JOB DETAILS:
The Government of Uganda has received funding from the World Bank towards financing a six (6) year Uganda Climate Smart Agricultural Transformation Project (UCSATP). The Project is implemented by the Ministry of Agriculture Animal Industry and Fisheries (MAAIF).

The overall Project Development Objective is to ‘Increase productivity, market access and resilience of selected value chains in the project area (69 districts) and to respond promptly and effectively to an eligible crisis or emergency’. The project consists of five components: (a) Strengthening Climate Smart Agricultural Research, Seed, and Agro-Climatic Information Systems; (b) Promoting Adoption of Climate Smart Agriculture Technologies and Practices; (c) Market Development and Linkages to Selected Value Chains; (d) Contingency Emergency Response Component; and (e) Project Management, Coordination, and Implementation. The project is seeking to recruit qualified and suitable persons for the following key positions to support the project implementation.

TERMS OF REFERENCE FOR SENIOR SUSTAINABLE LAND MANAGEMENT OFFICER

1. Objectives of the Assignment
The objective of the recruitment of a Senior SLM Officer on the UCSAT Project is to contribute to the Project’s Development Objective which aims to restore degraded land, soil, water resources, the environment, natural resources, and the effects of climate change on economic growth and livelihood security of the beneficiary communities by enhancing the productivity of the project’s value chains in a climate smart way in the implementing districts.

2. Key roles and Responsibilities
The Senior SLM Officer will carry out a range of duties and responsibilities including among others the following:
• Prepare plans, coordinate, facilitate and guide participatory implementation of activities on SLM in the project area.
• Integrate SLM practices, technologies and approaches on all the project’s value chains and ensure climate smartness of all value chains in the project.
• Build the capacity of all actors on SLM and strengthen the capacity of local actors, service providers, zonal research scientists, private sector actors, district local government production staff, and farmer groups to adopt and integrate SLM
• Design and support scaling up SLM activities to help prevent and reduce the impact of land degradation and thus strengthen farmers’ capacity to adopt climate change and climate risk mitigation
• Strengthen the interface between research, extension, and farmers to enhance the capacity of farmers to drive the research and technology generation and development agenda and improve access to new knowledge and technologies as far as SLM is concerned
• Provide overall technical support to the project (including Project Staff, government, Local Governments, and relevant actors regarding SLM implementation and scaling up.
• Prepare policy briefs on Sustainable Land Management for relevant local councils and national sector actors to take decisions.
• Compile databases on Sustainable Land Management practices and achievement for the project districts and build capacity for their sustainable use
• Guide the institutionalization of Sustainable Land Management (SLM) practices into Districts’ local government development plans and budgeting
• Plan and organize the collection, processing, analysis, and dissemination of SLM information and document successes from the integration of SLM/CSA technologies and practices.
• Perform other related duties as required

3. Qualifications, Experience and Competences a) Qualifications
• A Master’s degree in Agri-ecology, Soil science, Land Use Management, or Watershed Management or Natural Resource Management and bachelor’s degree in the same fields from a recognized university. A professional training in Climate Smart Agriculture, Project Management, and the Use climate smart tools will be an added advantage.

b) Key Competencies
• Comprehensive knowledge and hands-on skills in SLM principles, technologies, practices, and approaches
• Knowledge of soil science, farm planning and current technological development and trends including but not limited to adaptive research, practices and, protocols of SLM, precision agriculture, soil nutrient and water management in crop production, and agro ecologies of Uganda.
• A good track record of at least 6 years in managing projects as an SLM specialist or manager.
• Ability to work with diverse communities.
• Experience working with externally funded projects or Government funded projects
• A Good understanding of how governments’ MDAs modes of operandi
• Ability to provide training, technical guidance, and leadership to multi-disciplinary teams from diverse backgrounds
• Experience in working with multidisciplinary teams (research, academia, national and subnational governments, community-based organisations and non-state actors)
• Good leadership, Interpersonal and reporting skills

4. Reporting
The Senior SLM officer report to the National Project Coordinator with the supervision of the Deputy Project Coordinator.

5. Contract Duration
The Senior Sustainable Land Management Officer shall be appointed on a three (03) year contract subject to a six months’ probation period and renewable subject to satisfactory performance.
