Roles and Responsibilities:

Minimum Qualifications:

Job summary: The job holder supports UEC to enhance the Health Stat tool for rollout across CDC Implementing Partners (IPs), address respective IP needs in use of the tool, write scripts, procedures, or queries for HIS solutions and databases, develop conceptual dashboard designs that incorporate various analytic visualization methodologies, assure interoperability of systems within UEC, and with national and PEPFAR systems and designing customized appropriate analysis tools.

Specific roles
• Develop conceptual dashboard designs that incorporate various analytic

• Write scripts, procedures, or queries for HIS solutions and databases
• Monitor performance of deployed HIS solutions, document and fix bugs and errors and share back with users using appropriate platforms

• Work with Monitoring and Evaluation Technical Support (METS) Program to ensure that deployed HIS solutions are in synch with Uganda EMR and other approved national systems like Clinic Master
• Build capacity of UEC and facility staffs in use of the deployed systems, including Uganda EMR, Health stats, Viral Load dashboard, and others as need arises
• Collaborate with the project Data Scientist to support data analysis function through designing customized appropriate tools

Qualifications, experience and skills
• Degree in Computer Science, a master’s degree in Software engineering or computer science or a related field is desirable, with at least 6 years of experience in the design and implementation of database solutions
• Knowledge of and experience with DHIS2, HRIS and PEPFAR related software platforms
• Deep working knowledge of the main programming languages often used within analytics, data mining and data science including R, SAS, Python and SQL, and knowledge of Java, C/C++, Perl and Ruby
• Experience in development and management of data tools, enterprise level Web based, Desktop based and Mobile applications using Microsoft .NET, Java and other Technologies such as C#, ASP.net, Bootstrap, JQuery, CSS, HTML5, MSSQL and MySQL
• Experience developing and maintaining project databases for monitoring implementation of project activities. Technical expertise in data collection, processing and analysis, and feedback mechanisms is required
• Expertise in the use of mobile technologies for data reporting and collection preferred.

Job summary: Data Scientist will organize, analyze and interpret data and statistical information from various databases to support project staff and stakeholders to use data for decision making. The holder will generate dashboards, utilize Health stats tool to generate consolidated quantitative data, adhoc and routine reports across regions, build capacity of M & E staff at regions and facilities to conduct data site- and region-specific analyses and data quality audits for program management and improvement.
Documentation and Tools management
• Prepare documentation of steps taken to facilitate analysis of data (Data analysis plans)
• Select most appropriate data analysis programs or packages based on user needs and intended results
• Prepares data for analysis using software packages
• Design appropriate tools to support analysis and presentation of data

Analysis, interpretation, and dissemination

About CVT:
The Center for Victims of Torture (CVT) is an international non-governmental organization dedicated to providing trauma rehabilitative services to survivors of gross human rights abuses, including torture, CVT was founded in Minnesota, USA with offices in Africa and the Middle East. CVT has provided torture rehabilitation for 13 years to survivors of the Lord’s Resistance Army (LRA) in northern Uganda and in refugees setting in West Nile. CVT clients receive high-quality mental health rehabilitation through individual and group counseling and referrals to other service providers for unmet needs. Services are adapted for cultural relevance and sustainability. Additionally, CVT works to increase mental health service capacity by conducting trainings with partner organizations including staff mental health needs (burnout, stress, secondary trauma) and workshops to increase capacity and respond to trauma or gender-based violence. CVT is also collaborating with partners in activities to promote community cohesion, sustainable peace, justice, storytelling, and healing for survivors of war and violence.

Summary of Role:
The Monitoring and Evaluation (M&E) Officer is a member of The Center for Victims of Torture (CVT) program team in Uganda. Under the supervision of the Field Representative and the HQ Evaluation and Research (E&R) Department, the M&E Officer is responsible for collecting and compiling data pertaining to project activities, including confidential clinical data. S/he will implement and maintain data collection systems; monitor the integrity of collected data; provide oversight for the data collection process generally; contribute to reports for a variety of internal and external audiences; and consult with and support program and clinical staff about client progress, program evaluation, and data-related issues. The M&E Officer will provide supervision for the M&E Assistant, and work closely with M&E staff at partner organizations and the HQ Evaluation and Research Department.

