Online volunteer to Assist in Developing Water hygiene and sanitation Projects
Mission and objectives
EACO’s mission is to reduce poverty and HIV/AIDS through the creation of economic empowerment and educational opportunities and support for disadvantaged groups of people. EACO’s activities are targeted toward vulnerable women, particularly widows and those living with HIV/AIDS, as well as vulnerable children, youth, and the elderly. EACO believes that effective and sustainable development comes through empowerment programmes, where vulnerable members of the community are given the skills, motivation and support to improve their lives and communities.
Organizational Objectives
1. To stimulate, promote, and support economic activities in rural communities that improve quality of life for disadvantaged and marginalized persons;
2. To prevent the spread of HIV/AIDS and mitigate its effects;
3. To improve agricultural production by making necessary resources available;
4. To build and strengthen the capacity of community groups in order to improve upon management and planning at the local level;
5. To build and strengthen strategic partnerships to maximize and effect change; and
6. To mobilize resources and facilities from key stakeholders, government, and donors so as to implement community programs.
The activities that EACO does include;
1) HIV/AIDS prevention / mitigation and awareness campaign through availing necessary information to the general public by conducting HIV/AIDS seminars, sensitization and workshops on malaria and other diseases.
2) Women development enterprises, here women collaborate with other needy women to foster their own development through setting up different income generating activities that would help to enhance their capability in development.
3) We work with and to support people with Disabilities through a set of different activities like advocating for their rights and concerns, emphasizing working together/ no discrimination
Context
This task involves providing assistance to the Project Coordinator in identifying potential donors, developing new project proposals, reviewing existing ones and writing concept notes. The online volunteer will also provide support to the Project Coordinator on strategic thinking and provide or share ideas on how to look/target for donors, foundations and humanitarian/development agencies. The online volunteer will not submit any funding requests on behalf of our organization. The project Coordinator will work together with the volunteer on the development of this project. EACO will be able to help the volunteer by providing guidance and necessary information about our activities. It in anticipated that this will occur over email, and via telephone and Skype. It is expected that the volunteer will work in conjunction with EACO staff members on a short term 12 weeks maximum.

• Must be a holder of a bachelor degree in Education, social sciences, Development sudies, Social Works and Social Administration, or any other related discipline. Minimum of Diploma in ECDE for Learning and play officer.
• Minimum of 2 years' experience in child and youth programme and or community work.
• Extensive Computer knowledge in Microsoft Excel, Vision Excel, Word, PowerPoint.
• Written and Oral Communication skills are essential, and the incumbent must be a team builder, who is able to work successfully in a multicultural environment. Experience of working in the field (communities)
• Knowledge of project management and project cycles.
• Good working knowledge of statistical and qualitative data analysis packages e.g. SPSS, Epi-info, Nvivo, etc. For M & E Officer applicants.

Job Overview
This position will be placed within the IRC Uganda Partnership department which acts as the formal coordination point between IRC departments, including programs, operations, finance, and global headquarters.
Directly supervised by the Finance Manager-Partnership and working closely with the Senior Finance Officer-budgeting and reporting, the position supports donor compliance, partner draft budgets and reports reviews, participate in conducting Partner’s Project Capacity Review (PPCR) and partner capacity support.
Duties and Responsibilities
Budgeting & Reporting
• Support the Finance Manager-Partnership to disseminate updated information regarding donor formats (budgets and reports) and other donor related information to the partners.
• Support in the review of partner financial and programmatic reports and provide timely feedback to partners.
• Stay up to date with donor compliance guidelines and disseminate to relevant colleagues in the country Programme and partners.
• Support in sub-award grantee reporting, ensuring that partners use the budgeting and reporting templates provided at the time of signing the Partnership Agreements.
• Ensure that draft reports are shared for review and feedback by Finance Manager-Partnership & Partnership Coordinator prior to submitting the final report to Finance for posting in Integra.
• Facilitate timely and accurate submission of partner financial reports to Finance Manager-Partnership for final review of financial and programmatic reports with relevant IRC staff.
Partnership Management
• Support the implementation of the Partnership Excellence for Equality and Results (PEERS) system across all areas of sub-award management, partner budget review.
• Support in reviewing partner sub-grants agreement terms and conditions is well understood by the sub-grantees; arrange for the initial financial reporting training to the sub-grantees where necessary.
• Work closely with the Finance Manager-partnership to prepare and update the partnership tracker.
• Support partner monitoring schedule per Partners Project Capacity Review results and ensure programmatic and compliance monitoring visits happen in coordination with the partnership coordinator and responsible technical coordinators.
• Support in capacity sharing of partners in identified areas as per the partner support plans.
• Work closely with the Finance Manger -Partnerships and Partnership Manager to ensure the timely scheduling and carrying out of sub-award activities with IRC internal relevant program staff per PEERS guidelines.
• Liaise with Finance Manager-Partnership and Partnership Coordinator to relay the communications to sub-award Partners as requested.
Cash/Bank – Processing
• Support the Finance Manager- Partnerships to review Cash Transfer (CTR) documentation.
• Support in reviewing Partner payment vouchers to ensure completeness and accuracy of documentation.
• Any other duties as may be assigned from time to time.

Qualifications
• University degree in Business Studies or Administration, organizational management, social sciences, and/or other relevant fields.
• 2-3 years’ work experience in humanitarian/development programming entailing community-based activities, sub-grant management and/or local stakeholder engagement.
• Experience working in a similar role with NGO is highly regarded.
• Exceptional coordination and interpersonal skills and ability to develop and maintain effective working relationships with relevant stakeholders.
• Demonstrable experience working effectively in coordination with multi-functional (e.g., Program, operational, finance) teams.
• Excellent written and oral communication skills.
• Professional fluency in spoken and written English
• Knowledge of donor rules and regulations
• Willingness to travel to IRC and partners’ field offices
