JOB DETAILS:
Job title: Project Manager
Duty Station: Yumbe, Uganda, with 90% regular field travel in the project locations in the three districts
Contract Terms: 2 years renewable
Reporting to: Regional Coordinator
Management Responsibility: Project staff (Senior Education Officer, Senior Community Development Officer, Advocacy ,Gender & Inclusion Officer)
Project Context: War Child Canada in partnership with Global Affairs Canada (GAC), Oxfam, Community Empowerment for Creative Innovation (CECI), Youth Social Advocacy Team (YSAT) and Refugee-led Organizations Network (RELON) will be implementing a project “Geared for success’ – IDP-led and RLOs driving education in Uganda and South Sudan” (GFS).
WCC and its partners will implement the 5-year gender-responsive project (2022- 2027) in South Sudan and Uganda and a public engagement component in Canada. Although GFS will directly reach people in Canada, the ultimate beneficiaries are students/learners in Uganda and South Sudan. GFS’ ultimate outcome is enhanced equitable and inclusive learning outcomes for ‘refugee, internally displaced and host community children and youth, particularly girls and adolescent girls’ in the districts of Yumbe, Terego and Obongi in Uganda and Wau, Malakal and Awerial in South Sudan.
GFS will achieve this by increasing access to education for ultimate beneficiaries, driven by local refugee-led organizations (RLOs) and internally displaced people (IDP)-led community-based organizations (CBOs).
CBOs are on the front lines of providing essential education services for refugees and IDPs. To ensure that CBOs are ‘geared for success’, this project will facilitate and provide technical and financial resources to improve their performance -with more female leadership and community support, allowing them to enable access to education and to successfully advocate for the right to education for ultimate beneficiaries. GFS will also strengthen Canadians’ (including Diaspora) contribution to education for refugees/IDPs and to the ‘Together for Learning’ Campaign and will advance the evidence base on the role of CBOs enhancing gender-responsive education for refugees and IDPs.
**Position summary :**Under the leadership and supervision of the Regional Coordinator, the Geared for Success’ Project Manager will be responsible for the supervision and day to day management of the project deliverables in Yumbe, Obongi and Terego districts. He/she will be responsible for effective implementation of the Geared for Success project in accordance with the project objectives, activities, and targets, which includes developing and implementing detail implementation plan, monitoring and evaluation, preparing quality project narrative and financial reports, developing, and managing partnerships, and managing and supervising the project teams.
The Successful candidate will effectively integrate Gender Inclusion in the project Planning, Implementation, Supervision, General management, and Reporting in reference to:
• Contribute to SDGs # 5, 5, 10, and 16
Canada’s Feminist International Assistance Policy (FIAP), Action areas 1 and 2; the Charlevoix Education Initiative.
• Uganda’s Education Response Plan for Refugees and Host Communities and Refugees Act (2006).
• Girls’ education strategy (2018-2022)

Specific Responsibilities:
Project Management and Delivery:
• In consultation with the Regional Coordinator /Head of Programs and the project team, develop and implement clear project implementation plans ensuring that the plan is aligned with the project design as well as WCC and donor compliance.
• Be responsible for effective management of the implementation of the project in line with the project proposal and implementation plans ensuring timely delivery of high-quality results.
• Be responsible to ensure that all WCC project implementation policies, systems, procedures, and standards as well as donor funding contractual requirements are fully understood by the project team, complied with, and adhered to.
• Lead the process of networking, developing, and managing strategic partnerships with government departments and non-governmental organizations for effective implementation of the project in accordance with the project proposal and plans.
• Be the focal point and main contact person in WCC Uganda regarding the project, including communication and liaising with other WCC staff and partners.
• In consultation with the Regional Coordinator/Head of Programs, actively represent WCC in the field and national level external sector forums, networks, coordination meetings and events as required.
Grant Management:
• Be responsible for Grant Management of the project in accordance with the approved project budget ensuring full compliance with Geared for Success and WCC financial policies, systems, and procedures as well as compliance with donor funding contractual requirements.
• Develop, maintain, and regularly review financial plans to deliver project objectives and plans, including preparing and implementing project spending plans and quarterly financial forecasts/projects.
• Carry out monthly and quarterly budget variance reviews and in consultation with the Regional Coordinator /Head of Programs and Finance and Administration Manager (FAM) develop and implement actions to address any potential challenges in a proactive manner.
Monitoring, Evaluation, Accountability and Learning (MEAL):
• Working closely with the Senior Monitoring, Evaluation, Accountability and Learning (MEAL) Officer, develop and implement robust MEAL framework, plan and system to measure, document and disseminate progress, results and organizational learning.
• In consultation with the Senior Monitoring, Evaluation, Accountability and Learning (MEAL) Officer, oversee the planning and implementation of mid-term and final project evaluations in accordance with the project proposal and donor funding agreement.
• Plan, organize and facilitate quarterly, annual, mid-term and end of project and budget review meetings and workshops, and prepare and submit to the Regional Coordinator/Head of programs quality review reports.
• In consultation with the project team and Regional Coordinator /Head of Programs, lead the process of documentation and dissemination of learning and liaise with other WCC Uganda programs teams, WCC Headquarters and other WCC country programs, to share learning, best practices and successes of the Geared for Success project.
• Be responsible for timely preparation and submission of WCC internal and donor project narrative and financial high-quality reports (monthly, quarterly, annual, mid-term and end of project) to the Regional Coordinator/Head of Programs, ensuring full compliance with WCC policy and donor funding contractual requirements.
• Maintain up-to-date records, documentation and files of the project and partnership development and management, including project implementation plans, reports, MEAL, agreements, correspondences, and events.
Partnership Development and Management:
• Ensuring the application of WCC Partnership Policy, and within the framework of the Country Strategic and Annual Program Plans, lead the development and management of new and existing strategic partnerships for the effective development and implementation of the education program.
• Effectively manage the processes of assessing, negotiating, maintaining, and reviewing the development of new and existing Geared for Success project strategic partnerships.
• Develop and implement systems and mechanisms for continuous assessment, analysis, documentation, and dissemination of information, data and learning on the effectiveness and results of WCC Geared for Success project partnerships.
• Build and support networks between WCC and education program partners and key stakeholders to strengthen learning, effectiveness, and results of the Geared for Success project.
Human Resource (HR) and Operations:
• Be responsible for performance-based management, supervision, and capacity development of project staff, including identification of capacity building needs of project partners.
• Working closely with the Regional Office/ Country Office on all logistical issues, ensure up-date-date recording and effective management, accountability, and utilization all project goods, supplies and equipment.

Requirements:
• Degree or equivalent qualification in Social Studies, International Development, Education, or related discipline.
• A minimum of five years of project management experience in a similar or related field/sector.
• Proven ability to develop, manage and monitor project budget.
• Strong understanding of participatory approaches and current developments trends.
• Experience or good understanding of Theory of Change based approaches
• Good facilitation and coordination skills.
• Experience of people management and development, including team building and team working.
Skills and Abilities:

• People management or relationship skills i.e., thrives in diversity
• Excellent report writing and communication skills
