Background
World Vision Uganda (WVU) is a Christian relief, development and advocacy non-government organisation dedicated to working with children, families and communities to overcome poverty and injustice. We currently work in 43 districts and have 48 Area Programmes implementing projects in health & nutrition, water, sanitation & hygiene (WASH), livelihoods & resilience, education and child protection. Position: Monitoring Evaluation Accountability and Learning Officer
Report to: Meal Coordinator
Location: Rwamwanja & Kyaka II

Advert Start Date: 29th May 2024

Purpose of the position:
The MEAL Officer will be responsible for effective and high quality planning, implementation, coordination, monitoring, reporting of the 14 months’ livelihoods and resilience project funded with funding from the World Food Program. The project will be implemented in Terego ditrict (Rhino Camp) in West Nile Uganda. The project will aim at improving food security, livelihoods and self-reliance of refugees and host communities in terego district. The job holder will be responsible for routine and data collection and analysis, performance monitoring, accountability to the affected populations (AAP) and capacity building of for staff and stakeholders on MEAL practices as will be determined by management. They will be guided by the MEAL coordinator to establish a robust MEAL system within the project

Key Outputs/Responsibilities.
Develop timely and high quality periodic reports
• Develop activity, weekly, monthly and quarterly, semi-annual and annual departmental reports and share these with the Project Coordinator and the MEAL coordinator for reviews and subsequent sharing. These will also include Post Distribution Monitoring reports. Support review of project baseline and end line reports as well as any other department reports as and when such activities are carried out
• Promote utilization of data/information from progress reports, baselines, evaluations and other assessments at project level through reflection and learning forums such as quarterly review meetings and management meetings or conferences for project partners.
• Documentation of project learnings, project most significant change stories, best practices etc. in profiling the projects performance to stakeholders.

Administration of project performance monitoring tools.
• Derive a comprehensive MEAL system from the project log frame and institute a robust M&E system to collect and analyse information.
• Administer performance monitoring tools to track project indicators in line with the project implementation plan. Provide technical support to the field staff, beneficiaries and other stakeholders on program performance monitoring and evaluation according to program implementation plan, World Vision evaluation strategy and donor requirements. Including performance reports to the project coordinator effective decision making.
• Develop and support utilisation of data collection tools for comprehensive beneficiary profiling so that it is easy to attribute the impact at the end of the project.
• Conduct routine and periodic collection and analysis of data, providing both descriptive and inferential statistics that confirms status of project activities in the response based on log frames and M&E frameworks as well as qualitative analysis. In addition, consolidates reports, at output level and shares with the MEAL Coordinator and managers on monthly, quarterly, mid-year and annually as per M&E Plan; including implementation of program monitoring evaluation recommendations.

Accountability to beneficiaries
• Ensure programme Accountability to beneficiaries and donors is implemented in line with World Vision Uganda Programme Accountability Framework (PAF).
• Establish robust accountability mechanisms within the project areas with a focus on age gender and disability and ensure that project participants are given full package of information about the intervention, including the selection criteria, project duration and service packages to help them make informed decisions.
• Support to ensure that a start-up workshop is conducted and stakeholders are sensitized on the project design and implementation at the start of the project
• Consult beneficiaries from time to time on their preferences during implementation through surveys, assessments, meetings, toll free line and other available channels and ensure meaningful participation and involvement of project participants. Set up a complaint, feedback and referral mechanism to easily collect and respond to participants’ issues related to the implementation. Participate in community meetings, engage with community leaders and beneficiaries during routine monitoring visits

Capacity Building
• Provide M&E support to the project staff, beneficiaries and other stakeholders on monitoring and evaluation according to World Vision Uganda evaluation strategy and donor requirements.
• Develop capacity of project staff to utilize existing M&E tools for proper tracking and reporting in line with the donor guidelines including coaching and mentoring for project staff, partners and other stakeholders on Design, monitoring, evaluation & research.
• Impact documentation, Learning and Knowledge management
• Work with the MEAL Coordinator to develop/or administer knowledge management databases, principles, procedures and standards to institute effective knowledge management systems.
• Progressive documentation and sharing of achievements of best practices and/or human-interest stories from the project on quarterly basis.

Qualifications: Education/Knowledge/Technical Skills and Experience.
• University degree in a statistic, quantitative economics, development studies, demography, biostatistics or a related field is required.
• A Post graduate Diploma in Monitoring and Evaluation will be an added advantage.
• Minimum of three years of work experience managing data intensive programs in designing, monitoring, and evaluation methodologies is highly desirable. Knowledge of statistical data analysis packages e.g. SPSS, Epi-info, Nvivo, etc.
• Experience with qualitative and quantitative M&E data collection and analysis methods, including tracking outcome indicators, is desirable. Should have relevant field experience in development, monitoring and evaluation of community-based projects especially in a refugee context.
• Knowledge of M&E issues with respect to service delivery and support related to Education and protection, capacity development is desirable.
• Experience in designing M&E methodologies and tools, and the ability to coach and train others in their use is desirable.
• This position requires a person who is self-starter, who can accomplish the task with minimal or no supervision. He/she should be able to manage a team of staff as well as cooperate with other units. He/she must be keen on details and well organized individual.
• Report writing, research, monitoring and evaluation.
• Minimum of 3 years M&E related work experience
• Experience of data collection, collation, analysis, and report writing
• Professional, motivated, open, creative, mature, responsible, flexible and, culturally sensitive
• Strong leadership, organizational and analytical skills, and ability to work under pressure
• Excellent verbal and written skills in English.
• Excellent computer skills, particularly with Microsoft Excel, spreadsheets
• A PGD in Monitoring and Evaluation is preferred.
• Minimum of five years of work experience managing data intensive programs in designing, monitoring, and evaluation methodologies is highly desirable. Knowledge of statistical data analysis packages e.g. SPSS, Epi-info, Nvivo, etc.
• Experience with qualitative and quantitative M&E data collection and analysis methods, including tracking outcome indicators, is desirable. Should have relevant field experience in development, monitoring and evaluation of community-based projects especially in a refugee context.
