JOB DETAILS:
The Government of Uganda has received funding from the World Bank towards financing a six (6) year Uganda Climate Smart Agricultural Transformation Project (UCSATP). The Project is implemented by the Ministry of Agriculture Animal Industry and Fisheries (MAAIF).

The overall Project Development Objective is to ‘Increase productivity, market access and resilience of selected value chains in the project area (69 districts) and to respond promptly and effectively to an eligible crisis or emergency’. The project consists of five components: (a) Strengthening Climate Smart Agricultural Research, Seed, and Agro-Climatic Information Systems; (b) Promoting Adoption of Climate Smart Agriculture Technologies and Practices; (c) Market Development and Linkages to Selected Value Chains; (d) Contingency Emergency Response Component; and (e) Project Management, Coordination, and Implementation. The project is seeking to recruit qualified and suitable persons for the following key positions to support the project implementation.

TERMS OF REFERENCE FOR Senior Environmental Health And Safety Officer

Objectives of the Assignment
1. The primary objective for engaging services of a Senior Environment, Health and Safety (EHS) Officer in implementation of UCSATP project is to ensure project’s compliance with the agreed World Bank and Government of Uganda environmental, Health and Safety standards, guidelines and policies in collaboration with regulatory institutions. The assignment involves providing technical support to the MAAIF in the management of the Environmental, Health and Safety (EHS) risks and impacts of UCSATP and in collaboration with Social colleagues, and to strengthen the system for Environmental, Social, Health and Safety management in the MAAIF. The EHS Officer will implement the Environmental and Social Commitment Plan (ESCP) and the instruments referred to therein including but not limited to: Environmental and Social Management Plans (ESMPs), Pest Management Plan (PMP), Waste Management Plan (WMP), Security Management Plan, Dam Safety Plans (DSP), Biodiversity Management Plan (BMP) and Environmental, Health and Safety Plans, that will be developed for the Project.

2. Key Duties and Responsibilities
The Senior Environmental Health and Safety Officer will undertake the following duties:
i. Oversee environmental health and safety issues pertaining to the UCSATP, ensuring project compliance with national regulatory requirements and commitments expressed in the Environmental and Social Commitment Plan (ESCP).
ii. Oversee the design, implementation and monitoring of environmental health and safety risk management plans and mitigation measures as stipulated in the project’s ESMF (including Labor Management Procedures), and Environmental and Social Management Plans (ESMPs), Pest Management Plan (PMP), Waste Management Plan (WMP), Security Management Plan, Dam Safety Plans (DSP), Biodiversity Management Plan (BMP) and Environmental, Health and Safety Plans other instruments that will be deemed relevant from the environmental risk management perspective.
iii. Develop Terms of Reference (TORs) for Environmental Assessments, including but not limited to Environmental and Social Impact Assessments (ESIAs), Environmental and Social Management Plans (ESMPs), Environmental Audits, etc.
iv. Supervise and undertake technical review of Environmental and Social Impact Assessments (ESIAs), Environmental Audits and development of Environmental and Social Management Plans (ESMPs) by consultants, and Contractors, and follow-up on the timely acquisition of any relevant Statutory Approvals.
v. Provide EHS oversight and support to the project team in ensuring that that the construction contractors prepare and implement the Contractors’ Environmental and Social Management Plans (CESMPs), Health and Safety plans and related safeguard management plans prior to the commencement of project related activities.
vi. Provide guidance on implementation of project mitigation measures, undertake environmental monitoring and supervision of project works, including development of monitoring checklists, compilation of periodic (weekly, monthly, quarterly, annual) progress reports, to ensure compliance with relevant environmental requirements. vii. Review the planning and procurement procedures to ensure that (i) the Environmental, Health and Safety requirements are properly costed and reflected in designs, bidding and in contract documents, (ii) environmental, health and safety milestones are included in the contractor’s certificates for payment, and (iii) conditions of approval on the NEMA certificate and other statutory approvals are well considered, implemented and accordingly advise Management of MAAIF
viii. Liaise with the MAAIF technical officers and Environmental health and Safety Implementing agencies particularly Ministry of Gender, Labour and Social Development, Ministry of Water and Environment and National Environment Management Authority to ensure consistency in compliance with ESCP and other relevant E&S instruments across project and targeted project sites.
ix. Ensure environmental and Social Screening of all project activities and prepare applicable environmental health and safety management tools (such as environmental and social impact assessment, environmental audits, environmental management plans, Dam safety plans, Security Plan and pest management plans). This will involve supporting and supervising development of respective ESIAs and IPMPs as in line with guidance in the project ESMF and Process Framework. If it is determined that an ESIA is required, then this shall be prepared by the entity and submitted to NEMA for review and approval.
x. Provide timely advice to the MAAIF and project Implementing Agencies in regard to any environmental health and safety issues arising out of implementation of the project or changes in environmental health and safety risk rating that would require due attention.
xi. In collaboration with the Senior Social Development Officer, support all project implementing agencies in ensuring adequate stakeholder engagement consistent with the project Stakeholder Engagement Framework.
xii. Design and operate a tracking system to ensure that environmental health and safety risks to include incidents, accidents and near misses are monitored systematically across the project and the ESCP is timely reported upon as part of regular project reporting requirements. The Senior Environmental Health and Safety Officer will produce quarterly and annual reports (as per ESCP).
xiii. In collaboration with the Senior Social Development Officer, design and support the Capacity Building Program of PCU, User departments in MAAIF, NARO and NAGRI on E&S risk management as per ESMF and PF guidance. xiv. In collaboration with the Senior Social Development Officer, design and support the operationalization of the Project Grievance Redress Mechanism.
xv. The Senior Environmental health and safety officer will participate in World Bank implementation support missions and meetings, project mid-term review and project completion reporting.

