Reports to: Programme Co-ordinator– Restless Development Uganda
Restless Development (Uganda) is an International NGO established to address the challenges faced by young people in Uganda by placing young people at the forefront of change and development. Our vision is for all Ugandan youth to live healthy and productive lives, fully supported by those around them. Our programming focuses on three core areas: youth sexual and reproductive health and rights, youth civic participation and youth employment and livelihoods.
Job Summary: The Programme Officer will support the Restless Development International Citizenship Service programme leading the implementation of an exciting, Youth Sexual and Reproductive Health Programme implemented in Iganga and Kayunga Districts. The incumbent will be responsible for programme preparations and implementation, managing volunteer leaders and their respective volunteer teams, developing and managing partnerships as well as programme finance management.
Key Duties and Responsibilities:
Programme Preparation and delivery (35%) Supported by the Programme Coordinator;
- Take a lead role in the planning and implementation of the ICS programme components.
- Plan and deliver a comprehensive community sensitisation programme and risk assessment.
- Take lead in identification and orientation of host homes for the volunteers.
- Take responsibility of volunteer safety and welfare, through training volunteers in Safety and welfare, risk assessment, management and reporting.
- Support the recruitment of Team leaders, and Volunteer’s.
- Support the development of programme delivery manuals.
- Support in all training preparations for volunteers.
- Ensure monitoring, evaluation and reporting procedures and timelines are followed by team leaders and volunteers through the M&E systems.
- Record and collect evidence of action at home for all volunteers
- Participate in development and continuous improvement of volunteer activities and events innovatively.
Partnership Development Management (15%)
- Ensure that key staff at the Sub-County Offices have a clear understanding of Restless Development programme.
- Identify opportunities for joint activities with District and sub county government staff.
- Prepare and submit quarterly reports to sub county local government.
- Link young people to available local government and partner opportunities supporting youth livelihood and sexual and reproductive health
- Represent Restless Development Uganda at meetings with government and NGO partners as required
- Identify and establish relationships with host homes, schools and health centres, and ensure a good working relationship is maintained.
Management and Development (15%)
- Lead performance and Line management of team leaders and volunteers as required, serving as a role model at all times.
- Ensure that all team leaders have clear performance objectives, monitored on a monthly basis.
- Continually support and supervise the outputs of the team leaders through line management and performance reviews
- Support the team leaders to address challenges among them and volunteer teams.
- Build the capacity of team leaders and volunteers as required with support of the Programme Coordinator.
- Ensure volunteer targets are in place
- Ensure Handover notes are documented per cycle.
Volunteer Management, support and welfare 15%.
- Support in carrying out community risk assessment in all placements. Ensure volunteers, and team leaders are trained in health and safety
- Ensure that volunteers and team leaders understand and adhere to the code of conduct.
- Report all volunteer and team leader incidents in line with Restless Development health & safety policies and procedures.
- Provide discipline, care and guidance in an approachable, supportive way to all the volunteers
- Assist volunteers in managing challenges faced in the communities.
- Lead support and welfare meeting with team leaders and host parents.
- Ensure cross-cultural events and evening activities take place
Financial Planning and Management (15%)
- Work closely with the Programme Manager and Finance unit to:
- Track the project budget and develop quarterly financial reports
- Ensure that financial management is undertaken according to Restless Development policy and procedures
- Lead on generation of regular updates and reports as required
Other duties as required (5%)
- Other duties as required. Occasionally working on weekends, late night in case of volunteer incidents and holidays for which time off in lieu can be taken
Qualifications, Skills and Experience:
- The applicants for the Restless Development Programme Officer ICS job opportunity should hold a graduate Degree in relevant field of study (SRH, education, working with young people).
- The applicant should have one year of experience in relevant field (sexual and reproductive health, youth livelihoods, education and/or working with young people)
- Experience in training and programme management including welfare provision
- Excellent IT, written and verbal communication skills
- Fluency in written and spoken English
- A good understanding of contemporary development issues particularly those related to young people in the field of HIV/AIDS, health and livelihoods
- A strong personal commitment to the values, aims and methods of Restless Development
- Ability to analyse problems and make sound operational decisions
- Experience in youth reproductive health programmes within an NGO Knowledge of relevant national and international strategies and frameworks in the areas of youth empowerment, sexual health, HIV/AIDS, education and poverty issues.
