Kumi Hospital was established in 1929 as a leprosy center to help people with leprosy in the eastern and northern regions of Uganda and South Sudan.
Kumi Hospital (KH) currently has a population coverage of approximately 4 million people. Kumi Hospital is a member of the Uganda Protestant Medical Bureau (UPMB); it is therefore a private non-profit (PNFP) institution.
The hospital is a registered entity and accredited by the Ministry of Health (MoH).nSince its foundation in 1929, Kumi Hospital has undergone a transformation from a center for the disabled to a general hospital. Since then, it has significantly expanded its activities to serve the needs of community for over 90 years.

Job Title: Senior Human Resource Officer
Requirements and skills

• Proven working experience as SHR officer and in a health care related NGO setting.
• People oriented and results driven.
• Demonstrable experience with Human resources Metrics.
• Knowledge of HR systems and databases.
• Ability to architect strategy along with leadership skills.
• Competence to build and effectively manage interpersonal relationships at all levels of the organization.
• In-depth knowledge of the labor law and HR best practices
• Degree in Human Resources or related field, post graduate in public administration or health service management is added advantage.

Key responsibilities
• Develop and implement HR strategies and initiatives aligned with the overall organization strategy.
• Bridge management and employee relations by addressing demands, grievances or other issues.
• Manage the recruitment and selection process.
• Support current and future organization needs through the development, engagement, motivation and preservation of human capital.
• Develop and monitor overall HR strategies, systems, tactics and procedures across the organization.
• Nurture a positive working environment.
• Oversee and manage a performance appraisal system that drives high performance.
• Maintain pay plan and benefits program.
• Assess training needs to apply and monitor training programs.
• Report to management and provide decision support through HR metrics.
• Ensure legal compliance throughout human resource management.

Job Summary
Under the supervision of the Country Director, the Human Resource Manager will guide and manage the overall provision of human resource services, policies and programs for FH in the country concerned, including administration of general Human Resources practices

Duties and Responsibilities:
Key Result #1: HR strategy and Policy development (20%)
Key Result #2: Manage Recruitment and selection processes (20%)
Key Result #3: Team & department management (25%)
Key Result #4: Manage HR Business processes (15%)
Key Result #5: Manage Staff learning and development (10%)
Key Result #6:Manage compensation and benefits schemes and legal issues (10%)

Job level Specifications
• Working knowledge and experience in developing HR strategy, HR polices and guidelines as well as functional tools.
• Knowledge in strategy development processes, change management
• Experience in dealing with government departments on issues of visas, registration, tax, movement of personnel etc
• Possess good knowledge of labor law and country legislation
• Excellent technical knowledge on general HR areas as indicated by the key result areas
• Experience in Training and Capacity building

Education & Experience
• Minimum of a Bachelor’s degree (B. A.) in Human Resource Management or a related field
• Professional Qualification and membership to the Human Resource Association is an added advantage
• A minimum of Eight (8) years of working experience in HR within an NGO
• Ability to handle sensitive and confidential situations and documentation
• Excellent written and oral communication skills
• Strong attention to detail, organized, with the ability to proactively solve problems
• Strong working knowledge of computers and MS Office Suite, ODOO and Orange Hrm
• Ability to travel (up to 20% per year, domestic and possibly internationally)
• Ability to gather and analyze critical information for reporting and designing systems such as pay scales