Job Responsibilities

Activity Monitoring
Collaborate with M&E and clinical/program teams to develop and implement systems to monitor ongoing program activities, including consultations, trainings, workshops, advisory groups, clinical supervision, and other activities. Design and manage tracking datasets, tools, and systems. Coordinate and support activity monitoring with M&E staff at project partner organizations.

Support Collection of Beneficiary Data
Support clinical and other program staff in collecting data from beneficiaries. Work with program staff to ensure adequate procedures are in place to securely and reliably collect, enter, and store confidential beneficiary information, especially as forms are transferred to and from program and M&E teams for data entry. Provide training and support on relevant topics; ensure adequate supply of current assessment forms are available; collaborate to integrate data collection schedules into program activities; and other related tasks.

Data Entry and Management
Enter, clean, and maintain electronic records of client assessments and other evaluation data from psychosocial, mental health, documentation, peacebuilding, and other services. Process completed assessment and evaluation forms (submitted by program staff); enter the data into a database; verify that data are correctly entered; detect and resolve data integrity issues. Create documentation of computer file folders and location of dataset files. Name, organize, and back up data files and folders according to a documented convention. Ensure the secure storage of electronic data, as well as paper forms while in possession, according to confidentiality and data protection policies.

Monitor Data Quality
Monitor data and data collection processes to ensure adherence to data collection protocols, especially for clinical assessment measures. Identify problems with data collection, including patterns of missing data, internal reliability, problematic content of particular questions, and so on. Perform data cleaning on a consistent basis, according to protocols. Collaborate with clinical, research, and administrative staff to identify and resolve data or data systems-related issues. Report deleterious or ongoing data-related issues to the Field Representative and CVT E&R Department. Ensure that no changes are made to the clinical assessment or evaluation forms without the approval of CVT E&R Department.

Data Analysis
Analyze and interpret results using SPSS, Alchemer, Microsoft Excel, or other programs for reporting and analysis. Accurately calculate frequencies, descriptive statistics, and generate figures or graphs. Analyze client psychological symptoms and other outcomes using crosstabs, t-tests, Cohen’s D, and other statistical techniques. Devise and conduct analyses as needed to respond to requests to address substantive evaluation or clinical questions.

Reporting
Contribute to regular reports using M&E data for both internal and external audiences. External audiences include quarterly and annual reports to funding agencies as well as any required national reporting. Internal audiences include monthly reports to the Field Representative and HQ teams, requests from CVT E&R Department, or ad hoc requests from clinical or administrative staff.

Supervision and Technical Support
Provide support, training, and other capacity development activities for the M&E Assistant and for M&E staff at partner organizations, as needed. Provide overall coordination among M&E staff at all project partners to ensure accurate monitoring and reporting on progress towards indicator targets. Provide supervision for M&E Assistant. Develop and implement a workplan for the CVT M&E team.

Consultation, Collaboration and Communication
Consult with CVT staff (i.e., admin, clinical, research) concerning data management, data collection, data analysis, or monitoring and evaluation topics as requested. Maintain close communication with M&E staff, clinical staff, and CVT E&R Department. Participate in programmatic meetings as possible. Gain familiarity with CVT’s work with clients and maintain clear understanding of current program activities. Gather meaningful questions from clinical and administrative staff concerning our clients and our program. When possible, conduct analysis and present results from CVT data to address such questions. Ensure knowledge and experience sharing among CVT and the project partners, providing technical assistance to the project partners as required.

Reporting to the Programs Coordinator (PC), the Monitoring Evaluation and Learning (MEL) Technical Coordinator is responsible for coordinating and managing all monitoring, evaluation and learning activities across ALIGHT/ARC programs in Uganda and will play a pivotal role in advancing ALIGHT/ARC’s Reporting Revolution (RR) initiative designed to minimize the reporting burden of frontline staff. The MEL Technical Coordinator will provide leadership on ensuring site teams and Kampala-based staff are collecting and reviewing relevant data and following appropriate processes to ensure information is available for quality project implementation, proposal design and report writing. She/He will update data collection tools and templates to guide field-level monitoring and evaluation and provide design support to field-level assessments and research.

