RESPONSIBILITIES
• Support in the annual revision of field office security plans, evacuation plans, relocation, hibernation, and other related procedures, and provide necessary feedback for the country security plan.
• Monitor and evaluate field compliance to NRC safety and security policies, procedures and regulations on country level.
• Conduct regular and risk assessments to identify safety and security needs and to assess if all NRC bases in country are compliant with NRC safety and security risk management standards.
• Ensure the monthly HSS report Area office and Country Office submissions are compiled and submitted to head office.
• Build and maintain stakeholders contact list in access related and other negotiations/discussions with them.
• Carry out security briefings to new staff, visitors and staff returning from leave within 24 hours of arrival.
• Identify training needs and deliver/assist in conducting in house trainings.
• Support Country office and field offices in achieving HSS compliance; including producing a regular status report for CMG.
• Conduct investigations on incidents, complaints and recurrent health cases to identify and provide solutions to workplace situations.
• Prepare periodic health statistics and submit to CMG for review.
• Maintain an up to date knowledge of new HSE (Health, Safety and Environment) legislation as well as other developments that can impact on NRC.
• Ensure full and accurate health and safety and training records are maintained.
• Develop, update, provide technical input to Health & Safety policies, procedures, rules and regulations are adhered to and are regularly reviewed, updated and communicated.
• Ensure that NRC meets its statutory obligations in all areas pertaining to health, safety and welfare at work, including statutory training and reporting.
• Carry out MORSS assessments of NRC premises related to Country Office activities.
• Monitor, analyze, and update the local political, economic, social, technological, environmental, and legal (PESTEL) context on regular basis and as necessary. Assess possible developments and impacts on current and/or future NRC operations and environment.
• Support in security risk assessments as required.
• Support the country office in dealing with access related issues for NRC
• Support programme staff in planning and implementing risk mitigation strategies to improve access to hard to reach areas or new areas of operation.
• Record and map safety and security incidents both internally in NRC and within the context in general to be used as guide for adapting set policies and procedures as needed.
• Assist in the preparation and submission of incident reports and ensure timely preparation of the subject weekly report while maintaining incident database.
• Conduct inductions for new and existing NRC staff at Country Office.
• Maintain HSS training records, and develop training materials in response to the evolving context.
• Maintain active formal /informal contact and relations with Safety/Liaison counterparts from peer agencies and support Local Humanitarian Partners in managing safety and security and carrying out sound security risk assessments relevant to the programs they implement on behalf of NRC.
QUALIFICATIONS
• Bachelor’s degree in Social Sciences, Law, Public Administration, Social Work, or any related field.
• Minimum 3 years of experience in Health, Safety, and Security in a humanitarian/ recovery context.
• Previous experience from working in complex and volatile contexts
• Fluency in English, both written and verbal is required
• Sound knowledge of the context in Uganda and the surrounding regions/countries
• Experience in staff management, mentoring, coaching, training
• Advanced computer skills Office 365 and Microsoft programs
• Sound knowledge of operational risk management

