ADVERTISED Abridged Notice Of Expression Of Interest
The Ministry of Agriculture, Animal Industries and Fisheries (MAAIF) together with National Agriculture Research Organization (NARO), National Animal Genetic Resources Center and Dasa Bank (NACRC&DB) and Uganda Nasional Meteorological Authority (UNMA) has received support from the World bank (P173296) to Implement the Uganda Climate Smart Agricultural Transformation Project (UCSATP).
The project is premised on the fact that while Agriculture accounts for approximately 22 percent of Uganda's GDP, 46 percent of its export earnings, and 40 percent of the labour force, the contribution of agriculture to CDP and poverty reduciton has stagnated over the last decade, with the contribution to GDP declining from 341 in 2009, to 25.9 in 2021. Moreover, Uganda's poverty rate declined to 21.4 percent that resulted in around 1.4 million Ugandans
slipping into poverty.
The stagnation is attributed to low agricultural productivity exacerbated by poor choice of the agriculture value chains, severe climate shocks and rapid natural resource degradation affecting incomes of agricultural households. In addition, the low resilience of rural households in Uganda to climatic and other shocks emanates primarily from the absence of infrastructure, weak linkages to market opportunities, inadequate financial resources, and Investment in climate smart agriculture (CSA) technologies and improved practices.
To reverse the poverty and low agricultural productivity trajectory and increase resilience of households to Climate Change, the project targets to invest in increased traser for agricultural production Irrigation. Livestock and Fisheries) mechanization of agricultural production and other related (road chokes) for enhanced farm infrastructure and interconnecurity, storage. market access of farm produce, access to quality crop. Investock and fisheries seed/breeding material, research
and development of climate resiliens technologies among others. This forms the basis for the project.
The Project Development Objective (PDO) is to increase productivity, market access and resilience of select value chains in the project area and to respond promptly and effectively to an eligible crisis or emergency.
The project is aimed at achieving the triple goal of increasing sustained production and producevity. reduction in greenhouse gas emission and increasing adaptation and resilience of Communities to climate Change. The project will augment the ongoing investments within the Agriculture sector and will create synergies with ongoing projects in the sector which among others includes Agriculture Cluster Development Project, the Agricultural
Value Chain Development Programme-Project 1 while ensuring that there is no duplication of investments. The UCSATP will also synergize the implementation of the Parish Development Model by generating ne and resistant seeds and breads that a shall be accessed Toy farmers, facilitating production, stor storage processing and marketing of selected sustainable agricultural value o The activities and investments to be supported under proposed project are organized five interlinked components: () Climate Smart Agricultural Research, Seed, and (6) chains Promoting-Camas Informaton Sam of Climate Sman Technologies and Practices; (c) Market Development and Linkages to Selected Value Chains: (4) Conungency Emergency Response Component and (e) Project Management Coordination, and Implementation.
The Ministry of Agriculture, Animal Industry and Fisheries (MAAIF), the executing agency, now invites sunably qualified individuals, with qualifications and experience to apply for the following position of (a) Deputy National Project Coordinator; (b) Senior Monitoring & Evaluation Officer: (e) Senior Financial Management Officer; (d) Senior Grants Management Officer; (e) Senior Procurement Officer; (f) Senior Environment Health and Safety Officer: (5) Senior Social Safeguards Officer: and (h) Senior Sustainable Land Management Officer; A Refugee Livelihoods Officer (9 Positions)
