JOB DETAILS:
Job purpose
The VP of Programs role is an Executive Team role that leads the effective and sustainable delivery of Bridges to Prosperity’s country strategies and business plans. The VP of Programs supports and enables country leaders and country teams with appropriate and creative business models to scale relevant to the country context. The role supports in-country and resource mobilization and critical in-country partnerships. The role ensures that country teams have the right operational capacity, financial, Programmatic, and risk management.

This role is not a roving country director role, compensating for the weaknesses or gaps at country level. This is a leadership role, suitable for someone with an entrepreneurial approach and able to build effective and thriving country teams. Under the direction of the COO, this role assists in putting in place the structures, systems, and processes to support the scale-up B2P's work across Africa and beyond.

Duties and responsibilities:
1. Strategic Delivery:
• Directly oversee the formulation and delivery of country strategies,
• Support countries to develop business plans to deliver strategies
• Logframe - envisioning, strategy with CD, and delivery with Programs Manager
• Develop the scale-up strategies to expand B2P work across Africa and beyond
• Together with COO establish country performance indicators and ensure appropriate measures to track performance
• Supports COO in exploring alternative business and finance models for B2P work
2. Leadership:
• Directly line manage country directors/leaders
• Support leadership growth and performance
• Delivers performance through others and effectively addresses performance gaps
• Motivates, country leaders and can deal effectively with people management
• Develop the right culture and B2P values in the Programs for success
• Deals effectively with poor performance and conflict
• Supports COO in governance responsibilities
3. Programmatic and operational:
• Ensures that country teams have the Programmatic systems, and capacities to effectively plan, deliver, & monitor effective Programs
• Accountable for excellent operational management
• Ensures Programs are designed to align with B2P’s theory of change
• Drives operational excellence
• Embeds sustainability in our Programmatic approach including ESG
• Ensures appropriate entry and exit strategies in new geographical areas.
• Supports an integrated approach in the design and operational management
• Works effectively with the Technical Assistance and Design Teams
• Ensures appropriate operational design, health, and safety
• Ensures Programmatic lessons are captured and applied across countries
• Ensures country Programs produce internal and external reports on time and quality
4. Partnership and portfolio management
• Overall accountable for ensuring the identification, negotiating, and management of partners is done in ways that further B2P mission vision, and strategic intent.
• Establishing thought leadership of CD through appropriate events
• Connecting the dots laterally between countries for shared support, contacts, and learning
• Supports country teams to work effectively with the AMP team, including effective responses to funding-related requests
• Supports B2P’s fundraising efforts – with specific attention on country funding sources
• Liaises with the COO and relevant parts of the AMP team to develop lasting strategic relationships
5. Ensuring country risk management and compliance
• Develops and supports appropriate country Programs level risk measures in line with B2Ps enterprise-wide risk management approach
• Ensures country teams comply with relevant regulations, as well as donor compliance
6. Security and safeguarding
• Supports B2P’s safeguarding in improving processes and procedures
• Ensures countries adhere to B2P safeguarding procedures
• Ensures adequate measures to prevent, mitigate, and respond to safeguarding incidents
• Ensures country teams follow B2P internal financial, Programmatic, procurement,t and internal controls
7. Any other duties as assigned.

Qualifications
Essential Experience
• At least 10 years of senior leadership experience
• Demonstrable ability to develop and grow country leaders
• Strong experience leading country teams to effectively perform and scale
• Significant people management skills and proven experience building effective performance
• Significant experience in country strategy development and execution
• Practical experience in development and understanding rural access in Africa
• Significant successful experience developing and nurturing effective government and non-governmental partner relationships and management
• Successful experience supporting country teams to raise funding, and responding to funding requests
• Strong experience in networking, influencing donors and other stakeholders
• Good understanding of social entrepreneurship and social finance
• Strong experience in operational and financial management
• Good experience working with boards and trustees

• Strong experience overseeing/delivering construction projects in rural settings

Essential Academic Qualifications
• Master’s Degree in Rural Development Planning Development, Economics, or Engineering

• Experience working in Asia and Latin America

Working conditions
• The position is based in East Africa, in one of the following countries Rwanda, Uganda, Zambia, or Kenya
• Hybrid work arrangements are available, with a mix of office, field, and remote work, subject to management agreements.
• Significant travel across Africa and beyond
