About the Position
The WASH Assistant - Roving reports to the Emergency Programme Coordinator and is responsible for planning and providing technical guidance in the execution of all construction and related activities. To closely work with partners (UNHCR & OPM), District Engineer/District Water Officer and contractors to ensure construction works are carried out as per the designs, specifications and timeframe.
Key Duties & Responsibilities
- Provide technical assistance to ALIGHT offices in the transit centres and program in the development, integration and mainstreaming of appropriate and cost-effective WASH AND INFRASTRUCTURES programs.
- Undertake needs and resource assessments with partners in order to prioritize needs and activities in provision of services to refugees and other persons of concern to ALIGHT.
- Support operations in Southwestern Uganda to define the level and scope of ALIGHT involvement, expressed in terms of overall and operational objectives during emergency situations as well as in care and maintenance and repatriation/reintegration programs.
- Review and analyze relevant project proposal and budgetary submissions presented by UNHCR partners.
- Ensure that project plan and proposal submitted to UNHCR for funding adhere to internationally accepted standard.
- Maintain and update WASH INFRASTRUCTURES contingency plan for potential epidemics, refugee and returnee movement.
- Work in a multi-sectorial and coordinated approach in co-operation with Governments, UN agencies, non-Governmental organizations (NGO’s) and other humanitarian partners.
- Work closely with UNHCR program, field and protection staff to identify priority WASH key data requirements for program planning and monitoring to ensure that minimum UNHCR and international standards are being met.
- Use community-based approaches, including clear involvement of refugees in the hygiene promotion and other sectors that are related to WASH INFRASTRUCTURES.
- Ensure regular update and share information within UNHCR as well as with relevant Government, UN and NGO counterparts and donor communities.
- Monitor and evaluate country-level WASH program against standard UNHCR and international indicator to ensure that program are evidence-based and implemented in a comprehensive and cost effective manner.
- Make provisions for the installation of WASH services in any new camp or camp extension identified for the settlement of refugees.
- Facilitate capacity strengthening activities of ALIGHT, UNHCR and its implementing/operational partners to address key areas of WASH importance to refugees and other persons of concern.
- Build the capacity and competence of UNHCR’s Public Health and WASH staff.
- Prepare, in close coordination with partners and relevant government entities, Operation and Maintenance plans of the WASH/infrastructure systems.
- Prepare, in close coordination with partners and relevant government entities, solid waste management plans.
- Provide guidance and recommendations on WASH programs.
- Represent ALIGHT in WASH working group meetings.
- Provide technical monitoring of activities.
- Perform any other duties as required.
Requirements
- Higher Diploma or degree in Water and Sanitation Engineering/Water Resources Development and/or relevant postgraduate degree in (Water Supply and/or Hydrology) or Sanitation/Hygiene Engineering
- At least 2 to 3 years experience.
- Experience in working in remote/rural areas.
- Knowledge of Microsoft Office applications like Ms Word, Excel, Ms Project and design software AutoCAD
- Knowledge of English and Swahili
- Excellent writing and communication skills, including proven report writing skills.
- Practical experience in strategic management of contractual relationships and performance outcomes including the tendering processes.
- Experience working with a diverse staff and confronting challenging field situations.
- Able to multi-task and work under pressure.
- Work experience in a complex emergency setting preferred.
- Ability to coordinate a range of diverse actors and activities to achieve a common objective in the area of WASH.
- Demonstrated experience in organizing and conducting training activities and information campaigns in the areas of environmental sanitation, natural resources management, water quality, bore-hole drilling, vector control and appropriate technologies.
- Proven technical expertise in the area of WASH assessment including surveys, program implementation, monitoring and evaluation, and coordination is required.
