Project Context:
War Child Canada in partnership with Mastercard Foundation, Community Empowerment for Rural Development - CEFORD, Education Local Expertise Uganda (ELECU) and eight Refugee Led Community based organizations, will be implementing the BRIDGE: From Secondary Education and Skills Development to Job Opportunities for Refugee and Host Community Youth in Uganda Project. The BRIDGE project that will be implemented from 2022 10 2027 is designed to further the Mastercard Foundation' Young Africa Works Strategy (2018 to 2030, and address the youth unemployment challenge focusing on refugee and host communities in Uganda's refugee settlements in Adjumani, Obongl, Isingiro, Kamwenge, Kikuube, Yumbe, Arua and Koboko districts

The program aims to increase demand for education through a strong community engagement and strengthen education supply by strengthening the capacity of Alternative Education Program (AEP) host schools and BTVETs on gender and age sensitivity education at Lower Secondary AEP, Business, Technical Vocational Education and Training (BTVET) and university level across the country. To fulfil this, WCC is seeking for self-motivated, qualified individuals to fill the following positions:

Project Director
Duty Station: Kampala, Uganda, with regular field travel
Contract Terms: 2 years renewable
Reporting to: Head of Programs
Management Responsibility: Direct supervision of: Gender & Inclusion Advisor, Education & Transferable Skills Lead, Project Engineer, Partnership & Advocacy Lead

Position summary:
The Project Director (PD) is a senior staff position within WCC, Uganda, and a member of the Senior Management Team (SMT). The PD will provide overall leadership to the Bridge project, ensuring high quality, result-oriented program planning, implementation, monitoring, evaluation, reporting, learning and timely achievement of project milestones and objectives within approved budget.
The PD will represent the program to the Foundation, key government stakeholders, research institutions, and other partners, ensuring high levels of visibility and strong collaboration with relevant stakeholders, ensuring effective consortium management, building on the strengths of each partner to promote strong program integration and holistic service provision and capacity building of vulnerable refugee/host community youth, education, and skills development systems. The PD will proactively identify and mitigate potential risks, champion safeguarding within WCC and partner organizations.

Specific Responsibilities:
• Manage Program Relationships and networks (25%)

• Manage proactive and responsive relationship with the Mastercard Foundation in close collaboration with WCC National Staff
• Build a project relationship with MoES and participate in the relevant forums and technical working groups
• Work with the Partnership and Advocacy Lead to ensure that project sub-grantees comply to the sub-award specifications and implementation guidelines

Program Implementation (35%)
• Direct and oversee project implementation, ensuring that all strategic objectives are met within approved budget and timeline through proper design, staffing, implementation, and quality assurance to achieve high quality results.
• Build a body of evidence and learning through a rigorous MEAL
• System in close collaboration with the Country MEAL Manager

Provide Leadership and HR management to program team (20 %)

• Ensure proper technical capacity of staff to manage complex project interventions and partnerships and help ensure capacity building and trainings of team when needed
• Define, with each member of you line management, an individual action plan (IAP) on a yearly basis
• Support and advise your team in the implementation of the IAP and monitor their progress towards their predefined objectives
• Ensure good communication with your teams through regular coordination meetings and other information sharing mechanisms

Financial management (10%)
• Manage project budgets within approved spending levels and ensure timely financial reports to WCC Internal support structures, Mastercard Foundation, and key stakeholders
• Ensure that all project procurement follow the laid down and approved procedures by the Foundation and WCC.

Reporting (10%)
• Establish and maintain effective project reporting, monitoring, evaluation, and communication systems
• Submit timely, accurate and professional reports that meet Mastercard Foundation requirements

Requirements:
• Master's Degree in International Development, International Relations, Rural Development, or equivalent demonstrable experience in relevant fields.
• Minimum of seven (7) years senior management experience of complex development programs with program leadership responsibilities.
• Strong technical skills in Education including working with TVETs and youth employment programing is desirable, or a specialization in at least one of War Child Canada's programming areas
• Proven track record of managing multi-site projects including through a consortium approach
• Strong diplomacy skill: ability to establish and maintain good working relationships with partners, donors and other stakeholders in a sensitive environment.
• Excellent English writing ability and verbal skills for project proposals, reports, and communications.

