Department Purpose
To work with others to find lasting solutions to extreme inequality and injustice through locally led humanitarian actions.
Team Purpose
To promote a more equal sharing of power and resources in the humanitarian sector between international humanitarian and local and national actors to appropriately and sustainably support effective preparedness and response to particular needs of women, men, children and other socially excluded, marginalized and vulnerable groups in crisis situations. The team is being set to scale up and bolster the growing influence and leadership of Local and National Humanitarian Actors (LNHAs) in Uganda and it aims at enhanced Management and Coordination of the local and national actors empowerment initiative.
Job Purpose
The primary responsibility of this position is to provide driving services to Oxfam project based activities in different locations including the different campus base.
Job Responsibilities
Technical
• Drives project Oxfam staff, visitors or other authorized persons to and from various points while observing and adhering to the standard safety precautions.
• Maintains proper vehicle mileage and usage records as per requirements.
• Conducts daily vehicle maintenance checks to ensure that the vehicle is in good condition including the general cleanliness to uphold the image of the organization.
• Delivers and collects mails and other documents to and from various offices required.
• Maintains punctuality and courtesy and adheres to traffic laws and regulations.
• Maintains confidentially of Oxfam information at all times while executing duties.
Administration:
• Keeps and maintains proper documentation of all necessary vehicle documents such as insurance, registration documents, travel requests, vehicle log book, discharge of responsibility form by all non-Oxfam passengers.
• Carries correctly filled in and signed waybills whenever goods are transported.
• Assists in basic local purchases and general logistic activities on request.
Mechanical:
• Immediately reports any technical failure or damage and need for maintenance to the appropriate member of staff.
• Keeps track of the scheduled service time of the vehicle, in order to make sure that servicing is performed in time.
• Accurately fills in the vehicle log book after performing service checks and/or repair activities of the vehicles
Other

Education:
Essential
• Valid driving licence, sound driving skills and experience of 3 years preferably in an NGO environment.

Experience:

JOB DETAILS:Logistics assistant
Job Purpose
The primary responsibility of this position is to manage the logistics operations with a particular focus on fleet and adequate stewardship of agency resources (Assets). The Logistics Assistant will be exemplary in his/ her commitment to Oxfam Novib core values, upholding principles and policies.
Job Responsibilities
Transport and Fleet Management.
The Logistics Officer will be responsible for supervision of drivers and ensure a well maintained fleet at the Mbale office and coordinating vehicle allocation for staffs, partners and visitors.
Specific tasks include:-
1. Supervise the work of the driver to ensure proper vehicle allocations, tracking of vehicle related costs inclusive of monitoring maintenance/repair/service schedules and fuel.
2. Ensuring proper vehicle allocation.
3. Coordinate with vehicle hire service providers to ensure all vehicles required are provided on time and in good condition.
4. Maintain accurate and update vehicle files and ensure that mileage log sheets, vehicle repair records, service and related costs documentation are prepared and used as required.
5. Ensuring monthly fuel usage reports for all vehicles are consolidated and shared with the Logistics Coordinator for review and approval.
6. Ensuring vehicle service schedules are adhered to and service of vehicles is done appropriately from the right garages recommended by Oxfam
7. Coordinate with insurance companies to ensure that all vehicles are insured on time and all claims lodged on time for quick compensation
Asset Management
Property record
1. Work with the ICT department to develop and update a property inventory database clearly indicating the items/property sequentially, number of units, serial no., description of property, project no. /voucher no., date acquired, purchase cost, condition, location, user, expected disposal date if applicable
2. Together with the ICT team, conduct annual physical count of property and sign off the database in confirmation of the details
Job Requirements
1. A Bachelor’s degree in Procurement and Supply chain management or related field from a recognized University
2. Qualification or partial fulfilment in a professional course such as CIPS, CSMP, CILT etc.
3. Experience of at least three (03) years in management of Logistics, fleet and Warehousing in a field setting.
4. Ability to multitask and deliver on strict timelines.
5. Ability to work long hours with minimum supervision

Organizational Context

Job Purpose
To provide effective hub management and operational support to field supply chain operations, following an effective and integrated supply chain approaches meeting the food assistance needs of beneficiaries and service provision requirements for partners.
Key accountabilities (not all-inclusive)
• Under the direct supervision of the Head of Logistics Operations, the incumbent will be required to undertake the following: –
• Contribute to the development and implementation of supply chain plans and procedures, in line with the global WFP supply chain strategy and regional/functional strategies, policies and plans, to achieve operational cost efficiency, agility, reliability, quality and to support national capacity strengthening.
• Manages logistics operations including all logistics assets in order to ensure timely and cost effective delivery of WFP cargoes including coordination of logistics operations with other organizations and provide logistics support to on-going air, land, sea, or rail operations as appropriate/required.
• Ensures WFP warehouses as managed in accordance to WFP guidelines with effective commodity management and quality control and maintains accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
• Establishes regular reporting protocols tracking logistics operational movements and distribute them according to requirements and ensures the integrity of transport information, including commodity tracking in WFP standard systems.
• Advises on logistics management and structures and staffing levels to ensure that they are at all times adequate to meet the requirements of the logistics strategy.
• Support supply chain projects & initiatives, operational day-to-day activities in compliance with the established supply chain strategies, policies, procedures, and controls, and following corporate standards, contributing to quality control, loss prevention, risk mitigation and cost effectiveness. Organizes, leads and participates in regional logistics meetings including the local transport committee
• KEY ACCOUNTABILITIES
• Support monitoring supply chain activities to check that appropriate internal controls are followed to increase the day-to-day efficiencies and overall performance of supply chain operations; including management of service providers/vendors, transport, and warehouse operations to promote safe, efficient planning and execution of WFP operations.
• Conduct portions of financial analysis and budget reviews, drawing out recommendations to the supervisor for maximizing use of resources and effectiveness of supply chain operations. Contribute to the implementation of supply chain operations, initiatives, and services to ensure a timely, cost-effective, and integrated approach with core activities and services.
• Determine specific supply chain activities & budgetary requirements to support the overall Supply Chain strategy to support CO CSP identifying structure(s), capabilities and resourcing required for both CBT and in-kind.
• Conduct portions of market analysis and supply chain network mapping to support wider analytics on the selection of an appropriate operation modalities to improve supply chain performance. Collect and analyse data and put together reports highlighting opportunities for improvement and effective operationalization of supply chain within the area of responsibility.
• Prepare accurate and timely reports or support preparation of dashboards and other visual materials on supply chain activities for supervisor’s review to contribute to informed decision making and consistency of information presented to the stakeholders.
• Guide support staff, acting as a point of referral and supporting them with analysis and queries. Identify and build productive relationships and support capacity building of WFP staff and partners for efficient and effective delivery of humanitarian assistance to beneficiaries.
• Ensures adequate logistics preparedness through contingency planning and continuous logistics preparedness reviews, contributes to preparedness actions and supports rapid emergency response to deploy food and resources at the onset of the crisis.
• Supervises staff within the hub, ensuring that all staff are adequately trained, and identify any additional training needs to achieve high working standards and supports logistics staff in other offices 16. Any other related tasks as required
