JOB DETAILS:
MISSION AND JOB DIMENSION:
The East African Crude Oil Pipeline Project (EACOP) is a pipeline that will transport oil produced from Uganda’s Lake Albert oilfields to the port of Tanga in Tanzania where the oil will then be sold onwards to world markets. The EACOP project development comprises of the detailed engineering, construction, operation and maintenance of the corresponding facilities.
The Job Holder is responsible for:
• Support the EACOP Permitting team in their engagement with regulatory authorities in compliance with Ugandan and International Oil and Gas requirements.
• Supporting and coordinating EACOP project technical and construction teams
• Be a link between all the project teams to manage and report all compliances and non-compliances with project requirements.
• Supporting project contractors and subcontractors with permitting and regulatory compliance requirements.
• Understanding the Regulatory Framework: Stay up to date with the relevant laws, regulations, and guidelines governing the oil and gas industry in Tanzania.
Reporting Requirements:
• Maintain accurate records and submit required compliance reports to regulatory authorities.
• Data and Technical Information Management: Manage data and information related to oil and gas operations.
ACTIVITIES:
• Ensure the EACOP project construction activities comply with the provisions of regulations, rules and all other applicable laws and standards.
• Works closer with the project teams to advise on the project regulatory compliance requirements.
• Coordinate with regulatory authorities in adhering with the regulatory requirements, permits and approvals to fast-track project works and prevent procedural delays.
• Ensure compliance with the requirements attached with the pipeline construction approval, including to notify the Petroleum Authority of Uganda (PAU) on the commencement of construction within a given time prior to the commencement of the pipeline system construction.
• To review and update the compliance register and make sure it is aligned with EACOP project requirements
• Work closely with the risk engineer and Compliance Data Administrator to update the compliance checklist on the Compliance assurance tool, borealis
• Reaching out to authorities and institutions for the pipeline crossings compliance in all the areas where the pipeline will be crossing to the existing infrastructures and other sensitive area such as roads, railways, rivers, water supply pipelines, high tension/voltage lines (HV), optic fibers cables and wetlands or rivers.
• Update the compliance register together with the permitting dossier to make sure we apply the best compliance pipeline industry best practices.
• Organizing the regulatory procedures and technical requirements to be submitted in future licenses and permits application.
• Support contractors in reviewing their compliance documents on the Aconex.
• Follow up in/out project correspondences with external entities.
• Use borealis as compliance assurance tool to capture permits obligations and manage expirations and renewals and coordinate with the contractors as soon as applicable.
• Coordinate with EACOP managers the relevant administrative tasks with their Contractors
• To support all regulatory, statutory, and permitting activities in relation to construction matters.
• Support RC system implementation with focus on pipeline construction
• To adopt and demonstrate exemplary behavior with regard to Ethics and project “code of conduct” policy
• To participate to meetings with partners, authorities and other stakeholders as required.
CONTEXT AND ENVIRONMENT:
• The EACOP project includes a 1445km 24 in oil export pipeline, 8 above ground facilities, a green field marine terminal with an export jetty and a series of main line block valves and trace heating stations. The Pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in East African region.
• The consequences of noncompliance with permit and project requirements can be extremely costly and destructive to our organization. As a result, we must ensure that there are no limiting factors in the permitting process.
• Ensures that a project is compliant with all applicable laws, standards and regulations relevant to construction projects, pipelines for crude oil and gas and related sectors.
• Describe the procedures for identification, assessment, and compliance with the relevant regulatory requirements for the project's activity area (local, regional, national, or even international levels).
• Describe the compliance monitoring management system, including the steps taken to determine who is responsible, how compliance actions are developed, how compliance tracking tools are used, and reporting.
• Address and remove opportunities for non-compliances and create deterrence.
• Reverse non compliances and put in place mitigation measures to avoid reoccurrences.
• Ensure implementation and/or adjust mitigation measures where needed.
Job Location:
The position will be based in the EACOP project office in Kampala, Uganda with frequent travel to all construction sites in Uganda, for spot checks and data collection related to compliance assurance for PLANCs including the ESIA commitments and conditions.
ACCOUNTABILITY:
• Ensure compliance with Ugandan rules, regulations, shareholder and governmental agreements, and standards relevant to project activities and project implementation in compliance with requirements in construction deliverables and site activities.
• To ensure compliance with project requirements and regulatory frame in pipeline construction related activities.
• To ensure local authorities’ involvement in compliance with requirements,
• Supporting and coordinating with EACOP project teams.
• Assist project contractors with permitting and regulatory requirements.
QUALIFICATIONS AND EXPERIENCES REQUIRED
• BSc in Petroleum or Oil and Gas Engineering or Project Management relevant qualification.
• Good knowledge of Computer programs will be added advantage
• Basic Level knowledge and experience regarding the compliance management systems and assurance tools
• Communication through intranet/internet and project management supporting systems
• Working experience in Oil and Gas Environment, hydropower plants and oil major and Mega projects.
• Ability to work in a multi-cultural business environment.
• Good interpersonal and communication skills.
• Fluent in English and Ugandan local languages (speaking and writing for English).
• Ability to analyse and interpret information related to the scope of work in an expedited way.
• Basic knowledge of Project management and Compliance Assurance systems such as Aconex, Power BI, Project Site, Omie, Borealis, or other management systems
• Good knowledge of developing detailed weekly, monthly or any other reports.
• Experience working with and managing Chinese Contractors will be an added advantage.
• A good knowledge of Chinese (Mandarin) will be an added advantage.