Project Monitoring, Evaluation, Accountability, and Learning (MEAL) Manager
Duty Station: Kampala, Uganda, with regular field travel
Contract Terms: 2 years renewable
Reporting to: Country Monitoring, Evaluation and Learning Manager
Management Responsibility: BRIDGE Monitoring, Evaluation, Accountability Officers

Position Summary:
The Project MEAL Manager is a project-based role that reports and works closely with the Country MEAL Manager. S/he will lead the development, management, and maintenance of a comprehensive and functional MEAL system to successfully measure the progress and impact of the BRIDGE project.

Specific Responsibilities:
• Lead M&E capacity building, by deepening the understanding and use of Theory of change and result frameworks among project leadership, implementing teams, young people, and other stakeholders to support result-based mobilization, implementation, and evidence-based reporting.
• Lead in the development, adaptation, and utilization of appropriate MEAL tools, including mobile data collection, and databases management for effective performance indicator monitoring and feedback provision to staff and stakeholders.
• Lead the development of integrated annual monitoring plans in consultation with program staff and ensure regular monitoring of activities and outputs takes place in all locations of the project, with regular data quality verification and validation
• Spearhead the planning and execution of data collection, analysis, interpretation, and dissemination of the project's assessments and evaluations.
• Joint reviews with participating young people and internal staff are a key component of this, for ownership and responsiveness.
• Generate updates on key performance indicators in the indicator tracking sheet and coordinate the implementation of quality assurance and control systems to ensure data accuracy, validity, and integrity.
• Support the project team and partners on conducting evaluative youth space engagements for lessons learned and impact story capture and ensuring, along with the project director, that lessons learned are integrated into project design and implementation and budgets on a going concern basis.
• Together with the Project Director, review all project write-ups(including concepts) and partners' progress reports to ensure compliance to results framework and donor reporting requirements

Requirements:
• Minimum of a Bachelor's Degree in Social Sciences, Education, International Development, Quantitative Economics, or Statistics, or other related courses.
• Post-graduate Diploma in Monitoring and Evaluation or Project Planning and Management is an added advantage.
• Minimum of five (5) years progressive work experience in monitoring and evaluation and/or direct implementation of development programs with NGOs in at least one of War Child Canada's programming sectors (education, livelihoods, justice), including youth entrepreneurship
• Good knowledge and demonstrated experience in use of Theory of change and Result Frameworks as tools and approaches to guiding project implementation and reporting.
• Good understanding and demonstrated experience in using and promoting on-line or mobile data collection systems among users, including data analysis software.
• Demonstrated experience of working with education or entrepreneurship programs for young people or Small and Medium Enterprises' support in rural or urban areas

Gender & Inclusion Advisor
Duty Station: Kampala with 70% regular field travel
Contract Terms: 2 years renewable
Reporting to: Project Director, BRIDGE Project
Management Responsibility: Protection Officer

Position Summary:
This position will be responsible for ensuring gender and protection considerations are mainstreamed across all project activities; lead in the implementation of child safeguarding policies across the project; support capacity building regarding psychosocial support and social and emotional learning; SS and SEL: Support the NCDC in the production and adaptation of the project curriculum needs, and represents War Child Canada in key gender and inclusion working groups and coordination forums.

Specific Responsibilities:
Project Management and Delivery:

• Elaborate a gender and inclusion strategy for the project and oversee implementation of the strategy and adapt and improve
• Conduct regular reviews of project to determine integration of gender and inclusion approaches
• Maintain up-to-date knowledge and understanding of gender and inclusion issues and needs among youth, and highlight actionable and relevant adaptations for project implementation team according to shifting needs of project participants
• Develop tools and strategies for the identification, enrollment, retention, and transition of learners with Special Education Needs and Disabilities, including supporting advising on the delivery of assistive devices to learners with disabilities.
• Facilitate the conduct of school-based workshops with each of the 34 lower secondary AEP secondary schools to draft Child Safeguarding, Sexual Exploitation and Abuse (SEA) and Code of Conduct policies and procedures, including reporting, feedback, and referral mechanisms
• Provide support in the development of operational manuals and curricula to ensure gender and youth equity and sensitivity in manual content and presentation
• Collaborate with local women's groups, gender-focused organizations, youth-focused organizations and other groups implementing similar gender- and youth-related activities in similar areas
• Work closely with technical staff to design and implement activities that strengthen women's and youth access to education finance training, and other resources

Monitoring, Evaluation, Accountability, Reporting and Learning
• Working closely with the Monitoring, Evaluation, Accountability Manager, integrate gender and inclusion lens in development and implementation of a robust MEAL framework, plan and system to measure, document and disseminate progress, results and organizational learning during project implementation (including baseline, midline, and endline assessments).
• Ensure agreed and adopted MEAL approaches consistently integrate gender and inclusion approaches and strategies.

