JOB DETAILS:
Purpose of the Role:
The Grants Officer will support the administration and management of grants for the USAID Uganda Urban Health Activity at Jhpiego Uganda. Reporting to the Grants Manager, the Grants Officer is responsible for supporting the grants lifecycle—from application and selection to implementation, monitoring, and closeout. This role will ensure grant compliance, maintain accurate grant records, and coordinate with program and finance teams to ensure timely reporting, budget management, and adherence to both Jhpiego and USAID standards.
The ideal candidate will have a strong background in grants management, a detail-oriented approach, and experience with USAID-funded programs.

Responsibilities
1. Grant Administration and Management
• Support the administration of the grant’s lifecycle, including the design, selection, and award process for grantees under the USAID Uganda Urban Health Activity.
• Assist the Grants Manager in preparing grant agreements and ensuring that terms and conditions are aligned with USAID and Jhpiego policies.
• Maintain organized, complete, and up-to-date grant documentation for all grant activities, ensuring accessibility and compliance with organizational policies.
1. Compliance and Risk Management
• Ensure compliance with USAID regulations, Jhpiego policies, and the requirements stipulated in grant agreements.
• Conduct initial reviews of grant applications to ensure alignment with compliance requirements and provide feedback to applicants as needed.
• Assist in conducting compliance monitoring visits, assessing risk, and identifying areas for improvement in grantee operations and reporting.
1. Financial Monitoring and Reporting
• Work closely with the finance team to monitor grantee expenditures and ensure alignment with approved budgets.
• Review grantee financial reports, invoices, and supporting documentation to verify accuracy and ensure compliance with USAID and Jhpiego standards.
• Assist in preparing and consolidating reports for the Grants Manager, summarizing grantee performance, financial expenditures, and any issues of concern.
1. Capacity Building and Technical Support
• Provide guidance to grantees on USAID and Jhpiego grant management requirements, compliance expectations, and reporting processes.
• Support capacity-building initiatives for grantees, assisting in developing their internal grant management systems, budgeting skills, and financial tracking mechanisms.
• Organize and participate in training sessions and workshops to enhance grantee understanding of grant requirements and processes.
1. Monitoring and Evaluation
• Collaborate with the monitoring and evaluation team to track grant-funded activities and assess the impact of grants on program objectives.
• Assist the Grants Manager in conducting regular performance reviews, tracking deliverables, and ensuring grantees meet set targets.
• Prepare monitoring and evaluation data summaries for inclusion in project reports and communicate key findings and recommendations to the Grants Manager.
1. Grant Closeout
• Assist in the closeout process for grants, ensuring that all final reports, audits, and required documentation are complete and in compliance with USAID requirements.
• Conduct closeout audits of grantee activities, verifying that financial and performance obligations have been met.
• Ensure that all grant records are properly archived, providing a full record of the grant lifecycle.
1. Other Duties as Assigned
• Perform additional duties as required by the Grants Manager to support Jhpiego’s grant management operations and organizational objectives.

Required Qualifications
• Bachelor’s degree in business administration, Finance and Accounting, or a related field.
• Minimum of 5 years of experience in grants management, ideally with experience working on USAID-funded programs.
• Familiarity with USAID rules and regulations regarding grants and cooperative agreements.
• Professional Certification: Certified Public Accountant (CPA) with the Institute of Certified Public Accountants of Uganda, or certification in project or grant management such as the Project Management Professional (PMP), Certified Grants Management Specialist (CGMS), or equivalent relevant certification in Uganda.

Preferred Qualifications
• Demonstrated experience in budget monitoring, financial reporting, and compliance assessment.
• High integrity, ethical standards, and commitment to transparency in grants management.
