EXPRESSION OF INTEREST (EOI) FOR PROVISION OF SECURITY SERVICES (CFT REF: RFP-CNL-LD-00688).
CNOOC Uganda Limited (CNOOC), a subsidiary of China National Offshore Oil Corporation, is an oil and gas exploration and production company, and Operator of the Kingfisher Development Area located in Kikuube and Holma Districts.
CNOOC invites Expression of Interest (EOI) from professional competent companies for provision of security services.
Scope of services:
The security firm shall provide the following services:
1. Provide Married Guard Services to office, specified residences and field sites twenty-four hours a day, seven (7) days a week for the full duration of the contract period.
2. Monitor panic alarms, activation and provision of quick response service.
3. Call-out security guard services as and when required by the Company.
4. Reporting, testing, interacting and wanting with the CHSSE department of the Company.
5. Liaising with government security forces and other agencies.
6. Monitoring of the CCTV systems at the respective areas.
7. Supervision of all security services.
The services are divided into two (2) lots as follows:
Lot 1: Site Security Services - Kingfisher (KFDA) and LA2-South (Kisinja)
Lot 2: Office Security Services - Kampala
Minimum requirements to participate in the Call for Tender:
• Registration on the National Supplier Database (NSD) by the Petroleum Authority of Uganda for service providers in the Oil & Gas sector;
• Experience of CHSE policy, procedure and process in compliance with the Ugandan petroleum regulations, the IFC Performance Standards and the international industry standards;
• Performance and/or provision of similar services, in Uganda, East Africa or International;
• Suitably qualified and experienced personnel;
• Operational capacity to provide the scope of services and equipment in a given package.
• Compliance with the Local and National Content statutory laws and regulations of the Government of Uganda;
• Financial capacity to undertake the eventual contract; Compliance with the Local and National Content statutory laws and regulations of the Government of Uganda;
• Bidders should strictly comply with Regulation 9 (Priority of Ugandan goods and services during procurement) and Regulation 10 (Contracts for goods and services to be exclusively provided by Ugandan citizens and companies) of THE PETROLEUILARY CORATION, DENELOPMENT AND PRODUCTION (NATIONAL CONTENT) REGULATIONS, 2016. Any non-compliance may lead to direct disqualification. And bidders should solely bear all the risks and consequences caused by the non-compliance.
• Parent company and its subsidiary are not allowed to participate in the bidding for the same full section of a tender, or a tender not splitting into lots (sections). Otherwise, both the parent company and its subsidiary’s bidding proposals shall be treated as null and void.

Bidders shall prepare and submit fully completed PQ documents based on the requirements in the PQ questionnaire. These documents shall be submitted to the emails above on or before 18:00h or 14:30pm (EAZIT GMT+3) April 29, 2026.
Note: Bidders who express interest but do not submit fully completed PQ documents shall not be considered for next steps.
Request for Proposals will be issued to those who shall have successfully passed the Pre-qualification stage.
