Job Summary:
The Livelihood and Social Protection Specialist is mainly responsible for leading cascading the implementation strategies, monitoring and documentation of Economic Strengthening and Social Protection. The Economic strengthening interventions include assisting families in income generation, access to group-based savings and allocating household resources to improving children and youth’s wellness outcomes. The Social Protection and Prevention services under OVCIR are made up of a strategic mix of economic strengthening, parenting (Sinovuyo model), early childhood development and HIV/GBV prevention services (Journeys Plus).
Key Duties and Responsibilities:
• Formulate and implement strategies and interventions to sustainably increase household income-generation and savings among vulnerable households targeted by the project.
• Provide technical and management leadership including designing and implementing technical strategies, programs or tools in specific technical areas related to family-centred economic strengthening and Social Protection.
• Facilitate the integration of Household Economic Strengthening and Social Protection with other result areas including but not limited to increased access to health and social services for OVC, and their families.
• Identify strategies for Household Economic Strengthening and Social Protection with on-going OVC service providers and government Programs
• Coordinate and Track the delivery of targeted Interventions of Parenting, Prevention and ECD TA to ensure delivery of layered social protection services
• Train, mentor, supervise, monitor and support partner organizations in the implementation with fidelity of all integrated ES/SP models.
• Liaise with partners and relevant stakeholders to; troubleshoot and problemsolving access to ES/SP services.
• Ensure linkage of OVC households to existing social safety net programs, and supporting the beneficiaries to transition to HES and Social protection initiatives
• Significantly contribute to work plans, quarterly and annual reports summarizing project results and evidence.
• Provide technical leadership to ensure economic strengthening and Social protection activities are in line with globally-recognized best practices for addressing needs of OVC, youth and their caregivers.
• Ensure all economic strengthening strategies are gender-sensitive and promote equitable programming.
• Manage project activities and set high quality performance targets ensuring adherence to technical standards, best practices and donor guidelines.
• Provide mentorship and coaching to Economic strengthening officers and Linkages officers, conduct trainings, lead workshops, and facilitate group interaction as part of project execution toward specific outputs and objectives.
• Equip economic strengthening officers and Linkages officers with skills and resources to assess outcomes, as well as strengths and weaknesses of their respective activities.
• Regularly monitor and maintain relevant manuals, training materials and reports for economic strengthening and Social protection activities.
• Work in liaison with the M&E, and capture data on ES activities
• Prepare accurate and timely reports and success stories on the project to showcase project lessons, and results to contribute to the wider sector and institutional knowledge.
Qualifications, skills and experience
● Master’s Degree in Sociology, Social Work and Social Administration, Community Development, Community Health, Development Studies, Economics or Related Qualifications
● A minimum of 5 years’ experience in OVC Case Management, Economic Strengthening, Livelihood and Nutrition related work with government institution or NGOs involved in community work.
● Skills in strengthening health and nutrition service delivery programmes, supporting referrals and linkages between and among communities and health facilities
● Strong documentation, communication and inter-personal skills
● Ability to work in a multi-disciplinary team with frequent travel to the field
● Willingness to work in upcountry settings.
● Knowledge of the relevant Uganda national Case management and Health policies, strategies and structures