Human Resource (HR) and Operations:
• Working closely with the Project Director and the Finance, Grants and Operations, ensure up-date-date recording and effective management, accountability, and utilization project budgets, goods, supplies and equipment within your management.
• Establish a safe environment for sharing of ideas, solutions, and challenges and the capacity to detect, analyze and respond quickly to deficiencies.
• Identify performance gaps and training opportunities for supervised staff and Refugee Led CBO partner and technical assistance

Requirements:
• Master's degree in Gender Studies, Gender, and Development or equivalent
• Minimum of seven (7) years extensive experience of working with gender mainstreaming including programme development, implementation and monitoring and evaluation
• Experience of working with gender transformative approaches, empowering women, and girls, changing gender norms and engaging men and boys to promote gender equality
• Good understanding of child rights programming and human rights-based approaches.
• Proven experience working in education programming in development and/or humanitarian contexts

Education & Transferable Skills Lead
Duty Station: Kampala; 80% regular field travel
Contract Terms: 2 years renewable
Reporting to: Project Director, BRIDGE Project
Management Responsibility: Senior Project Officer Education, and Refuge Led CBOS Specialist knowledge of gender equality, the rights and empowerment of women and girls and engaging men and boys in gender equality in theory and in practice in a development and/or humanitarian context

Position Summary:
This position will lead the implementation and delivery of:
• Lower Secondary AEP in 34 Lower Secondary AEP host schools; strengthening the capacity of BTVET institutions and eight Refugee Led CBOS, scholarships award to target refugee and host community learners at BTVET, A Levels and Tertiary/University Level:
• Supporting the NCDC in the production and adaptation of the Lower Secondary AEP Curriculum and represents War Child Canada in key Education in Emergencies (EiE) working groups and coordination forums.

Specific Responsibilities:
Project Management and Delivery

• Lead the development of systems and tools for the establishment, management, and delivery of lower secondary AEP (Accelerated Education Programs) in 34 AEP centers in Adjumani, Obongi, Yumbe, Arua, Koboko, Isingiro, Lamwo, Kikuube, Koboko and Kamwenge districts.
• Facilitate and lead the institutional strengthening of fifteen identified partner Business Technical Vocational Education and Training (BTVET) Institutions especially regarding transferable skills integration into BTVET curriculums.
• Establish transparent and clear scholarship award criteria for target beneficiaries to Advanced Level Education, BTVET and university education with the involvement and consultation of key local stakeholders at the refugee settlement and district level.
• Take a lead in the development and adaptation of the War Child Canada transferable skills training manual and provide oversight and quality management of cascaded trainings.
• Provide technical support to and facilitate the National Curriculum Development Center (NCDC) on the project's Lower Secondary AEP curriculum development.
• Provide technical oversight and manage the project's partner refugee-led Community Based Organizations (CBOs) to deliver on agreed sub-grants that will support the implementation of Lower Secondary AEP.
• Lead War Child Canada representation in the Education in Emergencies Working Group including in the primary and lower secondary AEP - EIE sub-committees

Monitoring, Evaluation, Accountability, Reporting and Learning (MEARL)
• Working closely with the Monitoring, Evaluation, Accountability and Learning (MEAL) Project Lead and the Country MEAL Manager, develop and implement a robust MEAL framework, plan and system to measure, document and disseminate progress, results and organizational learning during project implementation
• Ensure agreed and adopted MEAL tools are consistently and effectively used throughout the project cycle.
• Work in close consultation with MEAL Project Lead and the MEAL Country Manager, to oversee the planning and implementation of a baseline survey, mid-term and final project evaluations and other MEAL activities in accordance with the project proposal and donor funding agreement.

Human Resource (HR) and Operations:
• Responsible for performance-based management, supervision, and capacity development of project staff and Refugee Led Community Based Organization partner staff and ensure the identification and design and delivery of high-quality training and technical assistance.
• Work closely with the Project Director and the Finance, Grants, and operations, to ensure up-date-date recording and effective management, accountability, and utilization project budgets,goods, supplies and equipment within your management.

Requirements:

• Master's Degree in International Development, International Relations, Vocational Pedagogy, Rural Development, or equivalent demonstrable experience in relevant fields. .
• Minimum seven (7) years senior management experience of complex development programs with project management responsibilities.
• Strong technical skills in Education programing.
• Proven track record of managing multi-site projects including through a consortium approach.