3. Qualifications, Experience and Competences Education a) Qualifications
A Master’s degree in Environmental Health Science or Environmental Science and Bachelor’s degree in Environmental Health Science, Public health, Environmental Engineering, Environmental Management, Environmental Sciences and Natural Resources Management from a recognized University/Institution. NEBOSH or OSHA International General Certificate in Occupational Health and Safety is a must. Postgraduate qualifications and experience in Project Planning and Management is an added advantage.

b) Work Experience
i. Minimum of at least six (6) years of relevant professional experience on environmental health and safety risk management safeguards, especially in Agricultural related aspects.
ii. Conversant with the institutional and Legislative framework for Environmental Management in Uganda. Working knowledge of Uganda’s Environmental, Health and Safety Requirements (Policies, Laws, Regulations and Guidelines) is a key requirement.
iii. She/He should have at least four (4) years of practical experience with the World Bank/ IFC funded projects. Knowledge of the World Bank Environmental and Social Standards, Safeguard policies and/or IFC performance standards are necessary.
iv. Experience in Managing Occupational Health and Safety Risks.

c) Required Knowledge, Skills and Abilities
i. Ability and willingness to travel to project locations.
ii. Skill in performing environment health and safety compliance supervision and ensuring compliance with regulatory regime.
iii. Demonstrated experience and skills in undertaking Environmental and social assessments including screening, scoping, risk assessment, developing plans and supporting action plan implementation, monitoring and reporting are required.
iv. Ability to undertake accident/incident investigation and root cause analysis
v. Ability to communicate technical information to non-technical personnel.
vi. Ability to gather data, compile information, and prepare reports.
vii. Ability to investigate and analyze information and draw conclusions
viii. Ability to handle tasks independently, providing technical and sound advice on Environmental management, conduct review and enhance report (s) quality before delivery.

d) Core Competencies
vi. Demonstrated capacity for strategic thinking as well as practical problem solving. vii. Excellent written and verbal communication skills in English.
viii. Self-motivated and able to work with minimum supervision ix. Results-oriented.
x. Ability to work in teams.

4. Reporting Line
The Senior Environmental Health and Safety Officer will report to the National Project Coordinator with the supervision of the Deputy Project Coordinator.

5. Contract Duration
The Senior Environmental Health and Safety Officer shall be appointed for a period of three (3) years’ subject to probation period of six months, and renewable subject to satisfactory performance
