Key Responsibilities:
Project Planning and Implementation:
• Develop detailed project plans, timelines, and budgets in collaboration with key stakeholders.
• Strengthen capacity of local partners at sub county and district level (Water boards and Hand Pump Mechanics Associations)
• Coordinate the implementation of project activities according to the project plan, ensuring alignment with project goals and objectives.
• Report project activities as per approved DIP, and budget.
• Monitor project progress and make adjustments as necessary to ensure timely completion of deliverables.
• Ensure the overall project targets and goals are achieved and sustainable.
Project Monitoring, Evaluation and Learning (MEAL)
• Support effective monitoring, documentation and reporting in compliance with agreed standards.
• Ensure full participation of beneficiary communities, with particular regard for those marginalized during design, monitoring and evaluation by attending community mobilizations, meetings and community trainings.
• Collaborate with WASH MEAL specialist and District Water Office to lead in mWater application mapping and survey of all water resources
• Collaborate with the District Water Office in periodic update of Water resources assets registry, calculation of CapManEx costs and prioritization of water resources
• Work closely with health, Evidence and Learning teams, Advocacy, for the purpose of the project quality assurance and as well as evaluations, documentation of learnings, evidence and development of policy briefs
• Liase with MEAL teams to develop and implement a robust monitoring and evaluation framework to track project progress, outcomes, and impacts.
• Collect, analyze, and report on project data to assess the effectiveness of interventions and identify areas for improvement.
• Lead in project research and documentation of learnings and evidence of project outcomes
• Facilitate learning and knowledge sharing among project stakeholders to promote best practices and innovation in WASH financing using multiple platforms both within World vision teams and external stakeholders.
Stakeholder Engagement and networking:
• Build and maintain strong relationships with District Water and Sanitation Coordination Committee, District Water Office, District Water Board, Hand Pump Mechanics Association, Ministry of Water and Environment, local authorities, community leaders, and other stakeholders involved in the project.
• Represent the organization at relevant forums, workshops, and conferences related to WASH initiatives.
• Actively participate in Sub national and District coordination ensuring that World Vision Uganda is adequately represented.
• Engage with District and Sub County Health authorities to ensure quality government and community participation in the project
Community Mobilization and Sensitization:
• Lead community mobilization efforts to raise awareness about the importance of clean water, sanitation, and hygiene practices.
• Conduct sensitization campaigns and community meetings to educate stakeholders about the project objectives, financing mechanisms, and their roles and responsibilities.
• Foster community ownership and participation in project activities to ensure long-term sustainability.
Capacity Building and Training:
• Coordinate capacity-building initiatives for water boards, Hand Pump Mechanics Associations (HPMAs), and other local stakeholders involved in water system management.
• Develop and deliver training programs on topics such as financial management, technical skills, and community governance to enhance the capacity of project beneficiaries.
• Monitor the effectiveness of training activities and provide ongoing support and mentorship to ensure skill retention and application.
Financial Management:
• Work closely with the Financial Service Provider (FSP) to facilitate loan disbursement and financial management activities for the project.
• Monitor project expenditures and ensure compliance with support office and World Vision financial policies and procedures.
• Prepare timely financial reports and updates for internal and external stakeholders as required.
End Results
• Project activities are implemented on time and as planned and approved by the Support Office. High quality field level programming — relevant and impactful
• All major potential project risks are effectively mitigated.
• Functional project M&E; Quality project reports, continuous project indicator tracking and oversight of project evaluations backstopping.
• Adherence to Financial guidelines and audit standards
• Good audit performances as a result of strong financial planning and management
• Responsible for providing oversight and management of project risks — actively identify, assess, report and update project risk registers as required.

Qualifications and Experience:
• At least 3-5 years of experience implementing or managing rural water supply and sanitation projects.
• Demonstrated knowledge of WASH sector issues, including water system management and WASH systems financing.
• Experience in leading or implementing WASH financing projects
• Experience coordinating trainings, community activities and logistics at the field level
• Strong project management skills with the ability to plan, organize, and prioritize tasks effectively to meet deadlines and deliverables.
• Excellent communication and interpersonal skills, with the ability to build relationships and work collaboratively with diverse stakeholders.
• Experience working in rural communities and understanding of local context, culture, and dynamics in Uganda.
• Demonstrated experience in organizing and facilitating training, mentorship and capacity building of community leaders;
• Proficiency in Microsoft Office Suite and project management tools/software.
• Fluency in English and knowledge of local languages spoken in Kamwenge District is an advantage.