Regional Coordinator
Duty Station: Regional Office (Southwestern - Kamwenge); 70% regular field travel
Contract Terms: 2 years renewable
Reporting to: Head of Programs
Management Responsibility: Project Managers, Field Level Finance and Administration Officer and Human Resources Officer.

Position Summary:
The Regional Coordinator will provide day to day leadership and coordination with all project staff and implementing partners in respective regions in the implementation of all the stages of the design and implementation of the BRIDGE project activities and other War Child Canada Projects within their geographical space. The incumbent will ensure that all planned activities are implemented in a timely and efficient, and effective manner and according to the agreed War Child Canada and donor guidelines. The incumbent will provide administrative and management leadership of the sub-offices within their jurisdiction, including finance, grants, procurement, child safeguarding and staff and office security and safety.

Specific Responsibilities: Project Management and Delivery (50%)
• Ensure the effective and coherent planning, implementation and monitoring of War Child Canada and implementing partner project activities in line with approved project work plans and donor standards
• Foster collaboration within the Regional Office, with Country Sub-Offices in the region, other Regional Offices, and relevant project Managers
• Development and nurturing of regional partnerships and networks in line with regional priorities and in support of the effective delivery of regional project-based activities.

Monitoring, Evaluation, Accountability, Reporting and Learning (MEARL) (20%)
• Working closely with the Country MEAL Manager, the BRIDEG Project MEAL Lead and other Project Managers to co-develop and implement a robust MEAL framework to measure, document and disseminate progress, results and organizational learning during project implementation for all project activities within the regional geographical space.
• Ensure agreed and adopted MEAL tools are consistently and effectively used throughout the project cycles within the regional geographic space.

Administration, Human Resource (HR) and Operations: (30%)
• Manage and coordinate the general operations of the Regional Office and Sub-offices, particularly the supervision and monitoring of finance, procurement, and operational logistics of program activities, always ensuring that the procedures of WCC regarding finances, banking, logistics, transportation, and procurement are faithfully observed and implemented by all staff.
• Working closely with the BRIDGE Project Director, other Project Directors and the Finance, Grants, and operations team, ensure up-date-date recording and effective management, accountability, and utilization project budgets, goods, supplies and equipment within your management.
• Implementation of the regional capacity development strategy and plan to maximize use of regional resources to address capacity gaps at the regional level
• Contribute to the Uganda Country Program Senior Management Team and provide management support and delivery of high- quality training and technical assistance. .

Requirements:
• Minimum of a Bachelor's Degree in Social Sciences, Development Studies or other related fields.
• Post-graduate qualifications in Project Planning and Management are an added advantage
• Minimum of five (5) years' experience in project management with a strong HR experience with multi-location/district operations at the regional level within a country.

Advocacy & Partnership Lead, BRIDGE Project
Duty Station: Regional Office (Arua) 80% regular field travel

Reporting to: Project Director, BRIDGE Project
Management Responsibility: 8 Refugee Led Community Based Organizations, 2 National Civil Society Organizations.

Position Summary:

This position will lead the supervision and capacity development of the projects local partners and provide technical support in the project's advocacy initiatives - particularly those led by the projects implementing partners.

Specific Responsibilities:
Partnership Management

• In coordination with the Grants Manager, Project Director, and other sector heads, lead the development and management of partnership sub-agreements with the BRIDGE Project' eight refugee-led CBO partners and two national NGO partners and ensure that sub-grant agreements are respected.
• Provide oversight and manage the on-time implementation and budget utilization by BRIDGE sub-grantees according to approved partner budgets
• Conduct a collaborative capacity strengthening needs assessment and develop and support the implementation of capacity strengthening action plans for the projects NNGO and Refugee Led CBO partners in collaboration with the MEAL Lead.
• Facilitate and conduct capacity strengthening trainings and mentorship for the BRIDGE project staff and implementing partners Lead coordination and communication between WCC and the BRIDGE project implementing partners and other identified key stakeholders
• Build strong programmatic coordination and integration with other Mastercard Foundation implementing partners, ensuring synergy especially in creating shared opportunities for young people within the Young Africa Works strategy
• Lead efforts with partners to design new initiatives and collaborative work with War Child Canada and other organization
• Coordinate with the Gender and Inclusion Adviser to ensure inclusive programming and policies across partner agencies

