Senior Human Resources Officer
Position Description
AKF Uganda (AKF) is seeking a dynamic Senior Human Resource Professional who has a passion for employee engagement and development to lead its Human Resource function in Uganda. The position reports to the Country Manager and is part of the senior management team and would provide the successful candidate with an opportunity to help shape the Foundation’s direction to ensure the organisation achieves its key HR objectives. Working closely with the Regional Head of HR the incumbent will identify and implement market best practice in the areas of HR planning, talent recruitment and engagement, learning and development as well as contributing to refining the performance and reward management system. AKF Uganda currently has fifty staff implementing several programs across Central and West Nile regions, with three regional offices in Arua, Yumbe and Moyo, all of which are under the scope of the country Human Resource function, based at the head office in Kampala.
AKF is currently implementing key HR initiatives on promoting a sense of belonging and work-life balance. It has also just launched the AKF EA Culture Canvassing Initiative: “Bora Pamoja,” which responds to our objectives around strengthening the internal culture of design, innovation, openness, and promoting a more inclusive, equitable, and diverse organisational culture. In addition, AKF is in the final stages of implementing a job grading structure, reviewing key HR policies, as well as strengthening safeguarding practices and implementing a Global HRIS System. We are also reviewing our Learning and Development framework to ensure continuous learning for leaders and teams. The Senior HR Officer working closely with Country SMT and Regional HR team, will be key in supporting and driving these initiatives forward in Uganda.
Required Qualifications, Experience, and Competencies
• Bachelor’s degree in Human Resources or Organizational Psychology or in any related field.
• At least 7 years HR technical experience OR a Master’s degree and 5 years experience in HR in a well-established NGO or private sector
• A Postgraduate Human Resource qualification or relevant professional certification is an added advantage.
• High level of maturity, emotional intelligence, integrity, good judgment, ability to maintain confidentiality and handle sensitive issues
• Strong organizational, interpersonal, negotiation, and critical thinking and problem-solving skills
• Ability to work well in a team and particularly a team across multiple geographies
• Passion for people, culture, change management and current knowledge on emerging issues/ trends in the workplace e.g., hybrid policies. .
• Capacity to work independently, with diligence, take initiative and manage a variety of activities simultaneously while meeting reporting deadlines
• Strong familiarity in working using online and digital technologies including proficiency with Microsoft Office tools (SharePoint, Teams, Excel) and HRIS systems.

Mission and objectives
The United Nations Development Programme (UNDP) is the United Nations' global development network. UNDP works in about 170 countries and territories, helping to achieve the eradication of poverty, and the reduction of inequalities and exclusion. We help countries to develop policies, leadership skills, partnering abilities, institutional capabilities and build resilience to sustain development results.
Context
Uganda has set out an agenda through its Vision 2040, of transforming the country from a largely peasant to a modern and prosperous economy and to achieve upper middle-income status by 2040 by building a people centred, independent, integrated, resilient, and self-sustaining economy. The vision is to be achieved through six successive five-year national development plans. The overall goal of the current and third five-year development plan (NDP III) is to increase average household incomes and improve the quality of life of Ugandans. Uganda has made impressive gains in social and economic transformation and this progress is manifested, inter-alia, in; a) doubling of GDP over the last 10 years, from US$ 17.2 billion in 2010/11 to US$34.4 billion in 2019; b) increase in per-capita income from US$745 in 2012/13 to currently US$825; and c) increase in life expectancy from 54.5 years in 2012 to 64 years in 2017.
However, several structural development challenges exist, coupled with the unprecedented long-term impact of COVID-19. The key constraints to accelerated and inclusive growth in Uganda include, i) low productivity in the exploitation of the growth opportunities in agriculture, tourism, minerals and trade; ii) high cost of doing business; iii) existing gaps in social service delivery; iv) widening inequality as well as increase in poverty level from 19.7% in 2013 to 21.4% in 2016/17, albeit a light reduction to 20.3% in 2019/20; v) constraints to private sector investment, including access to and high cost of credit, trade barriers, and business regulatory gaps; vi) increase e in poverty levels exacerbated by the COVID-19 pandemic; vii) rise in levels of inequality and vulnerability; viii) a high youth unemployment rate - estimated at 13.3%; and ix) increased influx of refugees into Uganda, with the accompanied pressure to sustain them. Uganda is the largest refugee-hosting country in Africa, with over a million refugees (1.2 million by February 2019), and over 48 percent of the refugee population in the country live below poverty. UNDP Uganda through its Country Programme (CPD 2021-2025) is supporting the implementation of the Government’s National Development Plan (NDP III) for the achievement of Uganda’s Vision 2040.
Under the direct supervision of the Human Resource Analyst responsible for administratively and logistically supporting the recruitment and placement, administration of benefits and entitlements of staff, NPSA and Service Contract Holders.
The HR Assistant works in close collaboration with operations unit and programme personnel in the UNDP Uganda Country Office (CO) to exchange information and ensure consistent service delivery. The HR Assistant promotes a client-oriented approach consistent with UNDP rules and regulations.
Task description
1. Support in implementing and coordinating the recruitment processes:
• Support with posting vacancy announcements and candidate screening;
• Provide logistical support to recruitment processes;
• Provide regular recruitment status reports;
• Draft recruitment correspondence as applicable and when requested;
2. Provide HR administrative and logistical services to CO and region in full compliance with UNDP rules, regulations, and HR policies and guidelines:
• Monitor compliance with the performance appraisal review in the office and staff learning and development;
• Assist in organizing training and information sessions, orientations and consultations for the CO;
• Facilitate the preparation and consolidation of Office learning plan and individual learning plans in consultation with the learning committee;
• Provide administrative coordination in the extension of contracts, processing of national benefits and allowances, and entitlements.
• Facilitate responses to audit findings and recommendations.
• Facilitate staff separation process.
• Provide regular recruitment status reports.
• Draft recruitment correspondence as applicable and when requested.
3. Maintain data in relation to HR in full compliance with UNDP rules, regulations, and HR policies and guidelines
• Maintain and update internal database and files on administrative HR matters in a confidential and secure manner;
• Coordinate the completion and accuracy of monthly personnel validation process;
• Generate a variety of standard and non-standard statistical and other reports from various databases;
4. Facilitate knowledge building and knowledge sharing globally
• Organize training and information sessions, orientations and consultations for staff;
• Provide a synthesis of lessons learnt and best practices in HR administration;
• Liaise with HR RO in HR administration and staffing to disseminate information on a variety of HR matters.

Requirements
Required experience
• 3 years of experience in Human Resources experience.
• Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and experience in handling of web-based management systems.

• Bachelor degree or equivalent in Human Resources or International Business or related fields.
