Preamble
URBRA is an autonomous body established by virtue of section 2 of the Uganda Retirement Benefits Regulatory Authority Act 2011, Act No. 15 of 2011. It is responsible for regulating the establishment, management and operation of retirement benefits schemes in Uganda in both the private and public sectors. The Authority is responsible for supervising institutions which provide retirement benefits products and services. URBRA is an oversight body and NOT a Retirement Benefits Scheme.
The primary strategic objectives of establishing URBRA and a strong supervisory framework include:
- Protection of funds, pension members and beneficiaries’ interest by promoting transparency and accountability; Ensuring the stability and integrity of the financial sector through the stability and security of pension funds; Ensuring sustainability of the pension sector as a whole and encouragement of pension provision with a view to promoting long term capital development; Finally, setting the foundation for the gradual liberalization of the sector.
Mandate of the Authority
The Authority is responsible for the implementation of the URBRA Act, its functions among others include: Regulating the establishment, management and operation Of retirement benefits schemes in Uganda in both the private and public sectors; Supervision of institutions which provide retirement benefits products and services; Promoting the development of the retirement benefits sector;
Licensing of retirement benefits schemes; and Licensing of service providers including:
- Trustees, Administrators, Fund Managers and Custodians of Retirement Benefits Schemes. In a bid to achieve its mandate, URBRA seeks to fill the following position:

A. Purpose of the Job
Responsible to the Chief Executive for providing technical and strategic leadership in the development and enforcement of a robust and facilitative legal and regulatory framework aimed at ensuring the security of pension funds as well as protect the rights of members and beneficiaries of pension schemes. in addition, provides legal and policy analysis and advice concerning the URBRA Act, applicable laws, rules, regulations as well as facilitating the resolution of specific legal problems. Also responsible for investigating and enforcing cases of violations against statutory requirements as well as recommending disciplinary sanctions in line with the URBRA Act. Other duties include providing company secretarial services, advising the Board on legal matters as well as implementing good corporate governance practices to enhance organizational credibility..
B. Core Duties and Responsibilities
• Participate in the formulation and development of the Authority’s strategic plan including monitoring and evaluating the implementation of work-plans related to the formulation of an enabling legal and regulatory framework aimed at protecting and safeguarding pension funds.
• Provide technical leadership and strategic direction in the development, implementation and evaluation of professional legal services including overseeing, scheduling and coordinating the provision of corporate services.
• Review URBRA’s legal and regulatory framework with special emphasis on the removal of impediments, security of pension funds and protection of member interests to enhance the integrity of the pension industry
• Review complex, sensitive and high risk legal matters in order to determine which cases pose the greatest threat to the security of pension funds including the nights of members and their beneficiaries.
• Provide legal advice and assistance on all aspects of pension regulation and prepare opinions and legal interpretations on various matters related to the interpretation and review of URBRA Act and other statutory requirements.
• Review cases of violation against the URBRA Act, rules and regulations, provide legal opinion, recommend disciplinary sanctions, represent URBRA in courts of law, tribunals and before quasi-judicial bodies and may negotiate settlements to protect the interests of the Authority in contested disciplinary proceedings.
• Protect URBRA rights, privileges and interests in intellectual property and other product innovations, processes through patents and copyrights and take the necessary action to protect and preserve such rights from infringement.
• Prepare, draft and negotiate contracts, leases, formal agreements and other legal instruments between the Authority and other parties, participate in settlement and arbitration of disputes to protect organizational interests
• Monitor developments in legal research and retirement benefits legislation, participate in outreach programs to strengthen corporate governance and improve the quality of service delivery.
• Provide company secretarial services to the Board of Directors and advise on good corporate governance practices to enhance organizational effectiveness.
• Conduct legal research, develop concept papers, prepare legal briefs and opinions as well as develop effective defense strategies, arguments and testimony in preparation for legal proceedings.

• Minimum qualifications
• Master's degree in Commercial Law (LLM), Business Administration (MBA), Economics or a related field. In addition must possess LLB Honors degree
• Post graduate Diploma in Legal Practice.
• Must be an advocate of the High Court of Uganda
• Minimum of 10 (ten) years’ experience five of which should have been in providing legal and company secretarial services.
Key competencies
• Comprehensive understanding of commercial law including legal and regulatory framework governing the regulation of financial sectors
• Strong communication skills and ability to develop proposals, concept papers, position papers as well as write reports and senior relevant publications
• Flexibility and responsiveness in providing high quality customer service
• Proficiency in computer applications including word processing, spreadsheets, database, presentation, email and internet etc.
• Ability to deliver URBRA‘s articulated vision for change, create a sense oi urgency around change and motivate staff to join the change efforts
• Ability to maintain professional status and keep abreast of evolving legal trends though continuing legal education especially in the area of pensions.
