JOB DETAILS:
Overall purpose of the role:
The objective of the URRI programme is to enhance climate resilience for women, men and youth in refugee and host communities and promote inclusive, cohesive and environmentally sustainable development in refugee affected areas aligned with local priorities. The programme is fully integrated, aiming for sustainable results through the mutual reinforcement of the three outcome areas;
1. Enhanced climate adaptation and resilience for women, men and youth in refugee and host communities through inclusive climate-smart agriculture.
2. Sustainable management of the environment in refugee-affected areas through inclusive interventions leading to enhanced conservation of natural resources, biodiversity, ecosystem services, and productivity, and:
3. Enhanced gender equality and women’s empowerment and rights among refugees and host communities in relation to agriculture, climate change adaptation and sustainable management of the environment. URRI will start in September 2024 and run to December 2028.

The MEAL Officer Role will therefore:
• Support the development and management of the MEAL strategy and workplan; and contribute to DRC strategy, DRC accountability commitments and learning needs and priorities in the URRI Program.
Support effective implementation of the monitoring, evaluation, accountability and learning strategies and global standards; support mainstreaming MEAL throughout the PCM and reinforce quality programme management in the Program.

KEY DUTIES AND RESPONSIBILITIES
MEAL capacities and commitments
• Contribute towards the Implementation of DRC guidance for MEAL and division of labour as per MEAL workstream RASCI, particularly vis-à-vis programme staff, and foster collaborative relationships with internal and external stakeholders within the URRI Program.
• Support capacity building, training and support for programme and sectors and field staff to improve the field monitoring or any other MEAL needs.
• Apply and adapt DRC MEAL model and the relevant Building Blocks and guidance to the implementation of the URRI Program.
• Apply DRC guidance with regards to GDPR and data protection in the URRI program, specifically for MEAL related data. Liaise with relevant internal and external counterpart’s consortium unit responsible for data protection
• In collaboration with the MEAL Team, Identify, adapt and apply accountability and ethical frameworks and principles, including CHS, in line with DRC guidance in the URRI Program.

Results Monitoring and programme quality support
• Support quality throughout Project Cycle Management, in line with DRC guidance and division of labour, accommodating external requirements and internal evidence needs. Specifically, support implementation of MEAL plans, indicator tracking tools and other relevant tools for the URRI Program.
• Actively participate in project Kick-off meetings, Quarterly Review meetings and Close-out meetings in order to highlight cross-project components aimed at replicating good practices and strengthening synergies between projects or programmes.
• Support the data collection for results frameworks and monitoring processes and tools at the right level in the Program.
• Support and carry our field level data collection, monitoring and data validation.
• Apply ethical principles in the field work, including with regards to DRC Code of Conduct and in line with Protection referral protocols and SOPs.
• Implement protocols for data protection, storage, sharing, and security in the URRI Program.
• Support the analysis and ensure reporting of MEAL qualitative and quantitative data collected in line with internal information needs and external reporting obligations.

Accountability
• Support implementation of the different mechanisms for community engagement and feedback in monitoring, evaluation, accountability, and learning in the program location.
• Support the implementation of DRC’s Community Feedback Mechanism.
• Register and follow up to complaints as assigned by the managers and process complaints in a timely, safe and accountable manner.

Evaluation, analysis and learning
• Support data gathering as relevant.
• Support sharing MEAL findings, feedback and learning.
• Regularly present the key MEAL findings and feedback to the supervisors, and when relevant to the Senior Management Team for further development.
• Participate in and assist in the internal or external evaluation processes as required.
• Support analysis, interpretation and communication of the MEAL findings externally, in the area of responsibility.
• Perform other duties as directed by the Head of Programmes or line manager

Experience and technical competencies:
• Minimum 3years of relevant work experience – preferably in social work, community development, non-governmental organizations, or civil society.
• Experience working with NGOs and/or the humanitarian sector, and use of data collection tools.
• Experience working in monitoring and evaluation of relevant programme sectors.
• Understanding of Core Humanitarian Standards (CHS) and ability to apply accountability and ethical standards in everyday work.
• Understanding of and ability to work with data collection software, preferably Kobo Toolkbox, Commcare, ODK, and other as relevant.
• Knowledge of data analysis practices and tools and perform data quality control.
• Ability to engage with partners and/or a partnership model of working, when relevant.
• Facilitation and training skills with diverse audiences of NGO practitioners.
• Competencies to work and deliver under pressure, within time constraints and to manage job priorities.
• Good skill in MS Word, Excel, and PowerPoint and Office365.
• Ability to think critically and apply critical thinking at work.
• Demonstrated interests and ability to learn.
• Good verbal and written communication skills.

Education:
 A bachelor’s degree in relevant field (international development, social sciences, statistics,)

Languages
 Excellent Communication skills in English required.
