We Are Able! Uganda – Local researcher/consultant to develop the Learning Agenda for the consortium
Development of a Learning Agenda for the We Are Able! consortium.

The Learning Agenda will be a framework to help facilitate learning and decision making on how to forward the Uganda Learning Agenda within the programme and the partner organizations within the consortium in Uganda.
Background of the WAA! Programme
We Are Able! works in six African States (Burundi, DR Congo, South Sudan, Sudan, Uganda and Ethiopia) as well as in the Netherlands and has as its main objective ‘Co-creating inclusive governance for access to basic resources that leaves no-one behind’. The programme in Uganda is implemented in the West Nile and Acholi regions.
We Are Able! wants to see People with Disabilities (PWDs) improving their right to land and food security by creating an enabling environment for action at grassroots level.

In Uganda the We Are Able! Consortium consists of (I)NGOs, namely ZOA as lead, NUDIPU and Light for the World (LftW). In addition, The Hague Academy (THA) and Vereniging Nederlandse Gemeenten Internationaal (VNGi) have been subcontracted under this grant.
We Are Able! is being financed by the Dutch Ministry of Foreign Affairs under the Power of Voices subsidiary framework and runs from January 1st 2021 until December 31st 2025.
We Are Able! focuses on lobby and advocacy by and for People with Disabilities and other marginalized groups to increase their access to basic resources such as land and water as detailed in the Theory of Change for the WAA! programme. We Are Able! will be working with individuals directly as well as through their representative organizations, such as Disabled People Organizations (DPOs) and mainstream Civil Society Organizations (CSOs). Formal and informal authorities at local, national and international level are involved to promote dialogue and a conducive enabling environment for change that ensures food security for those most at need in countries affected by conflict as well as by the impact of the COVID19 pandemic.
Background of the assignment and expected results
The project includes a research component that looks at how to fill the knowledge gap on the challenges and problems faced by men and women with disabilities to access services and resources related to land rights and livelihoods.
As part of the key recommendations from the studies already undertaken in the WaA programme, in particular the scoping study from 2021, the consortium highlighted the need to further investigate;

• What awareness-raising mean contextually, for instance, promoting rights to services and resources, or rather promoting participation in decision-taking? whose awareness needs to be raised, as well as the possibilities of 'targeted awareness raising'
• How to change social norms leading to stigmatization of persons with disabilities in specific communities which is a central concern for the program.
• Access to basic social services –notably education and health care which is seen as essential for decreasing vulnerability and exclusion. Understanding of what accessibility entails is required among persons with disability, government authorities, and the community.
• How to strengthen the capacity of OPDs in designing effective advocacy strategies and clear theories of change and, effectively communicating with local authorities
• Investigation of Barriers towards implementation of the existing legal frameworks as well as strategies to ensure that existing legislation to support PWDs is respected and realized in practice.
• Reliable data to support efforts of inclusion of persons with disability through having an understanding of different categories of disability, and the particular vulnerabilities associated with these.

To critically reflect on the recommendations from the earlier scoping study, different consortium partners have undertaken different studies and activities on the above recommendations to see how the questions in context can be answered.
It is for this reason that a consultant will be hired to consolidate the achievements and derive lessons learned from the work so far undertaken by the partners.
In close engagement with the partners in country, the consultant's key role is to consolidate the findings, including those from additional studies implemented by different consortium partners, into one comprehensive report that identifies key learnings and experiences on implementation of a disability inclusive program and draw recommendations for further development of Uganda’s in-country Learning Agenda for the WaA! programme.
The findings shall inform the WaA! Consortium’s learning agenda for future years of the project, taking into account country specific challenges and intervention practices
Aim of this assignment
• Through document reviews and a series of interactions(Interviews) with key Consortium partners, understand the interventions undertaken by these different partners around the afore-mentioned 6 recommendations of the scoping studies.
• Together with WaA! Uganda MEL Coordinator and in consultation with the overall Knowledge Management coordinator (Netherlands), co-organize the discussion on the findings with WaA! consortium members, and key stakeholders in WaA! Uganda to exchange of experiences and lessons learned; and to identify key themes for further study in the years to follow.
Activities to be performed
• Review existing Studies/study reports and come up with a consolidated report on data collected in collaboration with the WaA! Uganda team.
• Synthesize, analyse and interpret the data collected in collaboration with the Uganda WAA! partners
• Present the results/findings to the Uganda partners and MEL-KM team
• Draw recommendations from the report to inform the Uganda WaA! Learning Agenda for the implementing partners.
• Outputs (expected deliverables)

• Comprehensive report on findings relevant to the 6 scoping studies recommendations
• Presentation and discussion of findings during knowledge sharing workshops (including power-point)

• Minimum qualifications of the consultant

Education
• Advanced university degree (Master’s degree or equivalent) in Development studies, Cultural Anthropology, Public Administration, Economics, or other relevant field.
• Professional experience
• Extensive experience in qualitative research and interviewing;
• Knowledge of the inclusion of marginalized groups in development programmes and governance in fragile settings;
• Experience with organizing and facilitating interactive research and workshops;
• Knowledge of the socio-cultural context in Uganda and specifically the West Nile and Acholi regions
• Experience of working with People with Disabilities is an advantage

