Main Job Functions:
Enterprise Risk Management:
• Champion the implementation of the MTN group risk management strategy and framework.
• Manage the process for identifying principal & operational risks at both business unit/component & company level.
• Prepare clear and succinct reporting for various risk committees in relation to whether strategic & operational decisions are being made within risk appetite, the effectiveness of the control environment, and whether any changes are required to take risk
• Build a strong community of risk champions within MTN Uganda and enhance the risk function as a reputed centre of excellence, supporting the business to achieve its objectives.
• Implement reporting process to capture risks identified & chart progress on risk mitigation.
• Providing a central source of information and guidance on risk management for operational and strategic effectiveness. Maintenance of comprehensive and updated risk registers
• Encouraging and creating awareness of risk management throughout MTN Uganda.
• Ensuring consistency in evaluation and reporting of risks throughout MTN to facilitate comparability at an organization level.
• Offer a monitoring and oversight role for management regarding the status of risk and risk management processes in MTN Uganda.
• Assisting management to improve on risk management processes by supporting the risk identification and assessment process within the organization.
• Ensure that MTN Group risk management methodology and related tools are actively used in the identification, assessment and categorization of risk events and scenarios.
• In conjunction with the risk champions, ensure that identified controls for the top/ principal risks are satisfactorily incorporated in the company’s annual business plans and budgets
• Report on regular basis to the Head of Risk & Compliance on assurance assignments.
Project & Product Risk Management:
• Ensure that risks envisaged in planned new systems, products & services, projects and, data migrations are flagged early, escalated as appropriate and resolved quickly.
• Regularly update the Project & Product Risk Universe
• Classify and prioritize which projects would require risk focus and audit effort i.e. what R&C should do, if at all, on a particular project.
• Maintain an overview of all group-wide projects & products, ensuring associated risks are known and their impact managed; escalated where this does not happen.
Education:
• Bachelor’s degree in Business Administration, Accounting, Commerce, Telecommunications, information technology/ systems, computer science, or relevant field with at least five years’ experience, with at least two years in risk and/or Audit.
• Added advantage is Professional risk qualification with preferably two years post-qualification experience in a complex technology and/or financial services organization e.g. FRM, CRISC, CGIET, and CISA
• Membership/Affiliation with Risk Management bodies e.g. GARP and/or ISACA is desired.
Experience:
• Experience in implementation of Enterprise Risk Management frameworks with bias in financial, commercial, and operational functions of an organization.
• Experience in developing the appropriate information security governance and compliance measures.
• Experience in information security risk and incident management, business continuity, disaster recovery, information security incident management, auditing and conducting assessments.
• Experience in assessments against international Risk Management standards and/or best practice such as the ISO31000 and COSO ERM framework.
• Able to analyze large volumes of data using data analytical tools e.g., ACL or SQL
• Strong written and verbal communication skills including management reporting at both middle and top management levels.

JOB DETAILS:
Senior Credit Manager
Job Purpose:
To manage lending risks for KCB Bank Uganda corporate, mortgage, SME and personal loans book through analysis of credit applications in accordance with the Bank’s credit policy, FIA guidelines and best practice to achieve quality growth in the asset book in line with the Bank’s strategic plans.
Key Responsibilities:
• Quality assessment and prudent decision making on loan applications within lending discretionary limit and/or making recommendations to higher approving authority.
• Compliance with target turnaround time and the agreed service level agreement (SLA).
• Provide leadership for the credit team reporting to the Senior Credit manager in view of establishing and maintaining a high performing and motivated team.
• Provide prompt guidance, mentoring, coaching and support on aspects of credit to all credit teams across branch network.
• To grow the good book whilst minimizing risk.
• Provide the lead technical support on development of new and reviewing existing products and credit appraisal tools.
• Identify training needs of credit teams in head office and across branch network through branch visits, spot checks and observations and recommend appropriate credit up-skilling.
• Assist the Head of Credit on all credit related issues delegated and act in his capacity while he is away.
• Appraise the performance of the head office Credit Manager based on their Balanced Scare Card.
Daily Responsibilities:
• Sanction credit applications within delegated lending discretionary authority for KCB Bank Uganda.
• Assess and recommend for approval credit applications above my delegated lending discretionary authority.
• Coach and monitor Credit Managers.
• Monitor quality of approvals above discretion on a sample basis.
• Monitor daily work allocation to ensure equitable distribution.
• Monitor pre-approved loan applications pending with business to ensure they are sanctioned within SLA.
• Follow up on reviews (expired & expiring) with the relationship managers/branches.

Cash Transfers:
• Conduct cash transfer feasibility and market assessments.
• Oversee the identification, registration, and verification of cash transfer beneficiaries.
• Support in cash transfer baseline and post distribution monitoring surveys with support from the monitoring and evaluation team.
• Support protection mainstreaming in our cash interventions
• Provide guidance and ensure coordination of cash transfers under Re: Build program with a more dedicated effort to RCT cash transfers.
• Ensure all cash transfer activities are implemented in accordance with IRC and donor requirements.
• Assess appropriateness of the cash transfer modalities and processes and ensure accountability and transparency in the CBI processes.
• Assist in reviewing Standard Operating Procedures (SOPs), to identify and document impacts on underlying processes, systems, people, and the organizational structure.
• Provide hands-on guidance in the engagement with bank agents, CBT PoCs, and the service providers.
• Visit target communities on regular basis to get their perceptions and experience to assist in planning and development of relevant community-oriented and sustainable programs.
• Facilitate the identification designing and implementing of appropriate training needs for both refugees and host communities identified for our interventions.
• Participate and contribute to regular coordination meetings such as the CWGs and others.
Financial Inclusion:
• Train Community Based Facilitators (CBFs) on financial inclusion, market development and linkage between different market players and will continuously support the CBFs to meet the project deliverables which includes training, building confidence of beneficiaries, identifying, planning, and managing household income generation activities and relevant technical skill development, among others.
• Coordinate and oversee the results Based Facility -Loan Guarantee Fund workstream being piloted with selected financial institutions and offer technical support.
• Support Re:Build partners in the implementation of USLA implementation and digitalization by offering technical oversight in liaison with the partners’ USLA focal points.
• Support USLA groups in financial literacy and other related trainings.
• Support in monitoring the performance of new and existing USLA groups and their digitalization.
• Support partners on the linkage of USLA groups to the formal financial sector in accordance with IRC’s guidelines on financial linkages.
• Identify and develop partnerships with relevant financial institutions, private sector, local youth-focused initiatives, to support the roll out and delivery of CBI component of the project.
• Participate in preparing workplans and progress reports (weekly, bi-weekly, monthly, and quarterly) for the cash and financial inclusion work stream.

Qualifications
• University degree in Business Studies, Economics, Management, Development Studies, Agriculture, Food Security, or related discipline.
• 3 years of experience in cash-based transfer programming including business grants, e-voucher, mobile cash, and cash for work.
• Experience of training and supporting VSLA groups required.
• Practical experience in working with mobile network operators and other mobile financial services such as Agent Banking and/or Mobile Money is required.
• Experience working with urban reefugee context is desirable.
• Experience in social protection mainstreaming desirable
• Experience in Loan Guarantee Model and other loan portfolio for refugees is a plus