Who are we?
Climate change increasingly interacts with the drivers of displacement, including conflict, and disproportionally affects developing countries hosting the majority of the world's refugees and displaced persons. Therefore, through its Strategy 2025, DRC commits to respond to the global climate crisis and environmental degradation by increasing the adaptive capacities of people affected by conflict and displacement and by ensuring that our own conduct is nature-positive. The Programme Division develops programmatic concepts and strategies relevant to DRC’s international operations and delivers support to operations within these areas. The Programme Division hosts various global specialist lead functions including for DRC’s five core sectors: Protection, Shelter & Settlements, Humanitarian Disarmament & Peacebuilding, Camp Coordination & Camp management, and Economic Recovery. The Division is furthermore overall responsible for continuously developing and implementing DRC’s programme handbook and the DRC Response Framework, which articulates how DRC seeks to save lives, promote durable solutions and address root causes of displacement, - capturing DRC’s engagement with persons of concern from the beginning to the end of their displacement. The Programme Platform unit which hosts the Global Resilience advisor role is responsible for strengthening strategic program development, and systematically developing and effectively rolling out the DRC response framework.
About the job
The Global Resilience Advisor will lead DRC’s 2025 global strategic programming initiative to build resilience to conflict and climate change of people affected by displacement. The Global Resilience Advisor reports to the Head of the Programme Platform Unit with technical reference to the Global lead on Addressing Root causes of conflict & displacement (HQ). The Global Resilience Advisor works in close collaboration with DRCs Global Sector & Platform Leads, the Global Environmental Advisor and establishes strong working relationships with regional & country heads of program. The Global Resilience Advisor is a key member of DRC’s ‘go green’ community of practice and will form part of a team of global green advisors.
The overall responsibility of the Global Resilience Advisor is to manage DRC’s Conflict & Climate resilience strategic programming initiative (SPI), namely by driving development of multisector, community-driven resilience programming and disaster risk reduction, and building DRC staff capacity in this domain. In so doing, the Global Resilience Advisor will seek to build on DRC’s existing work across its core sectors and will coordinate closely with global and regional sector leads. The Global Resilience Advisor sets standards for climate & conflict resilience programming in accordance with global good practice, provides programme quality control & monitoring, leads on global/cross-regional programme design and business development and engages in strategic alliance building with global resilience (development) partners and policy forums. This is a full-time global role.
Strategy and Policy
• Develop and maintain global partnerships for evidence-building and learning on conflict & climate resilience
• Support external communication for donor & partner influencing and shared learning based on DRC’s regenerative resilience programming
• Work closely with the Global and Regional MEAL and communications teams to ensure research, learning and data from resilience programming are captured, documented and institutionalized and shared (incl through multi-media approaches)
• Strengthen DRC’s relationships with academic institutions focused on research and learning on regenerative resilience and circular practices
• Ensure that DRC’s competitive slot as a global leader in Regenerative Resilience in Displacement is secured and further strengthened
• Represent DRC in policy and donor fora, contributing to global debate on ecological responses to conflict, natural disasters and global migration
Technical advice and support
• Provide technical support for Regional Office and Country managers in the design, quality control and monitoring of community-led systems-based resilience programming and disaster risk reduction.
• Contribute to raising funds for (cross)region regenerative and circular resilience programming applying systems-based and nature-positive solutions.
• Deliver relevant policy, standards, resources, guidance and tools to country and regional operations.
• Contribute to DRC’s learning and evidence-building on resilience & community-led disaster risk reduction programming, including by collecting and sharing good practice.
• Support documentation and replication of good practices across countries/regions.
Resources, training and learning
• Build DRC sector staff capacity on programming for community resilience to (interlinked) conflict and climate risks. This will include development and roll-out of a global resilience manual, training package and establishing a Global Resilience Learning Hub.
• Oversee technical capacity building of field teams through in-person, site-based trainings and demonstrations.
• Ensure institutional knowledge management on resilience, including maintaining and updating Intranet site and Collaborative Space / SharePoint.
• Collect and disseminate internal learning on circular practices and regenerative resilience programming and work with the Go Green global advisor in Asia on strategies for organizational change in support of nature-positive programming.
About you
• To be successful in this role we expect you to have minimum 6 years’ experience in progressively more senior recovery and development programming roles, including minimum 3 years designing and managing complex multisector resilience initiatives in conflict-affected locations.

Job Overview:
Supply Chain Volunteer Will Report to the Supply Chain Officer. He/she will be responsible for ensuring the overall care and maintenance of the Kampala stores, Transport and Assets. The Supply Chain Volunteer-Transport/Stores/Assets must be able to rapidly turn Program materials around, whilst ensuring the security/ safety of the materials and maintaining audit-compliant records. The Supply Chain Volunteer: Transport/Stores/Assets shall dedicate appropriate time to all the three distinct roles.
The Supply Chain Volunteer is responsible for maintaining IRC stores, receiving, and dispatching goods, supporting vehicle/transport operation, and managing all paperwork/ records related to the tracking of IRC inventory.
Duties and Responsibilities:
Assets/Stores:
• Understand, implement and / or maintain standard IRC inventory management policies and procedures.
• Manage and document the receipt, handling, storage, release, and reporting of goods through the store(s).
• Advise supervisor on potential inventory shortage.
• Manage casual laborers in the stores.
• Ensure the maintenance of store(s), fittings, and equipment.
• Implement and ensure clear safety procedures.
• Implement and ensure clear loading / unloading procedures, correct stacking, and turnover (FIFO) procedures.
• Advise the Supply chain officer of store-specific issues or improvements
• Maintain the stores activity book recording all outgoing and incoming receipts and activities.
• Monitor security of IRC’s storage and supplies.
• Receive completed store’s request forms and prepare the goods for issuance.

