Job title: Head Human Resource & Administration (HRA)
Department: Human Resources and Administration
Reports to: Chief Executive Officer
Job Purpose:
The main purpose of this position is to provide leadership and oversight of the Human Resource and Administration Department operations including; talent recruitment and assignment, administration of benefits and entitlements, payroll management, HR Policy development, staff health and welfare, Strategic Human Resource Planning, Training and development, succession Planning as well as management of the Company's training Centre based in Njeru which plays a pivotal role in training and supporting the development of its employees. In addition, the role is responsible for general office administration and support, records and archive management, property management and; monitoring and ensuring compliance with all applicable legislation relating to these responsibilities
The Head HRA is in charge of all Administrative related matters of the Company.
Specific duties/Accountabilities/Key Result Areas:
• Corporate Services Policy; Policy Development:
• Lead the development and implementation of effective Human Resources Administration, Training and Staff development policies and plans as an input to overall corporate success of UETCL.
• Human Resources:
• To formulate and effect Human Resources policies that ensure that numbers and quality of staff are always matched to UETCL's needs; that staff and management are developed and trained in accordance with corporate requirements; that effective and productive industrial relations are maintained with staff and their representatives and that a competitive reward package is in place and effectively managed.
• Employee and Industrial Relations - ensure that all Employee engagement and Industrial relations are in line with regulation and that the Employment Act 2006, NSSF Act, Income Tax Act and any other Employee related Acts are adhered to avoid undue fines and litigation to the company
• Generate HR Reports
• Receive and resolve employee enquiries and serve as an initial point of contact
• Administration:
• To ensure provision of efficient cost-effective services to staff and management in relation to the administration of welfare services; secretarial support; Registry services; staff loans; management of office space and management of travel services.
• In-charge of ensuring that Employees have a conducive work environment
• Coordinate work load fulfilment across multiple areas
• Coordinate HR Budget Performance and Track HR Cost Centre Utilisation
• Custodian of HR information and records management to drive confidentiality and department security at all times
• Training and Development:
• To ensure continuous improvement of standards and cost-effectiveness of work performance in UETCL by providing a responsive and progressive technical and non-technical training services to all user departments.
• Development of Training and Development Plans based on Employee Needs Assessment, Performance Improvement Plans based on annual appraisals
• Change Management
• To lead culture, change and build Commercial awareness within the Department and the company as a whole
• To develop and co-ordinate a program of corporate level communication within UETCL.
• Exit Management: In charge of the Exit Management Process with regard to retirement, voluntary resignation, forced resignations, terminations and dismissals
The Person Specifications:
Education, Work Experience & competences
• A Bachelor's Degree in Human Resources, Management, Business administration, Social Sciences, Organizational psychology, Education and Public Administration
• A master's qualification in any of the above fields. iii. 10 years' experience in Human Resources Management with at least (5) five years at a senior level in a reputable organization.
