Program Officer - EKISIL (Kaabong & Kotido)
Description
The Program
Present in Uganda since 2006, Mercy Corps Uganda’s aim is to catalyze change through the Ugandan private sector, civil society, and government to create resilient, economically inclusive, healthy, and secure communities by 1) strengthening market systems that enable inclusive growth and resilience; 2) strengthening governance; 3) promoting health and nutrition outcomes; and 4) meeting the immediate needs of refugees and host communities while strengthening market systems and resilience capacities.
The USAID-funded Securing Peace and Promoting Prosperity in Karamoja (EKISIL) is implemented by Mercy Corps and partners in the following four districts of Karamoja: Abim, Kaabong, Kotido and Moroto. EKISIL is a conflict mitigation and management project that uses a people-to-people approach (P2P) that brings groups together across divisions to address underlying social, economic, ecological, and governance issues at risk of fueling conflict in the Karamoja region. This is achieved through three interlinked objectives that address root causes of inter-ethnic conflict and promote reconciliation, empower local capacities to prevent and manage conflicts, and address emerging conflicts related to land.
The Position
The Program Officer will be responsible for supporting the implementation of EKISIL Activity at the community level. S/he will be in constant contact with stakeholders and targeted communities to ensure full participation and implementation. In coordination with the Senior Program Officer and Program Manager conduct regular field visits to ensure that all stakeholders fully understand and utilize EKISIL approaches and methodologies. Working and building the capacity of the partners, supporting in developing institutional development plans for the local partners. Participate in the peace actors’ coordination meetings, and prepare activity workplans and budgets for approval.
Essential Responsibilities
PROGRAM IMPLEMENTATION
• Work with the community structures to plan and implement effectively the deliverables of the program in line with the targets.
• Work with community members, sub-county to district level authorities, and other stakeholders, presenting information at meetings when required.
• Conduct regular field visits to ensure that all stakeholders fully understand and utilize EKISIL approaches and methodologies.
• Prepare activity plans and seek required approvals.
• Support, participate in and monitor activities and meetings of community structures.
• Support in the collection of program data.
• Develop field activity reports and contribute to periodic donor reporting.
• Contribute to the identification of lessons learnt and propose recommendation for programmatic adaptations.
• Contribute to research activities on specific subjects, as needed.
• Work with and support the capacity building of partners.

Works Directly With: EKISIL Program Team, CARM Assistant, Subawards, Finance, HR & Operations Teams, partner staff

Minimum Qualification & Transferable Skills
• Bachelor’s degree in the social sciences, rural development, or related field.
• Minimum of two years’ professional experience in implementing peace and conflict related projects.
• Ability and commitment to teamwork.
• Ability to interact effectively with the diverse project stakeholders.
• Knowledge of local languages is an added advantage.
• Possession of a valid motorcycle license preferred.

Job Purpose
To provide day to day midwifery nursing care service to patients
Key Outputs

• Mothers sensitized about benefits of breast feeding and recommended diet.
• Clean and health environment maintained.
• Bedside nursing procedures carried out
• Daily ward reports compiled and submitted
• Ante-natal care carried out.
• Doctors and Clinical Officers’ ward rounds carried out.
Key Functions
• Receiving patients, registering admissions, discharges and deaths.
• Providing care during labour with emphasis on keeping proper records, use of drugs and prevention of complications to mother and baby.
• Providing care during puerperium with emphasis on prevention of infection.
• Sensitizing mothers about benefits of breast feeding and recommended diet.
• Participating in bedside nursing procedures as a member of the caring team.
• Participating in Doctors/Clinical officers ward rounds.
• Observing and compiling daily ward reports for the attention of the relevant authorities.
• Preparing patients for meals and participate in serving them.
• Maintain a clean and healthy environment for the patients.
• Carrying out Ante-natal care.

Qualifications
• Must have an Enrolled Midwifery Certificate from a recognized Institution.

Job Summary: Teach, train and mentor students in Nursing skills as per the required standards set by the Ministry of Education
Duties and Responsibilities:
• Prepare schemes of work and lesson plans in subjects of expertise
• Organise timetables for different groups of students
• Conduct lectures according to the set timetable
• Teach, train and mentor students in areas concerning Nursing practice
• Participate in planning for school activities both curricular and extra-curricular
• Set and mark course assessment/ semester examinations and revision tests
• Set internal and external examinations in the subjects taught
• Supervise and support students while on practical skills training and on study visits
• Advise Management of the School on issues related to the development of the School
• Collaborate with other Training Schools and develop partnerships for academic excellence of the School
• Supervise students’ research as may be assigned by the School
• Organise student seminars, panel discussions and debates
• Participate in the selection process of new student entrants in the School
• Perform any other duties incidental to the above as may be assigned by the Supervisor.
Qualifications, Skills and Experience:
• A Bachelor’s degree in Nursing plus post graduate diploma in Medical Education or Diploma in Education OR Diploma in Nursing and Midwifery and Bachelor’s degree in Medical Education.
• Registration with Uganda Nurses’ and Midwives’ Council
• Minimum of 1 year’s work experience as a Tutor in a Nursing School
• Experience/knowledge of relevant MOH/MOES guidelines and policies, as well as ability to network and liaise with various partners.
• Clinical proficiency and capacity to make decisions and motivate learners