• Ensure the correct and timely routine maintenance and repair of IRC vehicles and generators.

• Inspect and record condition of vehicles, by maintaining daily checklists file and ensuring that Vehicles logbooks are accurately filled.
• Carry out regular training to all drivers on basic vehicle mechanic skills, daily vehicle inspection, drills on safety driving, defensive driving, etc.

JOB DETAILS:ORGANIZATIONAL CONTEXT AND SCOPE
The International Organization for Migration (IOM) is committed to ensuring orderly and humane governance of migration, promoting international cooperation on migration issues, and assisting in the search for practical solutions to migration issues.
Under the overall supervision of the -Chief of Mission on administrative matter and the overall supervision of Chief Medical Officer on technical matter, the incumbent will assist in the management of drugs, vaccines, medical supplies, and equipment being used in IOM MHD Uganda
Core Functions / Responsibilities:
• Assist in maintaining a system for the safe custody, storage and proper labelling of drugs, medical supplies, vaccines, and escort kits at the IOM Migration Health Assessment Centers (MHAC) in Kampala, - Field Clinics and IOM Transit Center in Kampala. Complete the required documentation in accordance with the Pharmacy and Poisons Board as well as rules and regulations adopted by the Ministry of Health of Uganda
• Support quality control by monitoring of the expiry dates of drugs, medical supplies and vaccines in coordination with the IOM focal staff with the drugs, medical supplies, vaccines and escort kits in various IOM Migration Health Assessment Centre and Transit centre.
• Contribute to the analysis of data gathered from the drugs, medical supplies and vaccines and keep electronic and hard copies on file.
• In coordination with the Regional Vaccination Coordinator – Africa, Migration Health Program Support Unit and Common Services (COS) Department, assist in preparing the required paperwork and documents in order to purchase, import, export and distribute drugs, medical supplies and vaccines within Uganda as well as keep updated records and lists of drugs, medical supplies and vaccines used by IOM.
• Assist the Head, Migration Health Assessment Centre and the Regional Vaccination Coordinator - Africa in coordinating with local/national health authorities, physicians, pharmaceutical companies, hospitals and laboratories as needed.
• Maintain and update records and database regarding the consumption of drugs, medical supplies and vaccines. Monitor expiring items and prepare lists of the same for timely donation. Provide technical information on donation and disposal of expiring drugs, medical items and vaccines based on Uganda’s National Guidelines on Donations of Drugs and Medical Supplies.
• In coordination with the Regional Vaccination Coordinator - Africa and the Head, Migration Health Assessment Centre consolidate and place quarterly orders for drugs, medical supplies and vaccines as requested by various MHD Indicate detailed specifications such as generic names, packaging, formulation, and other pertinent information required in the procurement of drugs, medical supplies/equipment, and vaccines to facilitate the procurement process.
• In coordination with the Regional Vaccination Coordinator - Africa and the Head, Migration Health Assessment Centre, coordinate with local and international suppliers of drugs, vaccines, medical equipment/supplies; verify/check quality and costs of suppliers’ products; and make appropriate recommendations of reputable and reliable suppliers to COS and Migration Health Programme Support Unit.
• Receive and inspect deliveries of drugs, medical supplies/equipment and vaccines and forward the certified delivery notes to COS for payment. Verify the proper packing of said items prior to distribution and shipment to - MHD Units in Kampala
• Replenish and check the contents especially the expiry dates of drugs and medical supplies and condition of medical equipment of the medical escort kits before and after use by medical escorts based on the approved medical escort kit content list.
• Maintain a clean and orderly pharmacy and medical supply storage unit for supplies for IOM Migration Health Programme Units.
• Monitor validity of the National Drug Authority Uganda (NDA) registration of the Pharmacy premises in MHAC Uganda and coordinate timely annual calibration/servicing of all the relevant medical cold chain equipment.
• Perform such other related duties that may be assigned by the supervisor.
Required Qualifications and Experience
Education
• Diploma in Pharmaceutical Technology from a recognized institution with four years’ experience as a pharmaceutical technologist
• Valid registration with the Pharmacy council of Uganda
Experience
• At least 3 years’ experience with drugs and vaccines in international organizations, NGOs or pharmaceutical companies will be an added advantage
• Additional training experience in purchase, import, export and distribution of drugs, medical supplies/equipment and vaccines will also be an added advantage.
