Job Post - Field Operations Co-Ordinator (Exports)
JOB DESCRIPTION
• Supervise inspection and loading of empty containers from nominated depots on allocated trucks by Transport department as per the confirmed booking order from Commercial Department-Export and position at the named loading address to start on the export loading process.
• Supervise loading and offloading of export cargo at the given client warehouse location with the right quantity contracted, carefully loaded into the container without any damage.
• Dispatching off Trucks loaded from client’s premises and ensure that the cargo count/ loading/ offloading tallies with the cargo loaded/ offloaded at client’s premises or warehouse.
• To secure client’s cargo by sealing the container with the Fracht wire seals after any loading.
• Interface with the Commercial Department – Export, Transport Department and Declarations Department to share/confirm evidence of loadings (pictures of containers on each truck loaded) as per every truck allocation to facilitate the processing of export documentation.
• Share Export Tally reports with Commercial Department – Export and Declaration duly signed by the client and security at loading premises.
• To follow up on Entries from declaration department, organize all necessary documents for efficient movement to Mombasa.
• Liaise with URA Customs Electronic Seal Department to facilitate with tested and working electronic seals for every Export Loaded against each Entry captured.
• Liaise with URA Customs barrier officers at the office of dispatch for the export to affix the electronic seals and depart the Entry in the Asycuda System.
• Flag off the loaded trucks for Mombasa in accordance and complying with Customs rules and regulations.
• Always maintain a folder with all records of Tally sheets, Container Movement forms, delivery notes, loading transshipments and all export stock records.
• Compile data (inform of daily reports) regarding exports loaded, inspected, and dispatched and advise the immediate supervisor or Commercial Department – Export for matters that may need urgent attention.
• Highlight causes of delays in export field operations, suggest ways that may lead to avoidance of such and how to continuously improve the working environment.
Qualifications
• A Diploma in Customs Clearing and Forwarding
• A certificate in East Africa Customs Freight Forwarding Practicing Certificate.
• A degree in any business course is an added advantage.

JOB DETAILS:Knowledge, Skills & Competences
• Excellent knowledge of the WASH Sector and demonstrated knowledge of the Development and Humanitarian sector in Uganda, including knowledge and understanding of the Comprehensive Refuge Response Framework (CRRF).
• Understanding and experience of process facilitation and capacity development.
• Substantive working experience in the development and/or humanitarian sector in Uganda. Knowledge and work experience within the refugee response sector and good understanding of the international refugee policies and their implications.

Responsibilities
The Water and Sanitation, Water Resources Advisor will be in charge of:
• Managing the WatSSUP Lira Office office is integrated with partner NUWS)
• Advisory services to the NUWS and if required other regional units of the MWE Development of an Operator Model (incl. Financing Strategy) for the predominantly solar-powered Water Supply Systems in refugee settlements and host communities Effective contributions, coordination, and collaboration with the consulting team (GFA) and the supervision engineering group in upgrading the Water Supply Systems
• Support to the Development of the Transition Road Map
• Facilitation and input to consulting processes by external companies
• Regular field trips to the construction sites and documentation of visits and progress
• Participating and initiating regular monitoring and briefing meetings
• Development of presentations and Terms of References (TOR)
• Responsible for knowledge management and data management for all output B-related documents and information. The Water and Sanitation, Water Resources Advisor performs the following tasks:
Specific Tasks
• Advise the regional units of the MWE (especially Northern Umbrella for Water and Sanitation (NUWS), and Upper Nile
Water Management Zone (UNWMZ).
• Advises the NUWS on the Transfer of Water Supply Systems from Humanitarian actors/UNHCR to the Umbrella
Authority (Utility Model).
• Facilitates in close cooperation with the GFA Team in Output B the upgrade of up to 30 Water Supply Systems (WSS) that are supported by GIZ WatSSUP. Development of an Operator Model (incl. Financing Strategy) for the predominantly solar-powered Water Supply Systems in refugee settlements and host communities.
• Supports the NUWS in the development and update of a Transition Road Map for the handover of systems from humanitarian/development partners to the NUWS. Follow-up and document the water abstraction permits for about 40 piped Water Supply Systems - operated by NUWS, through Upper Nile Water Management Zone (UN-WMZ). Advise and support in the implementation of a survey to analyse the level of service delivery by NUWS to beneficiaries in the Refugee Settlements. Facilitation of key consulting processes and assigned short-term consultants from GIZ and GFA on processes in relation to Output
• Conduct regular steering meeting with the NU-WS and UN-WMZ and document them accordingly.
• Effective coordination and collaboration with the consulting team (GFA) and colleagues within other Output areas in Arua, Yumbe, Madi Okollo, Terego and Kampala as well as other Development Partners (e.g., KfW) in Lira. Stakeholder engagement and representation of the WatSSUP programme in Lira.
• Develops Terms of References for assignments and conducts evaluations for tender processes in relation to Output B
and as requested by the Head of Programme.
Develops presentations and documentations about the programme and its implementation.
• Responsible for knowledge management and data management for all output B -related documents and information.
• Professional management of the GIZ Lira-based office and the assigned support staff (currently one driver).
Other Duties/Additional Tasks
• Develops and documents the lessons learnt from the programme activities and makes suggestions for publications on IDA and/or social media
• Regular knowledge management and documentation of information, results, and reports on MS Teams
• Good coordination with programme administrative/finance/communication support teams
• Cooperation with other programmes (SI Flucht) in the sector as well as in the region and GIZ-wide (globally).
• Performs other duties and tasks at the request of management.
