Key Responsibilities:
• Support the development and implementation of HR initiatives and systems

• Update staff files & create others for new staff.
• Organise staff team-building events, and staff meetings & ensure that all staff participate in these events and other scheduled or organization events as required
• Help plan and oversee employee recognition events
• Assist the HR Manager in policy formulation, hiring, and salary administration
• Distribute organization guidelines and policies to all staff
• Support the process of establishing staff training and development programs
• Ensure smooth communication with employees and timely resolution to their queries.

Summary
• Responsible for providing support to the human resources functions of the Country Office.

Duties/Responsibilities
Child Safeguarding

• Remain alert and responsive to any child safeguarding risk, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the child safeguarding policy and procedures, and conduct yourself in a manner consistent with the Child Safeguarding Policy.

Supporting Country Office HR functions:
• Develop and coordinate face to face onboarding and offboarding activities in collaboration with the HR manager and Global HR Service Specialist
• Create and maintain personnel files
• Supports compliance with employee grievance, disciplinary and performance management programs and policies and all legal employment obligations in line with existing local labor and other related laws.
• Ensures that all contractual services (staffing, consultancies, and other services) are in compliance with local labor laws and organizational HR policy; responsible for regulatory compliance (i.e., work permits, visas) and administration.
• Supports coordination of recruitment processes.
• Assist in the administration of local competitive market information and implementation of rewards programs.
• Supports the performance management process; ensure annual goal setting, routine performance feedback for staff, year-end appraisals completion.
• Provide support in preparation of monthly payroll, ensuring maintenance of updated information on staff salaries, allowances and income-tax calculations and compliance with organizational policy, local laws and regulations.
• Serving as HR point person representing ChildFund on in-country HR networks and in case of internal or external inquiries and requirements.
• Responsible for development and management of annual HR budget.

Qualifications/Experience
• A Bachelor’s degree in human resources management & Administration, Education, or related field. Relevant certifications also a plus.
• 5 years’ experience in a H uman resources and administration capacity, preferably in a multi-cultural environment
• Outstanding written and oral communication skills in English.
• Ability to work effectively in a multi-national, matrix environment
• Experience in international development sector
• Proficiency in relevant computer applications (spreadsheet, database, accounting operations software, project management software, HRIS, presentation software)
• Excellent planning, organizational and problem-solving skills.
• Ability to prioritize multiple tasks at the same time, work effectively under pressure and meet deadlines.
• Strong confidentiality ethic, demonstrate flexibility, and versatility in adjusting to changing environments and requirements as necessary.

JOB DETAILS:
Job purpose
To perform a range of HR tasks to support accurate implementation of WFP Human Resources policies and procedures and facilitate the effective functioning of a client-focused and strategy-oriented HR services.

Key accountabilities (not all-inclusive)
1. Provide assistance on a wide range of complex HR queries and follow up actions, to ensure consistent and high-quality HR services are delivered to clients.
2. Allocate responsibilities and support on-the-job learning and development of junior support staff, to ensure they have adequate knowledge of HR systems and procedures required to perform their duties and subsequently can contribute to the provision of effective HR services.
3. Identify evolving needs of the organization and recommend changes in HR processes and procedures, to support improvements in HR services.
4. Analyze and respond to various internal and external queries, to ensure that clients are well-informed and that HR team activities are aligned with broader WFP objectives.
5. Review and compile a variety of Human Resources data, to support analysis and reporting needs.
6. Support activities in the areas of work allocated by the professional officer in compliance with relevant processes and procedures.
7. Support and deliver on boarding for new staff joining WFP, to ensure that relevant processes are followed and the conditions of terms of service are explained and understood.
8. Prepare a range of complex HR documentation required for the specific area of work (e.g., employment contracts, transfer/separation letters, training-related documents, etc.) ensuring accuracy and meeting established deadlines.
9. Use HR management systems for reviewing, entering and updating a variety of HR data including monitoring various deadlines (e.g., contract expiration, PACE, etc.), ensuring compliance with the established deadlines and accuracy of HR data.
10. Co-ordinate the maintenance of confidential personnel records, HR databases and archives, to ensure data and files are accurately stored and updated in compliance with the established standards 1
1. Monitor staff deployment and handle related administrative actions including preparation of reports, to support efficient HR service enabling WFP to respond quickly to a crisis.

Standard minimum qualifications
 A University degree in Human Resource Management, Public or Business Administration, Industrial /Organizational Psychology, or any other related field, attained from a recognized institution.
 At least six (6) years of relevant working experience in Human Resources management and development, gained from reputable organizations.
 Proficiency in both oral and written English is essential.
 Good working knowledge and experience using MS Office applications and HR Information Management Systems Knowledge & Skills
