Position Summary:
The Head of Programs is a senior leadership role providing strategic oversight for program design, implementation, monitoring, and evaluation. The position ensures program quality, aligns with organizational strategy, and supports growth.
Responsibilities:
Program Strategy, Direction, and Implementation (40%):
• Lead program strategy, direction, and implementation in collaboration with the Country Director and SMT.
• Develop robust M&E frameworks, management systems, and operational tools.
• Ensure adherence to minimum standards and internationally recognized best practices.
• Oversee donor relationships and engagement strategies.
• Monitor program performance and ensure objectives align with plans.
• Promote program integration for maximum impact.
• Manage program budgets and ensure accountability.
• Build capacity within program teams and local organizations.
Program Design and Development (35%):
• Strengthen program design using War Child Canada’s Program Framework.
• Oversee Country Strategic Plan implementation and compliance with donor standards.
• Develop new programs, including emergency and development programming.
• Facilitate organizational learning and conduct assessment visits.
• Supervise, motivate, and manage project staff performance.
Institutional Fund Development (25%):
• Implement institutional fundraising strategies.
• Build donor relationships and partnerships with INGOs and local organizations.
• Represent War Child Canada in coordination forums and develop funding proposals.
Requirements:
Knowledge and Experience:
• Master’s Degree in International Development or related field (or equivalent experience).
• 7+ years of senior management experience in development programs.
• Expertise in livelihoods or War Child Canada's focus areas.
• Proven success in securing institutional/government funding.
• Extensive M&E experience.
Skills and Abilities:
• Strategic thinking, prioritization, and deadline management.
• Strong interpersonal, diplomatic, and communication skills.
• Independent problem-solving abilities.
• Flexibility to travel and work in demanding environments.
Personal Attributes:

• Culturally sensitive, creative, energetic, and resilient.
