Epidemiologist
Job Summary

The incumbent will work with MoH and provide TA to districts to strengthen surveillance systems for EVD and provide support for advanced data analysis and interpretation to inform effective programme design/ interventions. S/he will be responsible for leading/supporting the development of priority implementation, analyses and dissemination of results. S/he will also ensure that the learning from implementatin science is incorporated into the programme design.

Overall Responsibilities
1. Work with the project coordinator on sub-national level planning, budgeting implementation, coordination, and reporting of the Global Health Security Project activities
2. Work with districts to conduct investigations to determine the characteristics, causes and trends of diseases to facilitate early outbreak detection
3. Assess surveillance and response systems at the regional and district levels and identify corrective actions
4. Support district Task forces and rapid response teams on active surveillance, case findings, contact tracing, monitoring and other outbreak response measures during disease outbreaks
5. Support/mentor district surveillance focal persons, regional Emergency Operation Centre Officers and district biostatisticians on epidemiological data analysis and interpretation from EBS and IBS sources for decision making
6. Support national and sub-national capacity-building efforts of teams of human, animal and environmental health workers on IDSR
7. Participate in National Rapid Response Team activities during public health emergencies
8. Participate in planning/developing epidemiologic surveillance and research programs.
9. Participate in relevant National Technical Working Groups in developing policies, guidelines and SOP’s for surveillance and epidemic response.
10. Initiate, develop, monitor and evaluate relevant strategic and contingency plans for health security
11. Participate in the dissemination of epidemiological findings through reports, bulletins, presentations and peer-reviewed publications at the sub-national, national level and international levels

Required Qualification, Experience and Competencies:
• Master of Public Health with an emphasis in Epidemiology or Biostatistics or MSc in Epidemiology from a recognized institution. Training in Advanced Field Epidemiology is an added advantage
• At least 3 years of full-time experience as an Epidemiologist
• 3 Years Relevant Experience

Finance and Administration Assistant
Job Summary

Provide administrative support to Baylor Uganda operations and support day-to-day project activities in the districts. Responsible, efficient management of fleet, assets and stores.

Overall Responsibilities
1. Finance & operational Support
• Prepare all mobile money requests and ensure timely payment processing
• Managing inventory of assets and supplies, monitoring the critical level of stocks.
• Oversee stores daily transactions and issues in different user directorates in line with Baylor Uganda stores management policies.
• Verify all utility bills, security, cleaning and vehicle repairs bills to confirm their accuracy and completeness before submission to finance for payment.
2. Fleet Monitoring & Tracking
• Check the fleet monitoring system to track trip movements, fuel usage, speed and proper handling of the vehicles on the road.
• Check to ascertain that all motor vehicles and motorcycles are fully insured and file insurance claims whenever the need arises.
3. Transport Scheduling
• Prepare weekly/monthly travel plans for appropriate vehicle scheduling and allocations at the COE.
• Maintain a regular service schedule for all the vehicles and motorcycles for timely routine servicing and repairs.
4. Reporting
• Prepare monthly trip and fuel consumption reports.
• Prepare vehicle repair and routine maintenance reports to management to monitor expenditures on the entire Baylor-Uganda fleet's repairs and service costs.
5. Any other duties allocated to you by the Administration & Logistics Manager

• A Bachelor’s degree in accounting, business administration, finance, public administration or other related fields.
• At least 3 years relevant working experience in general office administration and fleet management in a reputable organization.

Finance Associate
Job Summary

Conduct accounting and financial transactions and prepare the report as per the Finance Policy and Standard Operating Procedures of Baylor Uganda.

Overall Responsibilities
1. Budget Monitoring Support
• Review and reconcile detailed grants listings with approved work plans and budgets.
• Monitor the budget monitoring module of the budget holders and guide them in minimizing variances.
• Review & reconcile on a bi-monthly basis a transaction listing of project expenses per donor with each budget holder and ensure correct cost allocations.
• Conduct a weekly review of staff advances, liquidate all accountabilities submitted and advise the supervisor on the long-overdue balances for follow up in line with the Baylor-Uganda financial policy.
2. Accounting Payments & Transactions
• Timely invoicing for all due income, especially for cost reimbursable.
• Review incoming project requisitions and supporting documents to ensure compliance with all donor requirements and proper cost allocation as per approved budgets
• Review and process payment vouchers and cheques relating to supplier's invoices for goods supplied and services rendered
• Process program advances to staff for program activities as per the approved budget to support funds requests from donors in line with the Baylor-Uganda financial policy
• Act as an agent to bank accounts.
• Monitor all bank transactions for compliance with the Financial Control procedures.
3. Preparation of Annual Financial Forecasts
• Assist the Financial Analyst in preparing quarterly management reports
• Prepare and link the annual activity work plan for the annual budget
• Draft quarterly expenditure proposals for the finance Manager
4. Reporting
• Prepare Budget-Expenditure- Analysis reports for the different Budget Holders to minimize likely under/overspends.
• Prepare accurate & complete donor periodic financial reports based on donor funding reporting requirements.
• Prepare a consolidated forex fluctuation analysis for all foreign denominated projects for Management' review and decision making.
• Prepare monthly bank reconciliation statements
5. Accounts Record Keeping
• Track and update the receivables schedule every month.
• Maintain a proper filing & storage system of receipts, payment vouchers and other financial related documents