Advocacy
• Train the BRIDGE Project eight refugee-led CBO partners and two national NGO partners on effective advocacy/influencing strategies and tools (public policy, campaigns etc.) to promote gender-transformative educational structural changes and other priority education policy issues
• Support the BRIDGE Project' eight refugee-led CBO partners and two national NGO partners to implement national and localized education policy related initiatives including in the promotion of gender-transformative and inclusive educational structural changes
• Lead on or support and steer the development of advocacy products and other relevant materials as needed.
• Proactively engage in campaign decision-making fora, working closely with the WCC global team and other advocacy and campaign colleagues, ensuring local, regional, and global linkages.
• Work closely with other project managers and the Gender and Inclusion Advisor to ensure close synergies between program and advocacy, including addressing protection and gender justice agendas.

Monitoring, Evaluation, Accountability Reporting and Learning (MEARL):

• Working closely with the Monitoring, Evaluation, Accountability and Learning (MEAL) Project Lead and the Country MEAL Manager, support project implementing partners to develop and implement a robust MEAL framework, plan and system to measure, document and disseminate progress, results and organizational learning of project implementation areas of responsibility
• Ensure agreed and adopted MEAL tools are consistently and effectively used by the projects implementing partners throughout the project cycle.
• Ensure that the projects implementing partners are involved in the planning and implementation of a baseline survey, midterm and final project evaluations and other MEAL activities in accordance with the project proposal and donor funding agreement.
• Work closely with the Education and Transferable Skills Lead and Senior Project Officer - Innovation and Technology to support the projects Refugee Led CBO and CSO partners in reviewing project performances on a regular basis.

Requirements:
• Master's degree in Social Development, Political Science, Public Policy, or substantial Community development experience or equivalent demonstratable experience in relevant fields.
• Minimum of seven (7) years of work experience in project support, ideally with local partners and for an INGO and in advocacy policy, or campaign work or experience managing a consortium
• Experience working with partners, especially on capacity building, participatory action planning and community engagement.
• Ability to tailor approach of presented content according to audience.

Senior Project Officer Innovation & Technology BRIDGE Project

Duty Station: Kampala 80% regular field travel
Contract Terms: 2 years renewable
Reporting to: Project Director
Management Responsibility: Responsible for technical oversight to two National Non-Government Organizations (NNGO) Implementing Partners.

Position Summary:
This position will ensure that technology is mainstreamed across all project activities, as appropriate. It will also work with other technology-related interventions in Uganda, and regionally, to look at best practices and new opportunities, ensuring technology is used to the best possible outcome of the youth involved in this program.
The position will also lead and provide technical support regarding adaptation and implementation of the 'UPSHIFT incubation business/entrepreneurship 'boot camps.'

Specific Responsibilities:
Project Management and Delivery

• Lead the development of systems and tools for the establishment, management, and delivery of the 'UPSHIFT 'business incubation initiative, including a TOT manual.
• Focus on acceleration or scale up of innovative projects out of the UPSHIFT processes and document and share both those that succeed and fail.
• Provide oversight and manage the sub-grant to Cyber School Technology Solutions (CSTS) for the delivery of; a) virtual science laboratories at AEP centers) to digitize the Lower AEP curriculum and c) to Train AEP and BTVET teachers on ICT skills. Support the establishment of school-based STEM and entrepreneurship clubs and facilitate trainings to further strengthen work readiness, Transferable and entrepreneurship skills beyond the classrooms.
• Support the NCDC curriculum development processes, including in the development of the Lower secondary School AEP woodwork, Agriculture, entrepreneurship subject curriculums, in collaboration with the Education and Transferable Skills Lead.
• Lead and facilitate the promotion of digital transformations in the humanitarian and development programs of the War Child Canada Uganda programming.

Monitoring, Evaluation, Accountability, Reporting and Learning (MEARL):

• Work in close consultation with the Monitoring, Evaluation, Accountability and Learning (MEAL) Project Lead and the MEAL Country Manager to ensure learnings and evaluations from monitoring and evaluation initiatives are mainstreamed within project implementation processes.
• Lead and facilitate the development of business opportunity feedback study for innovative approaches in project target areas such as green energy, green jobs, and other friendly environmental solutions.

Requirements:

Advanced university degree in one or more of the following areas: Innovation, International Development and Management, Business Administration, Social Policy, Entrepreneurship, Information Technology, Communications, or related fields is desirable. Minimum of 3-5 years' experience in Humanitarian or Development sector, working on innovation, start-up incubation Have strong links to social innovation spaces, incubator space, social enterprises, and start-ups.
