JOB SUMMARY:
NORC is seeking a Capacity Strengthening Specialist for the RFTOP under USAID Uganda’s Monitoring, Evaluation, Learning & Strategic Information (MEL-SI) Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The Capacity Strengthening Specialist will work full-time over a 5-year period based in Kampala, Uganda. The Uganda MEL Activity aims to provide support services to USAID/Uganda’s technical offices and implementing partners to strengthen performance management, conducting evaluations and facilitating learning and adapting.

DEPARTMENT: International Programs INPRO was established in 2005, and works on impact and performance evaluations, surveys, and qualitative data collection, among other research activities, throughout the developing world. Our research covers a range of sectors including education and training, child and youth well-being, democracy and governance, agriculture, water and sanitation, infrastructure, housing, finance, and health. Since its establishment INPRO has implemented projects in more than 90 countries.
RESPONSIBILITIES:
The Capacity Strengthening Specialist will plan, prepare, deliver and oversee training, on-the-job coaching, and other forms of capacity building for staff from USAID, implementing partners, and a range of other local institutions.
Meaningfully contribute to the development of contractual deliverables such as annual reports and work plans.
REQUIRED SKILLS:
• University degree in international development, public policy, communications, or other related fields.
• Five years of experience leading the development and implementation of courses, training and/or technical assistance, including:
• Preparing training materials and/or technical assistance plans;
• Facilitating capacity building activities in MEL and MEL tools,
• Capturing and disseminating lessons learned.
• Experience providing coaching and mentorship on Monitoring, Evaluation, and Learning skills.
• Excellent communications and interpersonal skills required.
• An understanding of organizational development, consultative development of learning activities, and participatory approaches to capacity building.
• Prior experience with USAID projects.
• Familiarity with USAID performance data information systems, or other such systems
• Experience in performing monitoring and evaluation duties, with expertise in developing theories of change, results frameworks, and design and implementation of monitoring and evaluation plans.
