Opportunity
• Abt Associates seeks a qualified Finance, Compliance and Administration Director for an upcoming USAID/Uganda Feed the Future opportunity. The position is based in Kampala, Uganda. Key Roles and Responsibilities
Under the supervision of the Chief of Party, the Finance, Compliance and Administration (FCA) Director is responsible for overseeing financial, contractual, operations, and personnel activities to meet program objectives. The FCA Director will support the COP in representing the project to and building relationships with partner organizations. This will include, but is not limited to the following:
• Establish an administrative framework to monitor and assure progress toward achievement of the project’s goals and objectives.
• Plan and direct project schedules and monitor budgets and spending. Organize activities to ensure completion of the project on schedule and within budget.
• Provide ongoing financial administration to the project, including approvals of purchase requisitions, consultant agreements, and vendor invoices.
• Supervise all administrative, finance, IT, grants, and project support staff.
• Manage the project budget and ensure the submission of timely and accurate program, financial, and procurement reports.
• Provide guidance and training to managers and staff to achieve project goals. Orient project staff to ensure their familiarity with program objectives, the project’s policies and procedures, and quality standards.
• Carefully maintain electronic and physical filed of all payments made to vendors and subgrantees organized and up to date.
• Maintain Bank Accounts.
• Conduct Brown Bag session to build and maintain the financial capacity of both technical and operations personnel.
• Support the development, execution and management of local subcontractors and consultants' agreements.
• Other duties as required
Preferred Qualifications
• Master’s Degree and 10-12 years’ experience supporting and managing USAID contracts, local subcontractors, programs, and grants
• At least 10 years of progressively responsible experience in professional financial analysis, accounting, or auditing, preferably with an international organization or accounting firm.
• Proven expertise in USAID Federal Acquisition Regulations (FAR) for financial, contractual, personnel, and programmatic activity management. Familiarization and on-the-job training on US Government accounting and financial management
• Excellent English language speaking, reading, and writing skills
• Working knowledge in QuickBooks highly desirable-Working knowledge of accounting software package -Preferably QuickBooks
• Strong budgeting, expenditure tracking and forecasting experiences
• In country tax management experiences related to the implementation of USAID funded projects highly desirable
• Experience and understanding of Generally Accepted Accounting Principles (GAAP), Financial Reporting, Accounting systems.
• Ability to work in a fast-paced environment to meet deadlines
• Experience working with mobile money and performing monthly reconciliations.

Role Profile
• We are looking to bring on board a Commercial Analyst responsible for leading market research & analysis; business performance analysis and driving profitability as well as identifying key customer trends that can be monetized to drive value for the organization in terms of revenue generation.
• He or she will support the negotiation of joint business plans, lead market research, generate reports that add valuable insights to the business performance and direction; sales analysis & data compilation and driving a data-driven approach to decision making within the business.
Key Responsibilities:
• Business Analytics: Automate data analysis and reporting to ensure there is timely delivery of sales reports and other key reports needed for decision-making. Mine and analyse data from the organization’s databases to drive optimization and improvement of product development, marketing techniques and business strategies. Work with the technical team to develop the capability to produce relevant Ad Hoc reports that meet the commercial team & business requirements.
• Data Value Maximization: Review product margins to ensure SKU’s that are selling below the recommended margin average per category and recommend improvement plans. Perform regular data analysis to uncover revenue opportunities and identify income leakages. Develop predictive modelling to increase and optimize customer experiences, to foretell and avert attrition, increase revenue generation and guide marketing campaigns.
• Market Intelligence: Lead market research and development focused reports that highlight the various retailvalue chains products and category performance for the business and related parties. Identify leading customer data trends that can be capitalized on to generate value for the business capturing both balance sheet growth and revenue generation
• Business Advisory: Review all joint business plans (JBP) signed off by the organization and its suppliers to advise the establishment of realistic achievable growth targets and including extra revenue from trade discounts and rebates from various elements. Deliver reports that enable managers to gain a deep understanding of the business and unit performance to drive growth and profitability. Use data analytics to assess processes, determine requirements and deliver data-driven recommendations and reports to relevant stakeholders.
• Reporting: Generate business analytical reports that provide insights on business performance and deliver a roadmap towards profitability. Lead sales data compilation, evaluation and analysis including creating statistical reports, building and maintaining files aimed at increasing the business’ sales. Develop weekly performance reports indicating comparison of buying and selling trading reports; Purchases vs operational & sales report for the commercial and operations teams; Margin analysis to indicate items going on negative margin; Monthly sales vs stock turnover ratio report.
• Business Performance Management: Champion monthly category performance review and SKU wise performance to advice on rationalization for non-performing SKU’s within the business. Work collaboratively with the FP&A Accountant and the Sales Manager to develop and review the sales budget and rolling sales forecast including sales to budget variance analysis. Monitor Monthly/Weekly/Daily Average Actual Sales Turnover against Target.
• Stakeholder Alignment: Support the development andimplementation of the growth strategy per business unit by working on products merchandising and assortment to ensure properly stocked products according to sales movement and check on opportunities missed by not allocating the right assortments. Monitor and report overall negative inventory to the concerned and perform a root cause analysis.

Minimum Requirements & Key Skills:

Job Purpose
• The Cost Accountant will be responsible for ensuring that the costing unit of the company is managed to the highest standards of business and compliance. The job holder will make an essential contribution to the success of the Accounts office by carrying out the day-to-day financial costing transactions; aiming to work and inform the pricing and profit margins of the business. He/ she then will bare the ultimate responsibility of ensuring that costs are constantly managed according to best practice, and in compliance with company accounting policies and laws of the Republic of Uganda. In addition, the Cost Accountant shall serve as the cashier, manage reception and offer customer care to walk in customers as well as attend to calls both internally and externally.
