WHO WE ARE:
Finnish Refugee Council (FRC) is an INGO promoting adult education and community development among refugees since 1997 as an operational partner to UNHCR and OPM and since 2020 implementing partner to WFP. FRC is seeking for suitably qualified and hardworking Ugandans to fill the following position:
KEY TASKS AND RESPONSIBILITIES
Human Resource Roles (50%)
• Responsible for recruitment preparations; receiving and scanning applications longlisting, setting up interviews, verifying academic documents, reference checks.
• Assist in hiring process: interview preparations and as member in interview panel.
• Arrange and prepare orientation schedules for newly hired staff and provide them with the necessary registration documents.
• Process employee data, maintain and update personnel records filing and data bases (paper and electronic).
• Participate in development of performance evaluation systems, assessing employee skills and developing staff training plans.
• Assist in preparation of disciplinary cases and hearings as per FRC policy and guidelines.
• Prepare the monthly payroll related documentation.
• Track the staff leave database and provide monthly updates to all staff.
• Keep staff related service providers (insurance, medical) updated.
• Process of visas, work permits and travel arrangements for staff.
Administrative roles (50%)
• Participate in training staff on organisational policies, procedures, manuals, code of conduct and ensure these are understood and followed.
• Assist in updating and implementation of organisational policies, procedures and manuals.
• Act as Contact Person on staff, service provider and beneficiary complaints and feedback mechanism, and process these as per organisational guidelines.
• Assist in photocopying, filing and storing of organisational documents.
• Liaise with the FRC Head Quarters to set up staff emails and addresses.
• Ensure that NGO related registrations are done and follow up the processes.
• Ensure regular project and administrative data back-up is done.
• Procure staff ID cards, Business Cards, mobile phones and SIM cards.
Education & Qualifications:
• Bachelor’s degree in HR Management or in a relevant field.
• At least 2 years’ experience in human resources.
• Excellent verbal and written communication ability.
• Should be flexible, innovative, with excellent organisational skills.
• Computer literacy with knowledge of MS Excel, Word, Power Point, and Outlook.

Human Resource Officer
General Summary
The Human Resource Officer will work closely with the Human Resource Department of Infectious Diseases Institute and the Finance and Operations Manager to coordinate human resource activities for USAID OVC IR Activity and provide immediate and on-site human resources support to the field staff in line with the provisions of the institutional HR manual.
Key Responsibilities
• Provide guidance and counsel to staff on the project with respect to the IDI human resource policies and procedures and follow up with them to ensure compliance with the policies at all times.
• Coordinate the recruitment and selection process for interviews taking place on behalf of the project and ensure that interview panellists are informed on time, provided with the necessary interview guides as well as book interview venues
• Coordinate the orientation and induction process for new staff reporting to the project offices and ensure that all materials required for orientation are in place as well as following up on the respective supervisors to ensure that they have oriented the staff under them.
• Monitor contracts for Project Staff and follow up with the HR main office to ensure timely renewal of contracts.
• Collect and compile all monthly payroll updates’ issues and bring them to the attention of the Compensation and Benefits’ specialist to enable timely preparation of the payroll.
• Respond to payroll queries raised by staff within your means and refer complicated cases to the relevant Managers for resolution.
• Monitor and track staff time sheet submissions on a monthly basis to ensure compliance to IDI and Funder’s regulations.
• Monitor and track staff leave utilisation and provide feedback to staff regarding leave utilization on a quarterly basis.
• Follow up with staff and their supervisors to complete their performance appraisals, track submissions and give feedback to non-compliant officers in line with the IDI performance management policies.
• Support staff to complete all necessary documentation relating to enrolment on the IDI medical insurance schemes and submit the completed forms to the compensation and benefits specialist for action.
• Assist staff in the region who get accidents and other occupational related illnesses to receive treatment as well complete the necessary documentation for compensation before forwarding their documentation to the Compensation Benefits Specialist.
• Provide guidance and counselling services to project staff that are experiencing minor challenges and refer complicated ones to the Employee Relations & Assistance Specialist.
• File all human resource records of the project in line with the HRMIS policies and procedures and the HRMIS guidelines.

Person Specification
• Bachelor’s Degree in Human Resource Management or Industrial/Organizational Psychology
• A Post Graduate Diploma in a related field is an added advantage
• At least 2 years’ experience in HR related support
• Up-to-date knowledge of current national Human resource policies
• Proven experience as a staff assistant, HR assistant or relevant HR administrative position
• Computer literacy with at least MS Office packages
• Demonstrable experience with either HRIS or HRMS
• Basic knowledge of national labor laws
• Excellent organizational skills
• Strong communication skills
