Required Qualification, Skills & Experience

Summary

International Lifeline Fund (Lifeline) seeks a Lead Technical Engineer on a groundbreaking project to integrate the Babington Airtronic Burner into an institutional cookstove. The Lead Technical Engineer will develop a ceramic appliance that will house the Airtronic burner, which is able to utilize any liquid fuel, and use it as a heat source. This position will be responsible for designing the institutional stove in Uganda, communicate the design, and write reports as needed.

Organization background
Lifeline was founded in 2006 and is an international non-profit organization with its head office in Washington D.C and a local presence in Uganda. Lifeline’s team works with local communities to improve the quality of life of the underprivileged by exponentially expanding access to clean water and energy solutions. Lifeline works in the Energy and Water, Sanitation and Hygiene (WASH) sectors in both the development and humanitarian sectors. Within the Energy sector, Lifeline produces and sells household and institutional cookstoves. Lifeline is a leading actor in the fuel-efficient cookstoves sector, providing guidance to various UN agencies, and has worked in eight developing countries.
Project details

Some 3 billion people across the developing world, together with countless institutions and light industries, rely on solid biomass fuels to serve their cooking and other heating needs. The environmental, health and economic consequences of this dirty and inefficient means of power generation are devastating. This leads to deforestation, premature deaths from the carbon monoxide and particulate matter emissions, and wastes money on the inefficient burning of firewood and charcoal.

Babington designs and produces burners that can burn any type of liquid fuel, from diesel to cooking oil, emits virtually no smoke, and has a near-perfect rate of combustion. Their technology has been widely used by the U.S. military and in numerous disaster relief settings.
Lifeline builds fuel-efficient institutional cookstoves, but they still rely on biomass. Lifeline and Babington want to design an institutional cookstove around the Babington burner that can be replicated in various institutions around Uganda. The Lead Technical Engineer will be responsible for the research and development of this cookstove, designing and testing it.

Position details
The Lead Technical Engineer will develop a ceramic appliance that will house the Babington burner and use it as a heat source. This position will be based in the Lifeline office and factory in Lira, Uganda and will include a week-long training on the burner technology at the Babington facilities in Rocky Mount, North Carolina, USA. The Lead Technical Engineer will report to the Deputy Director and the Country Director.

Core responsibilities
• Develop a ceramic appliance that will house the Babington burner and use it as a heat source.
• Perform installation and setup of customized cooking equipment, including liquid-fuel combustion burner and electrical components (battery, inverter, solar panels) and service as needed.
• Understand mechanical and electrical systems and components for equipment.
• Adapt and develop electrical systems (e.g., batteries, solar-recharging system, inverter) to power Babington burner.
• Operate various testing tools and equipment, including digital multimeter, to diagnose and troubleshoot power issues (i.e., measure voltage, current, continuity, resistance).
• Troubleshoot design and equipment when needed.
• Report work activities, progress, and findings verbally and in writing.
• Communicate and engage with Babington engineers remotely.
• Perform complete technical systems health audits. Report the results and provide recommendations to the team.
• Cultivate positive relationships with other technicians.

Required experience and skills
• Bachelor’s degree in Mechanical or Electrical Engineering, or equivalent work experience.
• 5+ years’ work experience in mechanical and electrical engineering, including field work.
• Technical knowledge of electrical generator systems and related engine mechanical failures a plus.
• Excellent technical and non-technical verbal and written communication skills, including report writing.
• Strong ability to review, analyze, and interpret data.
• Aptitude to independently troubleshoot and problem solve.
• Experience working cross-culturally, preferably in a development context.
• Ability to work both within a project team and independently.
• Management experience a plus.
• Willing to do what it takes to produce successful results.
• Good knowledge of Microsoft Office.

Reporting to the Logistics & Supply Chain Coordinator, the Infrastructure Officer is responsible for planning and providing technical guidance in the execution of Construction activities. To closely work with partners (OPM, UNHCR & Shelter Partners), District Engineer and contractors to ensure construction works are carried out as per the designs, specifications and timeframe.

Key Duties & Responsibilities
• Technical Support for Supervision of Construction works
• Guide the contractors on the site location and setting out of the proposed structures
• Ensure construction works are being done as per the designs, specifications and within the given timeframe.
• Ensure Quality control of the works executed per specifications and designs
• Monitor and evaluate the construction works being executed by the Contractors.
• Liaise with District Engineer to ensure that the different stages of work are inspected and the completion certificates issued.
• Prepare payment certificates for the completed stages of work as per the District Engineer’s report.
• Ensure the construction works are being done as per the Government Regulations and by-laws.
• Prepare and update the schedule of all field works regularly to update all concerned stake holders.
• Prepare monthly progress reports of the Construction works for submission to project management and UNHCR/BPRM.
• Provide technical support to the contractors when necessary to resolve any technical issues arising on the site.