Key duties & responsibilities
• Lead in the design, establishment and implementation of the country program MEL/FRRM and information management approach – including tools development, training and roll out, and information management for programming and decision making.
• Manage the ALIGHT/ARC Uganda Reporting Revolution initiative, ensuring user adoption of new tools, training, and processes, coordinating tool updates and requests and writing and compiling of reports. The MEL Technical Coordinator will serve as the in-country lead on the Reporting Revolution project, working closely with borderless teams to ensure successful and sustained rollout of this donor reporting process.
• Act as ARC Focal Point for Kampala-level Reporting Revolution uptake, analysis, guiding program field teams and others on the initiative and ensure the rollout.
• Act as the indicator expert, providing information management support to Alight field level staff, ensuring that the right tools are in place to adequately capture timely information required to calculate all project indicators and customer feedback.
• Produce high-quality program reports in conjunction with field teams that highlight indicator performance and program activity progress. Facilitate and participate in the overall process by ensuring adequate data is captured by field teams that enable report writing by staff at other locations (e.g. Kampala or Minneapolis). Take the lead in writing and reviewing reports with site teams (in conjunction with borderless team) for corrections before compiling and forwarding to senior management for final review.
• Standardize and update MEL systems constantly to ensure best practices are considered and worked into M&E templates to aid project MEL/FRRM lessons learned.
• Conduct regular field visits to project sites to build staff capacity in project MEL/FRRM and ensure that staff are empowered to track their projects, collect both qualitative and quantitative data on their projects, and channel this learning into increasing of project quality and impact.
• Ensure activities conducted at field level are supported by necessary documentation (e.g. distribution lists, pre/post exams) to support information management, verification processes and establishment of lessons learned and promising practices.
• Develop protocol and dissemination plans for periodic trends analysis of information / data received and entered into MEL/FRRM tools, guiding field teams and management on key areas of interest, opportunities for improvement.
• Contribute to country program project proposals, especially MEL/FRRM related sections, indicators and performance measures.
• Support the development and compilation of country annual reports, strategic planning, and other periodic reports/reviews.
• Provide leadership and planning support to field-level assessments and research, working with field teams to build assessment tools and conduct assessments for the purposes of a) new project development, b) establishing baselines, and c) troubleshooting and exploring quality improvement measures for current programming.
• Provide guidance and shoulder-to-shoulder capacity building to staff for data entry in SGBV IMS, 3Ws, Reporting Revolution tools and other institution / whole of country program materials required from ALIGHT/ARC on a periodic basis.
• Ensure that MEL/FRRM protocols and practices in the field are in line with any and all donor requirements.
• Coordinate data collection activities such as rapid assessments, market studies, baseline data collection surveys, special studies, and other research activities.
• Utilize data collected from field-level MEL/FRRM reporting to inform strategic decision-making and project planning, ensuring appropriate dissemination of lessons learned during implementation of M&E plans and trends analysis of information received from the field.
• Participate in coordination events at Kampala and field level related to project M&E, data collection / compilation, and other related topics.
• Act as ARC Focal Point for Kampala-level Kuja Kuja Feedback analysis, guiding program field teams and others on channeling feedback into response actions;
• Perform other duties as required by supervisor.

Requirements
• Minimum of Master’s degree in Project Management, Development, International Relations, Social Sciences or any related field from an accredited university required;
• Minimum of five years of experience with development or relief organizations working in complex emergency situations and/or development settings, including refugees, returnees, displaced, vulnerable and/or conflict affected populations required, with specific experience in M&E and Reporting required;
• Must have a minimum of 5 years of experience working with multi-donor, multi-site grants;
• Minimum three years MEL and reporting, project design, proposal development (program narratives and budgets) experience required;
• Knowledge of institutional donor MEL and Reporting requirements, and ability to keep abreast of changes in these requirements;
• Previous international work and life experience preferred. Note: This position is advertised for Ugandan nationals;
• Familiarity with private, UN, US government and multilateral donor requirements and working procedures;
• High proficiency in English, both written and spoken;
• Proficiency in the use of computers and standard application.
• Strong analytical, written and verbal skills;