Required Qualification, Experience and Competencies:
• A Bachelors (Honours) degree in Commerce, Finance or Accounting.
• A minimum of Level 2 of professional qualification, e.g. (ACCA, CPA) is an advantage
• At least four years of related work experience
• 4 Years Relevant Experience

2 Laboratory Officer
Job Summary

The Laboratory Officer is responsible for working with MoH/CPHL and district teams to strengthen laboratory and bio-risk management systems to contain EVD and other public health threats in EVD high-risk districts. S/he will also ensure that the learning from implementation science is incorporated into the programme design

Overall Responsibilities
1. Provide advice, technical expertise and support hub operations to enhance EVD specimen collection, handling and transportation guidelines are effectively implemented within the overall EVD response
2. Support the review/update and implementation of EVD laboratory-related SOPs and job aids
3. Strengthen EVD diagnostic capacities through the provision of training and mentorship
4. Assist in planning and executing laboratory systems and bio-risk assessments in health care facilities, preparing program reports and developing action plans to improve EVD preparedness and emergency response capacity
5. Organize and deliver training for laboratory personnel and healthcare workers on EVD specimen management
6. Mentorship and participation in laboratory safety and biosafety audits in health facilities under the program and provide technical assistance to address identified issues.
7. Supporting the establishment and functioning of Bio-risk management committees that are comprehensive and address all aspects of BSBS at the facility level
8. Coordinate with other district partners to ensure that EVD preparedness response laboratory and BSBS activities are coordinated among the different stakeholders
9. Support the implementation of strategies to ensure compliance with minimum EVD testing and reporting requirements to meet established TAT targets
10. Guide districts teams to regularly report on laboratory and BSBS activities through regular submission of reports and activity reports in line with the national EVD response plan
11. Plan, coordinate and conduct didactic training and mentorship visits to health facilities laboratories to address EVD lab-related and BSBS capacity gaps.
12. Operationalize systems for prepositioning, accurately quantifying, forecasting, ordering and managing EVD laboratory supplies to ensure constant availability
13. Collaborate with other partners to ensure adequate representation of division lab teams in performance review meetings.
14. Any other related tasks assigned by the laboratory coordinator

Required Qualification, Experience and Competencies:
• 1. Bachelor’s degree in Biomedical Laboratory Technology/ Sciences.
2. Full and active registration with the Allied Health Professionals Council.
3. At least three years experience in laboratory planning, management, and QA/QC

IPC Officer
Job Summary

The incumbent will work with MoH and provide TA to districts to strengthen IPC procedures and practices for the containment of EVD and other public health threats. S/he will be responsible for supporting the implementation of EVD Infection Prevention and Control (IPC)/WASH activities in high-risk districts. S/he will also ensure that the learning from implementation science is incorporated into the programme design.

Overall Responsibilities
• Provide guidance and relevant technical assistance to districts and other stakeholders and ensure IPC priorities and activities are effectively implemented within the overall EVD response and in compliance with the national guidelines
• Assist in planning and executing assessments in health care facilities, preparing program reports and developing of IPC/WASH-related action plans and strengthening capacity for Emergency response
• Support/facilitate health facility level IPC/WASH on-the-job orientations, with follow on supportive supervision, mentorship and corrective actions, to ensure improve existing procedures and practices
• Coordinate with other district partners to ensure that IPC activities are coordinated among the different stakeholders
• Ensure facilities have updated IPC documents and guidelines
• Develop systems for the Analysis, interpretation, and use of IPC/WASH surveillance data to inform the response and provide ongoing technical support for IPC/WASH Data collection, analysis and use
• Produce regular reports on the progress of IPC/WASH implementation
• Perform other relevant tasks as assigned by the IPC manager

Required Qualification, Experience and Competencies:
• Diploma in Clinical Medicine. Bachelors’ degree in Medicine and Surgery, Nursing and Masters in Public Health will be an added advantage
2. At least 3 years of experience in implementing and monitoring IPC/WASH practices at the national/district level
