JOB DETAILS:
Job purpose
To support the establishment and set-up of a data centre and to take responsibility for the provision of day-to-day data centre service operations using best practices and standards as well supporting the smoothing running of IT and assets management. It is intended that the data centre will be cloudbased and using technologies and processes in accordance with the global ICT strategy. Act as Data Protection Officer for the country office.
Scope of work
The Data Centre, ICT & Assets Manager will work closely with the Procurement Manager as well as the Office Manager to ensure staff computers, the intranet, setting up the Data Centre and other supportive ICT functions of the organisation are functioning well and efficiently. The role will ensure adequate data protection in the country office.

Key working relationships
• The Data Centre, ICT & Assets Manager reports to the Country Director, and will interact with all staff to meet their ICT needs. This role involves interaction with external stakeholders particularly those dealing in ICT services. They will be guided by the overall ICT strategy, practices, and guidelines, including ICT security and data security and data protection policies, and will interact with the Global ICT team and Global Data Protection Officer (DPO) as necessary. The role will ensure data is appropriately managed in line with the UK General Data Protection Regulation (GDPR), the Data Protection and Privacy Act Uganda and other relevant data-related policies and regulations of Malaria Consortium.

Key accountabilities

The Data Centre, IT & Assets Manager will be responsible for setting up and overseeing the day-today operations of the data centre. They will be tasked with ensuring that the facility is well maintained and operating efficiently in line with data protection regulation, while also managing the people who work there. The data centre manager will typically have a wide range of responsibilities, which will include but not limited to the following:
Data Centre setup and management 30%
• Supervising the set-up, maintenance, installation and updates of Data Centre facilities and systems to meet capacity needs, in consultation with the Global ICT Manager.
• Creating policies and regulations related to the Data Centre.
• Overseeing the design and implementation of all data management systems.
• Planning and implementing security measures in accordance with ICT security and data security and protection guidelines defined by the Global ICT Manager and the Global DPO to protect organization.
• Monitoring the performance and capacity of the Data Centre.
• Ensuring compliance with ICT, data protection, and industry regulations regarding privacy and data security issues including UK GDPR and the Data Protection and Privacy Act Uganda.
• Collaborating with other departments to create a strategic plan for local ICT infrastructure growth or update existing plans as needed.
• Creating and updating disaster recovery plans for all critical systems and data.
• Keeping abreast of advances in technology so they can recommend new solutions to existing problems.
• ‘Go-to’ expert for information governance, data protection, ICT security, data security, disaster preparedness, and other key topics.
• Training, supervising, and guiding all data management staff.
• Researching and recommending new data collection and management tools and processes.
• Reviewing data center operations to identify potential areas of improvement or inefficiency in order to improve efficiency or reduce costs.
• Operating as the primary contact point for the Personal Data Protection Office, National Information Technology Authority Uganda, monitoring changes to law and regulations ensuring MC takes timely actions.
• Managing a programme of awareness-raising and training to deliver compliance and to foster a data privacy culture within MC country office.
• Overseeing the maintenance of records and submissions required to demonstrate MC data protection compliance to regulatory authorities.

Data Centre Infrastructure 30%
• Data Centre Services: Capacity planning, configuring, monitoring, and upgrading where necessary, the storage, compute, database architecture, networking, and security of the Data Centre services which will be supporting the Data Centre enterprise applications.
• Data Security and Protection: Controlling and monitoring access to enterprise data and applications hosted by the Data Centre. Only properly authenticated and authorised users can access data or use applications, and that any breaches are reported and addressed immediately using appropriate incident detection and response technologies. Also ensuring any personal or sensitive data transferred is encrypted to prevent unauthorised access in accordance with ICT data security and data protection policies.
• Data Recovery: Ensuring Data Centre data is protected from corruption or loss by ensuring appropriate processes and policies are implemented and monitored (e.g. backups).
• Business Continuity: Ensuring the Data Centre and enterprise applications have appropriate business continuity provisions and processes in place and that these are regularly monitored and reviewed.
• Database Compatibility and Integration: Ensure the data design and architecture are compatible with existing or future Ministry of Health data systems, including integration processes where required. The design and technologies should ensure data integrity, consistency, reliability, and availability. Also ensure database design is compatible and integrates with required data collection technologies including mobile, and also various data analysis technologies.

ICT Systems Management 30%
• Setting up the Data Centre to ensure timely capture, analysis, and easy access to data in Malaria consortium.
• Utilizing global ICT security policies and systems to ensure the security of data, and ICT system and processes.
• In charge of overseeing the organisation’s WAN systems (e.g., office Internet connectivity).
• Overseeing the management and maintenance of computer workstations.
• Overseeing the training of staff to ensure they can use computer software and hardware effectively and efficiently.
• Providing support in troubleshooting of computer problems.
• Overseeing the proper storage of all company data and archiving of records and data recovery.
• Provides expert technical support to other computer employees.
• Interacting with clients on a daily basis to be able to see and understand their ICT problems and provide competent solutions to these problems.
• Ensuring smooth and efficient running of all ICT systems.
• Keeping the employees informed on the various technological changes that are taking place.
• Communicating with top management with regards to ICT related issues.
• Identifying new computer systems and trends in the market so that the organisation’s ICT status is always on the forefront.
• Ensuring that the computer software licenses are up to date.
• Install and configure new computers and other ICT equipment.

Teams Management 10%
• Recruiting, retaining, developing, and leading staff responsible for efficient and effective operations of the Data Centre.
• Responsible for the operational oversight and direction to both Data Centre staff and teams.

Person specification
Qualifications and experience:
Essential:

• Bachelor’s degree in Information Technology/Computer Sciences or related discipline.
• Good experience in the field of ICT software and hardware management.
• Good experience in the field of data and database design, administration, and usage (e.g., Microsoft SQL Server, PostgreSQL, MariaDB, MySQL database, MongoDB).
• Good experience of data input and capture technologies (e.g., ODK, Kobo).
• Some knowledge of data analysis technologies (e.g., Microsoft Power BI).

Desirable:
• A Post Graduate Degree in Information Systems Management.
• Good analytical skills.
• Good spreadsheet (Excel) and other office software skills.

Work-based skills:
Essential:

• Excellent organisational skills and abilities.
• Ability to effectively manage time and resolve crises.
• Basic familiarity with the UK General Data Protection Regulation (GDPR), the Data Protection and Privacy Act Uganda and other relevant privacy regulations.
