JOB DETAILS:
Description
The Chief of Party (COP), Uganda, will be responsible for the overall technical leadership and management of the upcoming USAID Strengthening Local Health Systems (SLHS) activity, a five-year USAID cooperative agreement. The SLHS activity’s purpose is to strengthen key elements of the Ugandan health system, focusing on health care financing (HCF), human resources for health (HRH), health management information systems (HMIS), and community health systems.

Reporting to a regional Program Director, the COP will oversee the implementation of SLHS activities, monitoring, evaluation, and learning. This full-time position is based in Kampala, Uganda, and is contingent on ThinkWell being awarded the project.

Leadership
• Lead program strategy and execution, ensuring timely and effective delivery of strategic and program objectives.
• Provide technical leadership and strategic direction to the SLHS Activity, ensuring programmatic and financial integrity to attain the goals, objectives, and targets in compliance with USAID requirements.
• Coordinate effective implementation of the SLHS Activity, including developing annual work plans and budgets, implementing activities, submitting deliverables and required reports, and leading quarterly program reviews.
• Ensure production of high-quality outputs by providing written input into technical documents, project status reports, blogs, and articles for publication and dissemination on ThinkWell’s website, external sites, and at conferences.
• Oversee monitoring, evaluation, research, and learning function functions.

Team Management
• Recruit, onboard, and lead an outstanding team of Ugandan experts across all operational and programmatic areas.
• Lead by example, delegate effectively, demonstrate integrity, motivate, and inspire others.
• Create a positive, respectful country team operating culture and environment, and engage respectfully with employees at all levels across the firm.
• Effectively manage in-country team, proactively growing team members by focusing on their professional development and capacity building.

Finance, Operations, and Contracts Administration
• Take responsibility for effectively using donor resources and compliance with all rules, regulations, and laws.
• Collaborate with contracts and compliance staff globally to ensure adherence to all company and external requirements.
• Ensure stringent management of project financial systems, including financial tracking, recording of financial transactions, financial risk management, and fraud prevention. Oversee monthly financial projections and cash flow.
• Manage the performance of project sub-contracts and consultants, if any.
• Oversee the local procurement of goods and services and recruitment of staff and consultants for the project.

External Representation
• Represent ThinkWell to establish and sustain collaborative working relationships with USAID, the Ministry of Health (MOH), and other relevant government representatives, partners, and key stakeholders.
• Coordinate with key stakeholders within government, donors, and other health development partners to ensure activities and plans are clearly understood and have appropriate linkages to other related efforts.
• Represent ThinkWell in-country and be the focal point with all relevant clients, partners, donors, etc., building ThinkWell’s program and reputation.

Requirements
• BA/BS and 12+ years’ experience, or graduate degree and 10+ years’ experience.
• Substantive relevant work experience in one of ThinkWell’s core technical areas, including health financing, health systems strengthening, and related international programming.
• Extensive experience managing large, complex projects in Uganda or the surrounding region, preferably with USAID.
• Demonstrated team and people management abilities, focusing on growing staff, mentoring, and coaching junior professionals.
• A senior leader, able to rally staff around ThinkWell’s mission and priorities.
• A proven track record in budgeting and financial management.
• Demonstrated ability to engage effectively with external strategic partners, donors, government ministries, and stakeholders.
• Full written and verbal fluency in English.
• Outstanding cross-cultural communication skills, including the ability to relate respectfully with staff at all levels, ages, genders, nationalities, and orientations and across work areas.
• Ability and willingness to travel in-country and internationally up to 25%.
