Bid Notice Under Open Domestic Bidding (Firms)

The National Planning Authority invites sealed proposals from eligible consultants for:

Procurement Reference Number: NPA/CONS/2024-2025/00011

Subject Matter of Procurement:
Consultancy Services to Undertake a Feasibility Study for Development of Student/Staff Accommodation for:

1. Busitema University
2. Mountains of the Moon University
3. Soroti University
4. Makerere University Business School (MUBS)

The project will be implemented through a Public-Private Partnership (PPP) arrangement, in accordance with the PPP Act of 2015.

Project Details:

The feasibility study aims to evaluate the development of high-quality accommodation facilities for students and staff of the four universities.

Project Scope:

• Construction of modern, high-quality, sustainable buildings to provide comfortable and safe living spaces.
• Provision of necessary facilities and other amenities to enhance the learning experiences of students at the universities.

Consultancy Objectives:

1. Conduct a feasibility study in line with the PPP Act.
2. Ensure the project is bankable.
3. Support the universities in procuring private parties/investors for the projects.

Submission Details:

1. Inspection of Bidding Documents:

   • Bidding documents can be inspected and issued online via the e-GP system.

2. Deadline for Bid Submission:

   • 16:00 Hrs, 13th February 2025.

3. Bid Submission Process:

   • Submit all bids online via the e-GP system.

4. Bid Opening:

   • The opening of bids will also be conducted online via the e-GP system.
