Overview
USAID/SITES is seeking to engage a consultant to undertake the review of the existing Child programming data collection tools in collaboration with the Ministry of Gender, Districts, OVC Service Providers and other stakeholders to Review existing tools, Adapt and standardize the existing data collection and reporting tools, finalize and Validate relevant tools for the CWMIS, conduct a rapid assessment on the Capacity of District Local Governments (DLGs) to collect and Report on Indicators and, finalize the work flows. USAID SITES has been part of the process since the assessment and now will lead the review and finalization of data collection tools.

Responsibilities
TERMS OF REFERENCE
Specific objectives:

• Review existing child programming data collection tools for harmonization
• Adapt and standardize the existing data collection and reporting tools, finalize and Validate
• Develop Standard Operating Procedures (SOPs)
• Conduct a rapid Capacity assessment of District Local Governments (DLGs) to collect and Report on Indicators
• Finalize the work flows to guide the data collection/reporting process

Methodology & Reporting lines:

The proposed methodology is to conduct a desk review of the existing materials/tools, face-to-face discussions with different implementers and Government teams in workshop modes (Group work), aided by a review of available grey and published literature regarding child programming at the global, Regional and National level.

Under the general supervision of the Capacity Building Team Lead, the consultant (s) will perform the following tasks:
• Develop an inception report, detailing plans, protocols and methodologies to be used for each of the steps of this exercise: presentation of drafts/ samples both soft and hard copies, formats of consultative meetings among others. The inception report will also include a detailed work plan, a proposed calendar and key targets, drawn from these TORs.
• This will provide the opportunity to verify that all teams share the same understanding about the tools review objectives. The inception report should detail the consultant’ understanding of what is being reviewed and why, showing how each Case Management step will be handled by way of: proposed methods; proposed sources of data; and data collection procedures.
• The inception report should include a proposed schedule of tasks, activities and deliverables. The report will be discussed and agreed upon.

Key deliverables:
The Consultant will be expected to deliver the following outputs:

• An inception report detailing the approach and methodology to be used and a detailed execution plan,
• Draft copies of the harmonized reports before the first stakeholder meeting
• Reports of all stakeholder meetings conducted, DLGs’ capacity assessment report, including a validation meeting
• Final versions of the tools, Assessment report and work flows in soft and hard copy formats, word and PDF versions and any other desirable format

Evaluation documents for review:
• SITES and the Ministry of Gender will endeavor to provide all the necessary documents required for review to the consulting team/firm. This could include, but is not restricted to: data collection tools for the different systems, quarterly reports, the final systems assessment report, the road map among others.

Review duration:
• The overall review process is expected to take 60 working days including preparation, literature reviews, consultative meetings and reporting. The Consultant should be able to undertake some of the tasks concurrently to fit within the planned time-frame, without compromising the quality expected. The assignment is expected to commence in April 2023.

Qualifications
Skills required:

• A minimum of a Master’s degree in Child programming, demography, population studies, Social sector planning, epidemiology, Public health, or any other related.
• A least 10 years of progressive experience in the field of child programming, public health program monitoring and evaluation, interface with Ugandan child programming policies will be an added advantage.
• Must have strong knowledge of Uganda children data management systems.
• Experience working with Government departments NGOs implementing child care/HIV interventions, Donors among others.
• Experience working with GOU heath information systems and local organizations in M&E strengthening is an advantage.
• Must be familiar with GOU child care electronic databases
• Ability to prepare and deliver formal presentations on programs and results.
• Excellent data analysis skills and ability to think concisely, critically as well as distill information to lay audience.
• Good analytical thinking and ability to interpret child programming, public health, demographic and epidemiological data.
• Ability to fully grasp the complexity of data management, tech-savvy and possess excellent troubleshooting skills.
• Excellent working knowledge of major databases, data visualizations applications and other analytical programs
• This recruitment will be conducted on a rolling basis.
