Key Responsibilities:
Key Result Areas:
- Engage directly with professional staff on activities related to water sampling, quality investigations, laboratory testing, and regulatory impact analysis.
- Build capacity for the implementation of sustainable and safe water access while ensuring cross-cutting themes are integrated into all WASH projects.
- Review water quality reports and analytical results from bacteriological and chemical analyses to ensure regulatory compliance and inform water quality investigations.
- Manage responses to water quality emergencies and complaints by investigating compliance incidents and coordinating personnel to determine and implement corrective actions.
- Oversee the compilation of monthly, quarterly, and annual water quality reports, and develop work standards and a water quality framework to guide field implementation in alignment with World Vision International (WVI) protocols, national guidelines, and WHO standards.
- Liaise with external regulatory agencies and member organizations regarding operational activities that may affect water quality or compliance with regulations.
- Catalog information in various periodicals and address technical inquiries or complex complaints related to water quality.
- Develop and routinely update a water quality database for all water points constructed with the organization's support.
- Provide WASH technical guidance and support to Operation Areass in planning, budgeting, and implementation to ensure alignment with the WVU strategy and "Our Promise."
- Collaborate with Operation Areas Coordinators to ensure that registered children and their households actively participate in and benefit from WASH program interventions
Technical Support and Training
- Identify local capacity needs and support capacity-building activities for WV Uganda (WVU) staff and partners to enhance the quality of WASH programming.
- Participate in the development and adaptation of training curricula and manuals for implementation in program areas.
- Mobilize and conduct training sessions to build the capacities of staff and partners in water sampling, testing, and reporting using the mWater application.
- Provide mentorship and coaching to staff and community structures on household water safety practices.
Partnership and Networking
- Identify and build strategic linkages, relationships, collaborations, and networks with partners and other stakeholders involved in WASH at both the district and national levels.
- Represent WV Uganda (WVU) in key donor engagements and technical working forums related to water quality at the district, regional, and national levels as applicable.
- Serve as the primary point of contact for water quality technical issues across the national office and identify opportunities for strategic collaboration and funding in the WASH sector.
Research, Documentation, and Evidence Building
- Effectively document all information related to project successes, innovations, and promising practices, and disseminate this information through appropriate channels for scaling.
- Identify research areas, conduct research, and document key learnings to inform best practices.
- Perform information needs assessments concerning access to and utilization of basic water supply, water quality, gender, and social inclusion in WASH initiatives
Project management, Coordination and Reporting
- Lead learning and reflection sessions for WASH staff on water quality
- Compile and submit timely, accurate, and compliant monthly, biannual, and annual reports on water quality to influence program shifts and decision-making.
- Participate in regional management meetings.
- Support the implementation of grants and partnership agreements in the area of operation
Resource Acquisition
- Identify and initiate viable funding proposals for resource acquisition to support WASH programme interventions.
- Participate in resource mobilization through concept papers/proposal writing for fundraising
People Management
- Participate in staff recruitment, staff orientation, on job mentorship and coaching of staff for performance improvement and maintenance.
KNOWLEDGE/QUALIFICATIONS FOR THE ROLE:
Required Professional Experience
Laboratory Analysis and Instrumentation: Extensive knowledge of chemical and bacteriological principles, terminology, analytical techniques, and methods related to the analysis of water and drinking water samples. Proficient in laboratory instrumentation, including ICP, ICP-MS, GC, GC-MS, IC, TOC, and automated colorimetric analyzers, with the ability to troubleshoot, perform general maintenance, and conduct repairs.
Regulatory Knowledge: In-depth understanding of national and WHO drinking-water quality guidelines, ensuring compliance with essential standards.
Supervision and Leadership: Knowledge of leadership techniques, principles, and procedures to assign work, schedule, supervise, train, and evaluate assigned staff effectively.
Safety Protocols: Thorough knowledge of safety procedures for handling and testing samples, ensuring a safe laboratory environment.
Experience and Technical Skills: Over five years of laboratory experience, including three years in a supervisory role, with strong computer skills and the ability to produce high-quality technical program reports and impact/success stories.
Training and Proposal Development: Proven facilitation and coordination skills for training, along with experience in developing proposals and concept papers for fundraising initiatives.
Research and Evaluation: Excellent research, monitoring, and evaluation skills, contributing to the overall success of laboratory programs and projects.
Required Education, training, license, registration, and certification.
- Bachelor’s degree in Chemistry, Biology, Environmental Science, or a related field; a background in microbiology is preferred.
- A certificate in data modeling, GIS mapping, and reporting is an added advantage.
- Must possess a valid Class B driver's license and have a clean driving record
Preferred Knowledge and Qualifications.
- Must possess good communication skills and be courteous in working with communities.
- Must be fluent in English.
- Experience in proposal writing and lobbying.
Travel and/or Work Environment Requirement.
- 40% field work and 60% office
- Work environment: 60% Office-based with frequent travel to the field; Ready to spend 20-40% time in field.
- Travel: 5% Domestic/international travel is required.