Skills
• Fluent in English both speaking and writing, and fluency in local languages (West Nile and Acholi) is an advantage

• In consultation with the Knowledge management Coordinator MEL Coordinator and WaA! Country teams the consultant will:
• Develop a framework to support the collection/ Consolidation of information needed : 4 days
• finalize a topic guide : 3 days
• Carry out a planning meeting and organize interviews: 1 day
• Document review: 7 days
• Writing report on findings :7 days
• Share and discuss findings with country team, KM coordinator and identify key concerns and questions for workshops : 1 day

Job Title: MEAL Officer
Reporting to: Programme Manager
Location: West Nile (Rhino Camp)
ZOA Uganda is looking for a full time Monitoring, Evaluation and Accountability Officer for the SUPREME livelihoods project.
The MEAL Officer will report directly to the Programme Manager, and will work in close communication and collaboration with the Project Manager and with the ZOA MEAL Advisor (Kampala).

Roles and Responsibilities
• Monitor implementation of project activities in line with the project proposal to achieve optimal project outputs and outcomes in line with ZOA/donor procedures and targets;
• Strengthen capacity of project/programme team in conducting result oriented basic monitoring and evaluation approaches;
• Accounts in a timely way for executed project activities in line with and according to relevant ZOA policies and guidelines;
• Ensures project outputs are consistent with project proposals, log frames and in line with quality standards and policies;
• Any other duty as assigned by the supervisor in line with the project.
Reporting
• Provide inputs to implementation of plans and activity/monthly reports;

The role is 1.0 FTE (40 hrs/ week). Some flexibility on working hours may be required, e.g. for travel at weekends, or during reporting times.

Knowledge & Experience:
• University degree in M&E, statistics, social sciences, economics or related field;
• At least 2 years of successful experience in a similar position implementing related projects;
• Excellent facilitation, communication skills and writing ability;
• Familiar with use of different statistical data analysis software. Experience in using Kobo toolbox for designing data collection is an added advantage
• Experience in food security and livleihoods projects is an added advantage
• Experience with implementing projects funded by institutional donors is an added advantage;

Job Title: Project Officer - We are Able! (2 Positions)
Reporting to: Hub Manager - West Nile
Location: West Nile (Maternity Cover for Arua City and full position for Terego District)
ZOA is looking for 2 Project Officers for the We are Able! project in West Nile
One position is for maternity cover, in Arua City, for 3 months from mid September to December (3 months)
One position is a full position, working in Terego District, with the first contract for 5 months, renewable on an annual basis
The PO WaA - with support from the Hub Manager - is responsible for the day to day planning and implementation of project activities under the We are Able! programme in Uganda.
We are Able! aims to see People with Disabilities (PWDs) improving their right to food and land security by creating an enabling environment at grassroots level. We are Able! is a consortium of 6 partners.

Responsibilities and activities of the PO
• Facilitates and participates in meetings between people with disabilities, DPO leaders and local CSOs and development partners for the benefit of target group in the sub counties of operation;
• Work with other consortium members at District level with the aim of ensuring disability inclusion in local governance, planning and budgeting process;
• Any other duty as assigned by the supervisor in line with the project.
Reporting
• Provide inputs to implementation plans and activity/monthly reports;
• Identify, document lessons learned and best practices;
• Prepare and submit well written success stories;
• Contribute to project reports or implementation plans as required by supervisor;

Qualifications needed to apply
• Degree in Development Studies, Social Sciences, SWASA and any related fields;
• A valid motorcycle riding Permit Class A is necessary (this will be checked at interview stage, with a practical test)

Job Title: Project Officer- SUPREME (3 Months Maternity Cover)
Reporting to: Project Manager
Location: West Nile-Rhino Camp
Purpose of the position
ZOA is looking for a Project Officer - Livelihoods (maternity cover) for a livelihoods project being implemented in Terego and Madi Okollo districts, West Nile.
The appointment will be for September to November (3 months)

ZOA may also consider applicants for additional roles or extend the contract beyond this time
The SUPREME project's overall objective is to increase access to decent employment for refugees and host communities. Project outputs include (1) Financial inclusion and social cohesion among Saving & Development Clusters (SDC) increased (2) Sustainable agricultural value chain and nonagricultural enterprises developed and (3) Young women and men from SDC member households are linked to private sector employment.
The PO will mobilize the Savings and Development Clusters (SDCs) (farmer groups) and train them on agribusiness ensuring they adopt the methodology for higher incomes. The PO supports the community volunteers (Village Agents) in monitoring and collecting data from the SDCs ensuring that the project indicators are reported on a monthly basis.
Place in organization
The PO reports to the Project Coordinator (field coordination) and works in close coordination with the MEAL Officer. The PO supports other project team members and community volunteers in implementation.

• The Project Officer does not supervise any staff as a direct supervisor. However, Project Officer will work and oversee the work of community volunteers. They may be asked to check attendance records, training quality delivery and provide day to day support to volunteers.
Procurement and finance
• Initiate timely purchase requisition of project goods/services;
• Ensure expenses are in line with approved budget;
• Provide appropriate codes for expenses.
Characteristics of Role
The PO SUPREME will be based at Rhino Camp in West Nile region. Regular field visits to the project locations/schools supported will take place.