Requirements
• Bachelor’s Degree in Civil Engineering with at least 5 years’ experience OR Higher Diploma in Civil Engineering with 10 years in supervision, monitoring and evaluation of construction activities.
• Experience in working in remote/rural areas.
• Knowledge of Microsoft Office applications like Ms Word, Excel, Ms Project and design software AutoCAD, or ArchiCAD,
• Fluent in English and Swahili

Job Summary;
The purpose of the role is to establish a generative Health, Safety and Environment Culture within
the plant through the promotion, management and maintenance of the Corporate, Regional and business unit Health & Safety Policy, System and Guidelines; compliance and adherence to all the applicable local laws; providing expert advice on all related health & safety issues; and contribute in achieving the plant objectives.
The incumbent will be required to establish, manage and monitor Health, Safety and Environment standards, processes, communications, training and systems with the line organization that effectively control accidents and health exposures in the company, minimize safety citations and build desired safety Culture within Plant operations (Industrial).

Key Duties and Responsibilities
Health, Safety and Environment;
• Guarantee that the company Complies with Health, Safety and Environment Rules and
Regulations as per Holcim HSE Standards and Advisories including the country OSHA act and Labour laws
• Audit the compliance of the critical controls implementation at the plant and follow up on action closure of the gaps identified.
• Develop, maintain, implement, and communicate policies, Group standards, systems and guidelines to all employees and contractors.
• Plan, organize and implement relevant Health and Safety activities and programs in enhancing the plant safe work culture
• Provide expert advice and support on safety issues to, Plant Managers, Head of
Departments and other Functional Heads in ensuring compliance and adherence to existing relevant local legislation, Holcim Policies and Guidelines and best industry practices.
• Coordinate, monitor, review and prepare reports on plant Health, Safety and Environment activities’ implementation, progress and performance (which include monitoring and analyzing the statistic and trend) and act as the communication link between the plant and the BU.
• Develop, guide, measure and lead the TBS (Team Based Safety) teams chaired by different department heads, this ensures that managers lead by example and the message is integrated in the normal job plans.
• Conduct plant accident investigations and make sure all fatalities, Lost Time Injuries, serious event reviews, near-misses are fully investigated, closed-out, and suitably communicated, to ensures that repetition of the same is avoided.
• Implement the reward and consequence management program to employees and contractors at the plant.
• Develop the HSE training matrix based on risk assessment and implement the HSE training plan.
• Increase health, safety and environment awareness across all levels at the plant.
People & development;
• Coach, train and enhance the safety awareness, knowledge and skills of the staff within the plant to equip them with knowledge to work safely, this is achieved through a series training facilitated and coordinated by safety department.
• Manage and support in contractor selection, prequalification, monitoring, training and post job evaluation in regards safety compliance, this is done through creating specific contractor systems which measures performance before job and after job and monitoring in time of the job undertaking.
• Support recruitment, selection, management and development of safety direct-reporting staff to ensure achievement of current and future plant safety needs.
Investments, Budget & Cost Control;
• Develop and implement Plant HSE annual objectives, targets and action plans; and formulation of HSE capital and operating expenditure.
• Conduct regular plant audits and inspections, and provides recommendations with follow- up to ensure HSE performance improvement. (This places the plant in the level of safety maturity and outlines challenges to be met to be among the best organizations in safety)
Governance related;
• Support and advise Project Team on Health, Safety and Environment requirements in design and installation of new and modified facilities and equipment; and the management of contractors during turnaround within the plant.
• Participate in plant management committees and facilitate the plant HSE committees that are used as a platform to advise and manage HSE topics and issues.
• Conduct regular plant audits and inspections, and to provide recommendations with follow-up to ensure HSE performance improvement.
• Lead the accident investigation and make sure all LTA and serious near-misses are fully investigated, closed-out, and suitably communicated.
• Certify that the plant complies with the IS0 45001 2018 and ISO 14001 2015 minimum requirements.
Digital transformation;
• Develop, implement and maintain the HSE digital platforms.
Sustainability;
• Participate and contribute actively in the BU Health, Safety and Environment Network.
Information, communication & working relationships;
• Liaise with the local authorities on matters pertaining to Health, Safety and Environment
• Operationalize the health, safety and environment committee
• Liaise with government authorities e.g. Directorate of Occupational Health and Safety, transporters, fire brigades on Health & Safety and fire matters.

Educational Requirements
• Must have a Bachelors Science Degree in Health & Safety, Environment or a related field.
• Certification in Health, Safety and Environment is an added advantage.
• At least 5 – 7 year’s work experience preferably in an FMCM or a similar industrial environment
