pipe, cable and platform on the lake are issued in due time.
• Organize installation procedures detailed risk assessment sessions with the contractor and ensure later that mitigation measures are in place and followed. Obtain support from the relevant head quarter disciplines to validate such procedure.
• Work closely with the construction team to coordinate his/her area’s activities during construction and ensure transverse management of site activities with the support of the relevant construction teams while offshore activities will take place.
• Organise regular visit on site for progress review and coordination purpose with Company construction teams and Contractor project teams on site during the construction preparation phase.
• Manage the planning of the well pad with the support of the planning team –implement it on a day to day basis during construction.
• Review and prepare input to variation orders
• Anticipate potential claim from the contractor and alert the Offsites & Drilling Interfaces Package Manager.
• Propose approaches and elements of negotiation.
• Participate to the budget preparation and provide input to the project LOP for the part related to his/her area

The job holder is responsible for the following;
• Responsible for developing and executing contract strategies including tendering, negotiating and placement of contract packages in compliance with the company policies and regulatory requirements.
• Develop and execute contract strategies for approval by the Contracts Committee.

Context And Environment
• Green Field Project, Tilenga is a remote location in UGANDA near Albert lake with particular sensitive environmental conditions.
A challenging onshore project:
• Heavy and waxy oils produced from 31 drilling pads, (with some of them located in a national park) and treated in a Production Center of 200,000bopd oil capacity and 650,000 bld of water treatment capacity.
• Reservoir pressure maintenance is ensured either by water injection or by polymer water injection depending on the reservoirs characteristics.
• The project also includes an extended interconnecting network with temperature preservation.
Multicultural environment:
• Contractors are anticipated to be located in various parts of the world.
• Ugandan rules and regulations, administrative requirements and technical authorizations as well as International codes for onshore plant will apply.
Accountabilities
• Reporting to the Lead Planning & Reporting Engineer, covering the scheduling, planning and progress measurement activities for the TILENGA Project, and for the reporting at project level all along the course of the Project.
