JOB DETAILS:
The Local Associate will support Akros Research in implementation and coordination of program activities, ensuring a successful implementation of the SLL programme's COVID-19 vaccine safety surveillance. The Consultant will actively liaise with key actors within the respective government, district and sub-district stakeholders, stakeholders participating in the COVID-19 response, and Akros Research senior management to facilitate the realization of program objectives and optimize resource flow.

Specific Responsibilities
• Develop Annual and Quarterly implementation plans for SLL technical area work stations
• Coordinate logistics for implementation at national, district, and health facility levels (Coordinate advance requests and ensure all expenditures are in line with set budgets).
• Liaise with the Ugandan Ministry of Health and the National Drug Authority to ensure all the planned activities are timely facilitated and targets are achieved
• Identify implementation issues and provide possible solutions to address them, that are timely shared with key stakeholders
• Maintain regular communication with implementation counterparts at
• the Ministry of Health and the National Drug Authority
• Ensure all forms and records are documented and updated. Y
• Liaise with Akros Research to ensure effective and efficient program delivery and provide detailed reports to project leadership.
• Other duties assigned.

Minimum Qualifications

• Bachelor's degree (required) and Master's degree (highly preferred) in Public Health, Monitoring and Evaluation or any relevant field
• 3-5 years of experience with program management
• Strong experience working with Government's Ministries of Health, donors, districts and sub-district structures and managing a dynamic team
• Previous experience with project and organizational representation to the Ministry of Health at national or subnational levels is an added advantage.
• Self-starter who will thrive through exemplifying ownership and initiative
• Excellent technical writing, quantitative and critical thinking skills
• Excellent computer skills with fluency in Excel, Word, PowerPoint
• Candidate should be highly productive and internally motivated
• Candidate should work well against complex and challenging delivery schedules
• Candidate should be culturally adaptable and sensitive
• Demonstrated ability to operate with minimal instruction in a fast-paced environment
• Demonstrated ability to productively communicate remotely
• Ugandan national preferred

Location and Term This position is contingent upon securing and maintaining program funding. It is also contingent upon donor approval.
This position is short-term not exceeding eight months and will be based in Kampala, Uganda. The position is open to local candidates and will involve minimal travel.

Reporting

This position will report directly to the Akros Country Manager, with a dotted reporting line to the Pharmacovigilance Coordinator, at the Ugandan Ministry of Health

SNV is seeking to recruit the services of a Monitoring and Evaluation Advisor. The major responsibilities of this position are:

Responsibility for the M&E Advisor
The key services to be provided in relation to M&E include.
• Support in designing data collection tools for the various project assessments
• Perform periodical data quality checks for various forms in the database to ensure that the raw data collected is up to the required standards.
• Support with data analysis at local level.
• Conduct data entry in the M&E database.
• Conduct data cleaning and validating to ensure the data from the field is of quality
• Support with the new smallholder project data collection- more especially conducting baseline & follow up assessments in the target regions (South, North and Central clusters), where necessary or called.
• Support project surveys and different studies
• Facilitate the design of quick digital tools for data collection
• Support training of private sector partners in data collection and management/ Records management
• Provide technical support the project Village facilitation Descriptions to ensure they understand tools for data collection
• Support with organizing learning events or workshops.
• Complete monthly activity reports and share with the TIDE Monitoring and Evaluation Advisor.

Deliverables of the M&E Advisor.
• Provide data analysis reports at local level to support decision making
• Produce farmer follow ups reports
• Produce reports on farmers adopting improved integrated dairy farming practices
• Monthly reports on supported Village Facilitators.
• Updated MIS M&E database with project data
• Written monthly progress reports reflecting activities executed in the month
• Sharing weekly planned activities

Qualifications
• Bachelor’s degree in development studies Social Sciences, Economics, Statistics, Business Statistics and or any related course.
• Post graduate Diploma in Monitoring and Evaluation at Minimum.
• Must have a minimum of three years’ experience in supporting Dairy related interventions with a bias Monitoring and Evaluation field.
• Minimum of 3 years working in Monitoring and Evaluation Office in an International NGO.
• Must have a one-year experience in developing digital forms using ODK for surveys.
• Experience in Data analysis

JOB DETAILS:
The Research Assistant’s main responsibility is to conduct high quality interviews based on a survey for children and for parents. The Research Assistant will have to conduct multiple activities: to attain consent from all research participants and seek assent from children after getting permission from their caregivers to be able to collect quality data from the participants with accuracy, empathy, and always observing confidentiality. Data will be collected with an electronic tablet using the Commcare application. The Research Assistant will make sure that collected data will be properly stored (by the research coordinator). The Research Assistant will comply with research ethics and will follow the research project’s Standard Operating Procedures (SOPs) that will be properly trained and explained during preparation of the work.

Roles And Responsibilities
• To participate in training organized by the HealthRight/ Play Matters Research team and practice to gain the skills and knowledge necessary to carry out the data collection.
• To identify households and study participants who will be selected for the various data collection techniques.
• To approach individuals in the community and the selected households, to request their participation in the PlayMatters’ formative study.
• To administer informed consent to the targeted respondents.
• Seek consent from targeted caregivers for their children to participate in the study and seek assent from children if they like to participate.
• Conduct interviews with children following the set prescribed guidelines.
• Enter responses accurately (without alterations or omissions) during the interviews with the tablet using Commcare.
• Liaise with the Supervisor on reporting issues to ensure understanding and to maintain accuracy.
• Record additional data from these conversations by taking notes.
• Complete the number of interviews/surveys required per working day
• Work within a team and always have a professional and ethical attitude towards all the research stakeholders (upholding child safeguarding principles).
• Use feedback provided by supervisors positively to improve data collection quality.
• Fill in the timesheets detailing the level of effort per day worked and submit them to the supervisor.
• Ensure compliance with Health Right performance standards, considerations for consent and privacy of the research participants, code of conduct, and safeguarding policy.
• Able and willing to travel with other research assistants in Imvepi refugee settlement (transport is provided).
• Attend and participate in meetings when needed.
• Able to work on weekends.
• Any other duties as assigned by the Research Coordinator in fulfillment of the tasks.

Preferred Qualifications, Experiences, And Skills
• Should possess at least a Diploma / Bachelor’s Degree in any of the following fields: Social sciences, Social Work and Administration, Community Psychology, Economics and Statistics, Education, Development studies, or any other related fields.
• Background in working with the refugees in Uganda especially doing household data collection will be of an added advantage.
• Should have experience and skills in conducting surveys and using computers, tablets, and other mobile data collection apps like CommCare, ODK, survey CTO, and Kobo Collect.
• Should know MS Excel, and MS Word applications (if you have experience with mobile/online data collection tools, please indicate).
• Should, besides English which is the project language, be able to communicate (listening, writing, reading, speaking) in at least one or a combination of the following languages commonly used in Imvepi refugee settlement, that is Alur/ Congolese Kiswahili or Bari/Juba Arabic.
• Experience in data or records management will be an added advantage.
• Experience in both quantitative and qualitative research, and transcription of data is desirable.
• Previous work with an NGO on a similar position is desirable and is an added advantage.
• Previous work with an NGO in a similar role is desirable and an added advantage.

Requirements:
• Willing to reside within or near Imvepi refugee settlement during the period of data collection.
• Recommendation letter from the Chairperson Refugee Welfare Council or Local Council 1. This may be verified by the WCH project team.
• Photocopy of refugee identification card or attestation card or National ID for Ugandans.
• Ability to speak and write English, as well as read one or a combination of the languages indicated above.
• Demonstrated respect for diversity and knowledge of refugee rights is desirable.
