JOB DETAILS:
The Government of Uganda has received funding from the World Bank towards financing a six (6) year Uganda Climate Smart Agricultural Transformation Project (UCSATP). The Project is implemented by the Ministry of Agriculture Animal Industry and Fisheries (MAAIF).

The overall Project Development Objective is to ‘Increase productivity, market access and resilience of selected value chains in the project area (69 districts) and to respond promptly and effectively to an eligible crisis or emergency’. The project consists of five components: (a) Strengthening Climate Smart Agricultural Research, Seed, and Agro-Climatic Information Systems; (b) Promoting Adoption of Climate Smart Agriculture Technologies and Practices; (c) Market Development and Linkages to Selected Value Chains; (d) Contingency Emergency Response Component; and (e) Project Management, Coordination, and Implementation. The project is seeking to recruit qualified and suitable persons for the following key positions to support the project implementation.

TERMS OF REFERENCE FOR Senior Finance Officer

1. Objectives of the Assignment
The primary objective for engaging services of a Senior Finance Officer in implementation of UCSATP is to provide finance and accounting services to the MAAIF and project implementing entities to ensure effective financial management throughout the implementation of UCSATP. He/she is expected to operate a financial management system for the UCSATP that adheres to the project financial management information needs, GoU financial management procedures and financial management standards and implementation requirements of the World Bank as referred to in the Project Financing Agreement.

2. Key Duties and Responsibilities
The Senior Finance Officer will undertake the following duties:
i. In close collaboration with the MAAIF, NARO/NAGRC&DB ensure that all projectrelated financial transactions and reporting are carried out in an effective and efficient manner and in accordance with the stipulated Financial Management and Accounting guidelines and Funding Agreement between GoU and World Bank.
ii. Ensure that financial management arrangements of the project are adequate, satisfactory, acceptable, and reliable at all times. These arrangements include planning and budgeting, accounting and record keeping, internal control system, funds flow, financial report, internal and external audit.
iii. Ensure that the project financial management systems are functioning appropriately, including preparation of management and statutory financial reports.
iv. In collaboration with project team, support preparation, monitoring and revision of the project’s annual work plan and budget.
v. Ensure that project activities listed in the approved work plan are implemented and expenditures made in line with the approved project budget, Financial and procurement plan.
vi. Ensure adequate communication with the NARO, NAGRC&DB, UNMA, and District Local governments with respect to audits and other financial reports and advise as appropriate; and report to the National Project Coordinator issues that require attention.
vii. Ensure full documentation of project expenditures in the World Bank Systems.
viii. Liaise with the Head of Accounts at MAAIF to ensure that the available balance in the project designated account held by the MAAIF at BoU is at all times sufficient to fund planned expenditures. This will entail ensuring that the NPCU and implementing agencies submit funds withdrawal application to the World Bank on a regular and timely basis.
ix. Prepare and provide all financial reports in accordance with the approved financial (accounting) plan MAAIF and World Bank in accordance with approved guidelines and format.
x. Prepare and submit the financial statements and cash flows forecasts within the specified timeframe and annual financial statements at the end of the financial year.
xi. Maintain and ensure safe custody of all financial documentation.
xii. Maintain ledgers and implement strong internal control systems for purposes of monthly reconciliations.
xiii. Perform any other duties from time to time as may be assigned by the National Project Coordinator.

3. Qualifications, Experience, Competences, Deliverables and Indicators a) Qualifications
A Master’s degree in Accounting, Finance, Business Administration, or Commerce majoring in accounting and a Bachelor’s degree in the same fields from a recognized University. A full Professional Certification/Membership in CPA or ACCA is a must. Experience working in externally funded projects will be added advantage

b) Work Experience
i. Minimum of Six (6) years’ continuous professional experience with externally funded projects or multilateral organization/international institution
ii. Three (3) years’ experience in senior financial Management position of externally funded projects or any other development partner/multilateral organization/ international institution.

c) Required Knowledge, Skills and Abilities
i. Experience in providing hands on capacity building, training, and support supervision.
ii. Knowledge of International Financial Reporting Standards and International Standards on Auditing. iii. Knowledge of the donor funding regulations related to financial management and disbursements.
iv. Experience in interpreting financial and project management reports and determining appropriate remedial actions.
v. Proficiency in the use of computers for word processing, spreadsheets and any other applications used in the Financial Management functions
vi. A high level of interpersonal and management skills and ability to work with teams in the organisation at all levels.
vii. Must be able to work under pressure and tight deadlines

d) Core Competencies
i. Demonstrated capacity for strategic thinking as well as practical problem solving.
ii. Excellent written and verbal communication skills in English. iii. Self-motivated and able to work with minimum supervision iv. Results-oriented.
v. Ability to work in teams.

e) Key Deliverables
• Accurate and timely preparation of the annual work plan and budget.
• Accurate and timely submission of quarterly financial reports.
• Accurate and timely submission of audited annual financial statements.
• Accurate and timely submission of financial management information during implementation support mission.
f) Indicators:
• Time taken to submit accurate annual work plan and budget.
• Time taken to submit accurate quarterly financial reports.
• Time taken to submit accurate financial management information for implementation support missions.
• Time taken to submit annual audited financial statements

4. Reporting Line
The Senior Finance Officer will report to the National Project Coordinator under the supervision of the Deputy Project Coordinator.

5. Contract Duration
The senior Finance Officer shall be appointed for a period of three (3) years’ subject to probation period of six months, and renewable subject to satisfactory performance.
