Provision Of Lifting And Material Handling Services tender at CNOOC Uganda Limited

CNOOC Uganda Limited (CNOOC), a subsidiary of China National Offshore Oil Corporation, is an oil and gas exploration and production company, and Operator of the Kingfisher Development Area located in Hoima and Kikuube Districts.

CNOOC invites Expression of Interest (EOI) from professional competent companies for provision of lifting and material handling services.

Summary of the Scope of Services:
Provision of lifting and material handling services including equipment (with associated accessories), drivers/and operators, Material handlers to support Company operations in at the KFDA, LA25, Head-Office (in Kampala) and any other operational location.

Minimum requirements to participate in the Call for Tender:

  • Registration on the National Supplier Database (NSD) by the Petroleum Authority of Uganda for service providers in the Oil & Gas sector.
  • Experience of QHSE policy, procedure and process in compliance with the Ugandan petroleum regulations, the IFC Performance Standards and the international industry standards;
  • Performance and /or provision of similar services, in Uganda, East Africa or International;
  • Suitably qualified and experienced personnel;
  • Operational capacity to provide the scope of services and equipment in a given package.
  • Compliance with the Local and National Content statutory laws and regulations of the Government of Uganda;
  • Financial capacity to undertake the eventual contract; Compliance with the Local and National Content statutory laws and regulations of the Government of Uganda;
  • Bidders should strictly comply with Regulation 9 (Priority of Ugandan goods and services during procurement) and Regulation 10 (Contracts for goods and services to be exclusively provided by Ugandan citizens and companies) of THE PETROLEUM (EXPLORATION, DEVELOPMENT AND PRODUCTION) (NATIONAL CONTENT) REGULATIONS, 2016. Any non-compliance may lead to direct disqualification. And bidders should solely bear all the risks and consequences caused by the non-compliance.
  • Parent company and its subsidiary are not allowed to participate in the bidding for the same lot (section) of a tender, or a tender not splitting into lots (sections). Otherwise, both the parent company and its subsidiary’s bidding proposals shall be treated as null and void.

Interested parties may send their EOI to the following emails: sh_procure.cnoocuganda.com; cc procurement.cnoocuganda@gmail.com, requesting for Pre-Qualification (PQ) questionnaire captioned with the tender reference “EXPRESSION OF INTEREST (EOI) FOR PROVISION OF LIFTING AND MATERIAL HANDLING SERVICES (CFT REF: RFP-CUL-LD-00761)” in the subject of the email. Bidders shall prepare and submit fully completed PQ documents based on the requirements in the PQ questionnaire. These documents shall be submitted to the emails above on or before 1700hrs/5pm (EAT/GMT+3) May 12, 2025

Note:

  • Bidders who express interest but do not submit fully completed PQ documents shall not be considered for next steps.
  • Request for Proposals will be issued to those who shall have successfully passed the Pre-qualification stage.

About the Lifting and Material Handling Services Contract:
CNOOC Uganda Limited is seeking qualified service providers to deliver comprehensive lifting and material handling services to support its operations in the Kingfisher Development Area (KFDA) and other operational sites. This contract is critical for ensuring efficient and safe handling of heavy equipment and materials in Uganda's oil and gas sector.

Key Responsibilities for Service Providers:

  • Supply and maintain lifting equipment (cranes, forklifts, hoists, etc.) with all necessary accessories.
  • Provide certified operators and drivers for the equipment.
  • Ensure compliance with international QHSE standards and Ugandan petroleum regulations.
  • Support logistics operations across multiple sites, including the KFDA, LA25, and Kampala Head Office.

Requirements for Bidders:

  • Valid registration on Uganda's National Supplier Database (NSD) for oil and gas services.
  • Proven experience in similar lifting and material handling contracts, preferably in the oil and gas industry.
  • Strong financial and operational capacity to deliver services for the contract duration.
  • Commitment to local content as per Uganda's Petroleum Regulations (2016).
