JOB SUMMARY
The Human Resources Manager will be responsible for leading the strategic function of Human Resource Management and for maintaining and enhancing the Authority’s human resources by planning, implementing, and evaluating employee relations and human resources policies, programs, and practices. They will also initiate and implement the strategic direction and growth of human resources, including human resource development, with the major objective of achieving excellent staff performance as well as organizational performance.
DUTIES AND RESPONSIBILITIES
• Contribute to the overall development of the Human Resources Strategy and provide strategic support for its implementation to ensure the availability of adequate human resources for the organization to perform its operations
• Manage key Human Resource Stakeholders and ensure the Authority participates in Comparator studies that will position it as the Employer of Choice
• Coordinate staff orientation, induction and development processes for new staff and oversee an effective performance management system for all newly recruited staff.
• Guide implementation of the staff Code of Conduct in accordance with regulatory requirements
• Enable the training and further career development of the employees focusing on the task of people management including but not limited to recruitment of staff, managing performance of staff through regular performance appraisal processes, ensuring staff remuneration and welfare.
• Ensure the development and review of Human Resource policies and procedures in the Authority as well as lead the process of Human Resource Budget and Manpower Planning.
• Retain knowledge of trends, best practices, regulatory changes, and new technologies in Human Resource, talent management, employment laws and apply this to communicate changes in policy and practices
• Undertake any other assignments as may be directed from time to time.
QUALIFICATIONS, SKILLS, AND EXPERIENCE
Basic Qualifications
• An Honor’s Bachelor’s degree in Human Resources Management, Humanities, Law from a recognized institution.
• A Master’s degree in Human Resources Management; or Business Administration with a bias in Human Resources Management from a recognized University.
Working Experience
A minimum of seven (7) years’ relevant work experience in a reputable organization, three (3) of which should have been served at middle management/ supervisory level.

JOB SUMMARY
The Director will provide overall leadership in strategy development and effective implementation of the Human Resources and Administration functions in line with PAU’s Strategic Plan to achieve the mandate of the Authority. The Director Human Resources and Administration will report to the Executive Director.
DUTIES AND RESPONSIBILITIES
• Actively participate and contribute to the development of the Authority’s Strategic Plan.
• Drive the overall development of the Human Resources Strategy and provide strategic guidance in its implementation.
• Draw up annual work plans for the Human Resources and Administration Sections and ensure their effective implementation.
• Lead the process of Human Resources Budgeting and Manpower Planning
• Develop and implement an Annual Training Plan in line with the Strategic and Annual Work Plans.
• Oversee the management of Human Resources and Administration risks in coordination with the Risk Management Unit and ensure compliance with Human Resource policies and Employment Laws.
• Develop and review Human Resources policies and procedures in the Authority and conduct HR surveys and policy benchmarks with comparator organizations to support the Authority’s Human Resources Strategic Objectives.
• Lead in the development and implementation of strategies to provide administrative and logistical services to support the smooth running of all Authority business operations, including but not limited to the administrative systems, policies and procedures and tracking/reporting on all construction projects.
• Oversee the operations of the Authority fleet, stores, and other organizational assets.
• Lead the review and monitoring of policies and systems relating to the management of the authority’s land and properties to ensure adequate performance.
• Maintain knowledge of trends, best practices, regulatory changes, and new technologies in Human Resources, talent management, reward management, employment laws and apply this to communicate changes in policy and practices
• Provide leadership to the Directorate staff.
• Handle all performance and Human Resources related matters such as performance management, training, and development, leave management and handling of disciplinary matters amongst others.
• Drive the preparation of Human Resources Data Analytics and their reporting to Board, Management, and all Staff, along with other Human Resource related matters.
• Ensure appropriate maintenance and management of the Authority’s Corporate records (non-petroleum data), information, and registries.
• Undertake any other assignments as may be directed from time to time.
QUALIFICATIONS, SKILLS, AND EXPERIENCE
Basic Qualifications
• Honors Bachelor’s Degree in Human Resources Management, Organizational Development or Organizational Psychology, or Social Work and Social Administration, Law, Business Administration, Commerce, or any other related qualification.
• Master’s Degree in Human Resources Management, Organizational Development, Organizational Psychology, Business Administration (with a specialization in Human Resources Management or related courses).
Working Experience
• Twelve (12) years of relevant working experience in a reputable and comparable organization, five (5) of which must have been at a Human Resource managerial level.
• Working knowledge of the Employment Act 2006, and other relevant labor laws
• Working knowledge of the Public Service Standing Orders, 2021.

JOB DETAILS:Job Description;
Position: Human Resources Officer (One Position).
Reports to: Senior Human Resource Officer.
Supervises: HR & Administration Assistant(s).
Location: Kabale-Kigezi Region.
Job Purpose:
The Human Resources officer is responsible for managing the human resource function for the USAID LPHS-Kigezi Office. He/she will be responsible for managing staff contracts, benefits, and payroll in compliance with USAID and JCRC regulations.
Specific Responsibilities
• Oversee the implementation of the JCRC Human Resource management standard operating procedures.
• Develop and manage contracts, files, and payroll processes for project staff.
• Ensure adherence to local labor laws and practices and support staff enrollment in local benefit plans as appropriate.
• Tasked with advising management on local labor law related issues and changes.
• Serve as primary point of contact for the staff medical and group personal accident insurance service providers. This includes ensuring that all staff are covered at all times during the course of their employment.
• Serve as primary contact person for all project staff to ensure HR support is provided.
• Coordinate recruitment process by; advertising vacancies, collecting CVs, screening candidates, setting up interviews for selected applicants with the relevant staff on the project.
• Facilitate orientation of new employees and ensure that the JCRC and USAID rules/ policies/procedures are well understood by all staff, providing guidance as necessary.
• Support new staff orientation, onboarding and other HR initiatives.
• Facilitate the separation of employees due to resignation, termination and ensure that all the necessary exit documentation is completed.
• Oversee proper reporting of labour time and ensure the timely submission of electronic and paper timesheets, and the timely completion and submission of Labor Adjustment Forms, when needed
• Track and record staff leave providing updates to staff on the same.
• Coordinate the staff appraisal and performance evaluation process.
• Establish and maintain the project/personnel paper and electronic files. Keep files in an organized, orderly manner so that records can be referred to and deciphered clearly in the event of an audit or need for historical information.
• Submit detailed monthly HR Reports.
• Perform other tasks as may be assigned.
Minimum Qualifications
• Bachelor’s degree in Human Resource Management from a recognized institution.
• 3 years’ experience working in an NGO or business environment with demonstrated Human Resources Management experience and high level of responsibility and integrity
• Demonstrated ability to work in teams.
• Ability to multi-task in a high-paced environment.
• Excellent interpersonal and written communication skills particularly as related to report development.
• High confidentiality.
• Proficiency with MS Office Suite, with excel.
