Overview
MCHN ACTIVITY

The MCHN Activity is a five-year (January 01, 2020 - December 31, 2024), USAID-funded program, with a total estimated cost of $21,740,084. The activity is designed to strengthen the Government of Uganda’s (GOU) capacity to effectively implement MCHN strategies.

USAID/Uganda is committed to improving MCHN outcomes in Uganda through targeted evidence-based interventions. USAID/Uganda has made significant investments to contribute to improvement in MCHN outcomes in Uganda.


FPA ACTIVITY
FPA is a five-year (March 05, 2020 - March 05, 2025) USAID-funded activity with a total estimated cost of $24,000,000. The goal of the activity is to increase adoption of positive reproductive health behaviors among Ugandan women, men,and young people in eleven focus districts of Buliisa, Kiryandongo, Kibale, Kyankwanzi, Kyegegwa, Kyenjojo, Ntoroko, Bundibugyo, Butambala, Gomba, and Rakai.

Under the overall guidance of USAID Uganda, the USAID Strategic Information Technical Support (USAID SITES) will carry out an evaluation to:
• To establish how the approaches used by the MCHN Activity and FPA have contributed to improved national and sub-national MCHN and FP outcomes. The evaluation will focus on the geographic areas of the MCHN Activity and FPA.
• To assess and document key issues that must be considered by USAID to deliver and sustain family health, malaria and global health security services among the urban poor in Kampala, Wakiso and Mukono.

Responsibilities
• Inception report showing the detailed evaluation schedule with detailed timelines. The report should provide an overview of the methodology that will be used and selection methods that will be used to select participants/respondents.
• First draft report and oral presentation to USAID: The content should cover all the main elements of the report including major findings, conclusions, lessons learned, recommendations and relevant annexes. The input from the oral presentation sessions should also be incorporated in the report.
• Technical briefer: A summary of key findings from the main report.
• Cleaned, labeled, and ready-to-use electronic copies of datasets collected through fieldwork and cleaned, ready-to-use electronic copies of focus group discussion analyses. In addition, copies of all instruments used in data collection must be separately delivered to USAID.
• Final draft report: A complete report presented in the agreed-upon format and incorporating initial comments from USAID.
• Presentation of the summary evaluation findings, conclusions, and recommendations to USAID
• Final report: The team leader will submit a final report within five days of receiving final comments from USAID. The core report should not be more than 35 pages excluding annexes.

Qualifications
• The Team leader will be a holder of a master’s degree in public health or related field with a minimum of 10 years of Reproductive, Maternal, Newborn, Child Health and nutrition programming experience in Sub-Saharan Africa and skills in monitoring and evaluation of public health programs. S/he will have played a substantive role in a minimum of three studies/evaluations in health. S/he must have a good understanding of the Ugandan health care system as it relates to urban health care.
• The Social worker will have a masters degree in social sciences or related with over 7 years’ experience in working in urban health programs, and with knowledge of and experience in public health programs. S/he must have good knowledge of the Ugandan health care system and is familiar with urban health programming.
• The Evaluator will have a masters in statistics, public health, epidemiology, applied research or related field. S/he must have excellent survey design, sample design and statistical data analysis skills in health related programs. S/he must have at least 5 years’ experience in monitoring and evaluation. S/he must have played a similar role in more than five studies, assessments or evaluations. S/he must be familiar with Uganda’s health care system and the reproductive health programming landscape.
